RE: City of Raleigh, Wilder's Grove Landfill Yard Waste Facility,
Permit #92-13 YW, Wake County, North Carolina
Amendment # 1 (Addition of Phases I, II, III)
Dear Mr. Baird:
The enclosed permit for the above referenced facility is
approved in accordance with 15A NCAC 13B. This yard waste facility
which is located inside the permitted boundaries of the landfill
shall be operated in accordance with Section .0904 and .0905 of the
Solid Waste Management Rules.
Please note General Condition No. 1 which states that this
portion of the solid waste management facility is only permitted to
process "yard waste", defined as stumps limbs, leaves, grass, and
untreated wood waste. Also, when windrow construction begins in the
northeast section of Phase III, the 200' buffer to the structure
listed as #70 on plan sheet G1 (BFI) should be delineated to avoid
encroaching upon the buffer.
This permit is issued for a five-year period. Ninety days
prior to the expiration date of this permit, the City of Raleigh
shall contact the Solid Waste Section for renewal of the permit.
Based on operational records, the Section shall re -issue the permit
for an additional five year period.

1. This portion of the Wilder's Grove Landfill is permitted
to receive "Yard Waste" as defined in 15A NCAC 13B
.0100(65) which includes stumps, limbs, leaves, grass,
and untreated wood.
2. The facility shall be operated in a manner so as to
prevent the creation of a nuisance, potential health
hazard, or potential fire hazard.
3. This facility shall conform to operating procedures in
Rule .0904 of the Solid Waste Management Rules and the
following specific conditions shall be met:
a. Site preparation shall be in accordance with the
site plan.
b. The permit number and the words "Yard Waste Only"
shall be posted on an entrance sign to the
designated areas.
C. Signs shall be provided stating owner, operator,
contact person and number in case of emergency , and
hours of operation.
d. Open -burning of solid waste shall be prohibited.
e. If solid waste other than yard waste is left at the
facility, it shall.be separated and shall be removed
within 7 days.
f. Additional conditions and revisions.of the approved
plans shall be approved by the North Carolina Solid
Waste Section.

4. This permit is issued for five years. Ninety days prior
to the expiration date of this permit, the operator must
notify the Solid Waste Section.
5. Based on operating performance, the Conditions of Permit
for this facility may be subject to revision.
6. Any water which comes in contact with solid waste shall
be contained on -site or properly treated prior to
discharge.
7. As necessary, effective vector control measures shall be
applied to control flies, rodents, insects, or vermin.
8. Fires and non -conforming waste incidents shall be
reported to the Division (Regional Waste Management
Specialist) within 24 hours, and a written notification
submitted within 15 days.
9. All sedimentation/erosion control activities will be
conducted in accordance with the Sedimentation Control
Act (15A NCAC 4).
