PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a closed Municipal Solid Waste Landfill.
2) The site is secured by a locked gate at the Coastal Environmental Partnership Facility entrance.
3) The Facility access road is of all-weather construction and is being well maintained at this time.
4) Edge-of-waste markers have been installed at the corners of the disposal footprint and are being maintained as
required.
5) Leachate is collected through a French drain system into a sump and pumped via force main to the City of
New Bern Wastewater Treatment Plant.
6) This Facility manages landfill gas through a passive venting system. Many of the gas vents have overgrown

with weeds. *Within thirty days of receipt of this Facility Compliance Inspection Report, please clear all
brush and vines from the landfill gas vents.
7) Soil has been brought on site and staged for use in settlement and cap repair projects. Two soil stockpiles are
being maintained: one stockpile on the lower lift and one stockpile on the uppermost lift. The soil stockpiles
have overgrown with native, warm season grasses and a coppice type cover
8) Overall, this facility has a well-established cover crop of native warm season grasses, however, it appears that
it has been some time since the Facility cover crop was mowed. The height of the cover crop is an
impediment to effective inspection of the Facility. *Within thirty days of receipt of this Facility Compliance
Inspection Report, plans need to be underway for the mowing of the landfill cover crop. Moving forward, a
maintenance schedule which includes regular mowing of the landfill cover crop should be instituted.
9) Some small trees and woody vegetation were observed growing in several places on the landfill. *Within
thirty days of receipt of this Facility Compliance Inspection Report, plans need to be underway for the
mowing/removal of all trees and other woody vegetation from the landfill.
10) No off-site erosion was observed during this Facility Compliance Inspection.
11) No violations were observed during this Facility Compliance Inspection.
12) *Corrective measures are required as a result of this Facility Compliance Inspection.
