Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 3 2.0 Executive Summary On October 10, 2019 S&ME was on site to observe the installation of monitoring well MW-6 by Environmental Drilling & Probing Services (EDPS), LLC at the Former Evan’s Grocery site. On November 6, 2019 S&ME Personnel mobilized to the site and collected a groundwater sample from MW-6 and collected water levels and field measurements from monitoring wells MW-1, MW-2, MW-3, MW-4 and MW-5. The laboratory analytical results reported multiple constituents present in monitoring well MW-6 at concentrations greater than the 2L Standard: North Carolina Groundwater Quality Standards: 15A NCAC 2L.0202 and are summarized in the table below. Free product has not previously been reported in these monitoring wells.  A receptor survey was not completed during this sampling event. Based on the historical data, there are six active drinking water supply wells (WSW-1, WSW-2, WSW-5, WSW-7, WSW-8 and WSW-10) located within 1,000 feet of the source area. There are no inactive water supply wells, no irrigation wells, and one active water supply well located between 0 and 500 feet of the source area; there are five active water supply wells between 500 and 1,000 feet of the source area. Based on the most recent groundwater flow at the site water supply well WSW-1 is located downgradient of the site and has the potential to be impacted by the petroleum release. However, we have been unable to gain access from the property owner to sample the well. We have made multiple attempts since 2011 to gain access to the water supply well.  To achieve incident closure, two options are presented: 1. Connect water supply wells located within 1,000 feet of the site to a municipal water source (municipal water is not available to the site and surrounding properties) – abandoning the water supply wells located within 250 feet of the source area, or 2. Reduce the level of petroleum constituents to less than the 2L Standard. Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 4 3.0 Scope of Services 3.1 Contract Information The scope of services for this report was performed in general accordance with S&ME’s proposal number 43- 1400424A dated August 10, 2018 scope of services was authorized by the North Carolina Department of Environmental Quality (NCDEQ’s)Task Authorization 04, dated August 23, 2019, and within contract number N17002. 3.2 Approved Scope of Services S&ME’s approved Scope of Services for this Task Authorization included installing a monitoring well (labeled as MW-6) to the west of MW-1 and in line with MW-2 and MW-3, sampling monitoring well MW-6 for analysis of volatile organic compounds (VOCs) by Method 6200B and preparing this report. The scope of services was completed as proposed. Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 5 4.0 Site History and Characterization 4.1 UST Owner and Operator Information The UST owner/operator information is provided in Table 1, Appendix II. 4.2 UST Information Information about the USTs are provided in Table 2. 4.3 Description of the UST Release  Date discovered: March 12, 1996.  Cause and Source (including tank identification number and contents): USTs 1 and 2, (2,000-gallon gasoline USTs), UST 3 (1,000-gallon gasoline UST), and UST 4 (550-gallon diesel UST)  A photographic log of the site and surroundings is provided as Appendix III.  Based upon the groundwater elevation map (Figure 3), which indicates that the site is located on a topographic high (between MW-3 and MW-4) and the groundwater is estimated to flow to the east. 4.4 Owners and Occupants of Adjoining/Nearby Properties and Land Use  The site is currently vacant. Historically the site was utilized as a retail automotive fueling station.  The land use of the surrounding area is predominantly residential, with areas of agricultural use and vacant land.  The site is approximately 550 feet above the Nation Geodetic Vertical Datum of 1929. Based upon the topographic map reviewed, the area of the subject property is situated on a southwest-northeast trending ridge, with the predominant slope to the southeast. Refer to Figure 1 for a USGS Topographic Map.  From the edge of the intersection of Landsford Road and Old Pageland Marshville Highway to the site structure, the site is covered by gravel. The remainder of the site is covered by grass.  Carolina Creek is located approximately 300 feet east of the source area, and the stream flow is to the north.  One water supply well (WSW-1) used for drinking water is located approximately 250 feet southeast of the source area, and five additional wells water supply wells (WSW-2 to the northwest, and WSW-5, WSW-7, WSW-8, and WSW-10 to the south-southeast) used for drinking water are located between 250 and 1,000 feet of source area.  The site contains an approximately 1,000 square foot structure, which is currently vacant.  Soils underlying the site are the Tarrus gravelly silt loam, which are characterized as having two to eight percent slopes. Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 6  According to the 1985 USGS Geologic Map of the North Carolina, the site is underlain by the Carolina Slate Belt of the Piedmont Physiographic Province. Bedrock in this area is metamudstone and meta- argillite, which is characterized as part of the Cid Formation, which is thin to thick bedded and having bedding plane and axial-planar cleavage common. It is also interbedded with metasandstone, metaconglomerate, and metavolcanic rock.  Based upon data collected on November 6, 2019, depth to groundwater measurements at the onsite monitoring wells ranged from 24.50 feet below top of casing (ft-BTOC) in monitoring well MW-4 to 31.61 ft-BTOC in monitoring well MW-6. Based upon data collected from the previous monitoring event in July of 2019 groundwater levels were approximately 16.05 to 15.2 feet lower in MW-4 and MW-1 respectively. Based upon measurements collected on November 6, 2019, groundwater flow is to the northeast, and west. A site map is provided as Figure 2 and the locations of water supply wells are provided as Figure 4. 4.5 Receptors/Potential Receptor Information  There are six active potable water supply wells located within 1,000 feet of the source area. Eight other active potable supply wells are located within 1,000 and 1,500 feet of the source area. One surface water body (Carolina Creek) is located approximately 300 feet from the source area.  A municipal water source is not currently available to the site and surrounding properties. Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 7 5.0 Current Site Assessment Information 5.1 Monitoring Well Installation On October 10, 2019 S&ME personnel mobilized to the site to oversee installation of monitoring well MW-6 by Environmental Drilling & Probing Services (EDPS), LLC. The locations of the existing monitor wells and monitoring well MW-6 is shown in Figure 2. The signed well construction record by EDPS is included in Appendix IV along with the boring log completed by S&ME personnel. 5.2 Groundwater Monitoring Event On November 6, 2019 S&ME personnel mobilized to the site and collected a groundwater sample from monitoring well MW-6 and collected water levels and field measurements from monitoring wells MW-1, MW-2, MW-3, MW-4 and MW-5. After measuring the depth-to-water of monitoring well MW-6, S&ME personnel purged monitoring well MW-6 with a disposable polyethylene bailer by evacuating at least three well volumes. The field parameters (pH, specific conductivity, and temperature) were collected at the well casing volume and recorded on groundwater sampling field forms, which are located in Appendix IV. Site photographs are included in Appendix III. After completing the well purging, S&ME personnel collected a groundwater sample from monitoring well MW-6 and a field blank. Upon review of the data (see below), it was discovered that the groundwater sample collected from monitoring well MW-6 was mislabeled in the field as the field blank (FB) and the field blank was labeled as the sample collected from monitoring well MW-6. The groundwater samples were placed in laboratory-supplied containers, stored in a cooler with ice, and shipped under chain-of-custody procedures to Con-Test Analytical Laboratory (Con-Test), a North Carolina certified laboratory for laboratory analysis. The groundwater samples were analyzed for volatile organic compounds (VOCs) by Standard Method 6200B. The laboratory analytical results reported multiple constituents present in monitoring well MW-6 at concentrations greater than the 2L Standard: North Carolina Groundwater Quality Standards: 15A NCAC 2L.0202. Results are shown in Table 4 and pictured in Figure 5. The depth-to-water for the monitoring wells ranged from 31.61 feet below top of casing (ft.-BTOC) in monitoring well MW-6 to 24.50 ft.-BTOC in monitoring well MW-4. The depth to groundwater measurements and groundwater elevations are provided in Table 3. 5.2.1 Soil and Bedrock Soils underlying the site are the Tarrus gravelly silt loam, which are characterized as having two to eight percent slopes. It is also interbedded with metasandstone, metaconglomerate, and metavolcanic rock. 5.2.2 Hydrogeology S&ME calculated the groundwater elevations for the monitor wells gauged using the depth-to-water measurements collected on November 6, 2019 and the relative top of casing elevations. The groundwater Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 8 elevations were used to prepare a groundwater elevation map (Figure 3), which indicates that the groundwater flows to the northeast and to the west from monitoring well MW-1. However, in July 2019, groundwater at the site was calculated to flow to the east, away from a ridge in the vicinity of MW-3. S&ME calculated the average gradient as approximately 0.098 feet per foot. The change in gradient and groundwater flow since July 2019 may be attributable to the addition of monitoring well MW-6 and its low groundwater elevation measured during this monitoring event, in addition to normal fluctuating water levels that occur seasonally. 5.2.3 Current Extent and Severity of Contamination No free product has been detected in the monitoring wells at the site. Multiple dissolved phase petroleum constituents in monitor well MW-6 exceed the 2L Standard. No groundwater samples were collected from monitoring wells MW-1, MW-2, MW-3, MW-4 or MW-5 so the severity of contamination in the vicinity cannot be spoken to for the current monitoring event. However, historical dissolved contaminant levels indicate contamination exists at its highest levels near monitoring well MW-1. With the addition of monitoring well MW-6 and the lab results provided during this monitoring event it can be assumed that contamination is likely traveling west from the vicinity of monitoring well MW-1 with the direction of groundwater flow towards monitoring well MW-6. Additionally, a groundwater contaminant plume has not been delineated for this monitoring event due to the lack of data. 5.2.4 Cleanup Levels Achieved  Soil (soil-to-groundwater maximum soil contaminant concentrations) Unknown  Groundwater (2L standard concentrations) No  Free Product - Free product has not been measured at the site. Yes Monitoring Report Former Former Evan’s Grocery, Incident #15286, UST No. MO-4567 7022 Lansford Road Monroe, Union County, North Carolina S&ME Project No. 4305-17-152C January 3, 2020 9 6.0 Conclusion and Recommendations Based on the current and historical assessment information for the site, the following conclusions are presented: 1. The UST Incident meets the following conditions for a High Risk classification: A. There is one active drinking water supply well within 250 feet of the source area, and four additional active water supply wells located between 250 and 1,000 feet of the source area. Municipal water is not available to the area surrounding the site. Based on the most recent groundwater flow at the site water supply well WSW-1 is located downgradient of the site and has the potential to be impacted by the petroleum release. However, we have been unable to gain access from the property owner to sample the well. We have made multiple attempts since 2011 to gain access to the water supply well. B. Historically contaminant levels in the groundwater exceed the 2L Standards in the previous sampling event conducted on June 11, 2019. 2. The extent of groundwater contamination at the site is not defined to the south and west. Based on the above, the following recommendations are presented: 1. Consider collecting natural attenuation data during the next scheduled groundwater sampling event to further evaluate the site for evidence of natural attenuation. 2. Due to lower water levels in the late summer/fall months, S&ME suggests sampling the wells again in April 2020 when the water levels should be higher. 3. Attempt to gain access to the adjoining property to the south to collect a groundwater sample from water supply well WSW-1.
