EXECUTIVE SUMMARY The B.J.’s Chevron/McDaniels Construction site located at 4128 Kings Mountain Highway in Bessemer City, North Carolina (Figure 1) is comprised of approximately 0.38 acres. The property contains an approximate 2,248 square foot commercial building, currently occupied by a garden center and plant nursery. Seven on-site USTs were reportedly removed in two separate closure events in 1995 and 1998. Soil sampling conducted during closure activities indicated a petroleum release from the former UST systems. Terracon mobilized to the site on December 30, 2019 to sample the four on-site monitoring wells (MW-1 through MW-4), the on-site water supply well (WSW-3) and four additional water supply wells (WSW-1, WSW-2, WSW-6 and WSW-7). Initally, Terracon measured the depth to groundwater in the monitoring wells ranging from 14.8 feet below ground surface (bgs) in well MW-3 to 18.8 feet bgs in well MW-4. Monitoring wells MW-1 and MW-2 were inaccessible and not sampled during this sampling event. Since only two monitoring wells were sampled, the groundwater flow direction was not determined during this sampling event. Historically, the groundwater flow direction has been to the south. Terracon also sampled water supply well WSW-2 located to the east of the site and well WSW-7 located south of Kings Mountain Highway. Terracon attempted to sample on-site well WSW-3 but the well is located within a locked fence area and the occupants of the site were not present during our site visit. Water samples were obtained from the water supply wells by allowing water to flow from a spigot for approximately 15 minutes prior to collecting the sample in order to retrieve a fresh sample from the well. Flow from the spigot was reduced when the sample was collected. The groundwater samples were placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of volatile organic compounds (VOCs) by Standard Method 6200B including MTBE, EDB and IPE. According to the laboratory analytical report, benzene (708 micrograms per liter [µg/L]), 1,2- dichloroethene (5.2 µg/L), ethylbenzene (954 µg/L), MTBE (80.9 µg/L), naphthalene (570 µg/L), n- B.J.’s Chevron/McDaniels Construction Bessemer City, North Carolina Terracon Project No. 71149633A Incident No. 15257 February 7, 2020 Responsive ■Resourceful ■Reliable 3 propylbenzene (77.1 µg/L), toluene (1,630 µg/L), 1,2,4-trimethylbenzene (679 µg/L), and total xylenes (1,832 µg/L) were detected above their respective 2L groundwater standards in monitoring well MW- 3. Benzene (206 µg/L), 1,2-dichloroethene (2.6 µg/L) and naphthalene (570 µg/L) were detected above their respective 2L groundwater standards in monitoring well MW-4. Various other petroleum constituents were detected in monitoring wells MW-3 and MW-4 at concentrations below their respective 2L standards. No petroleum constituents were detected in water supply wells WSW-2 and WSW-7. After the monitoring wells were sampled, RemRx Remediation mobilized to the site on January 29, 2020 to install RemRx™ CRP Persulfate sleeves, a proprietary bioremediation product, into each of the four on-site monitoring wells (MW-1, MW-2, MW-3 and MW-4) in an effort to reduce petroleum concentrations in the groundwater. Based on information obtained during the completion of our assessment activities, Terracon provides the following conclusions and findings. Benzene, 1,2-dichloroethene and naphthalene were detected at concentrations above their respective 2L groundwater standards in wells MW-3 and MW-4. Ethylbenzene, MTBE, n- propylbenzene, toluene, 1,2,4-trimethylbenzene and total xylenes were also detected at concentrations above their respective 2L standards in well MW-3. Generally, constituent concentrations are decreasing in well MW-3 while concentrations are slightly increasing in well MW-4 located down-gradient of the source area. None of the detected petroleum constituents exceed the Gross Contamination Levels (GCLs). Measurable free product was not detected in the on-site wells. Historically, the groundwater flow direction at the site has been towards the south. No petroleum constituents were detected in water supply wells WSW-2 and WSW-7. RemRx™ CRP Persulfate sleeves were installed into each of the four on-site monitoring wells (MW- 1, MW-2, MW-3, and MW-4) in an effort to reduce petroleum concentrations in the groundwater. Based on the data presented in this Subsequent Monitoring report, Terracon recommends the following activities be completed at the site. Groundwater monitoring wells and selected off-site water supply wells should be sampled semi- annually to evaluate the effectiveness of the RemRx remediation sleeves installed within the on-site monitoring wells. C. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to evaluate the current status of the groundwater quality at the former B.J.’s Chevron/McDaniels Construction Bessemer City, North Carolina Terracon Project No. 71149633A Incident No. 15257 February 7, 2020 Responsive ■Resourceful ■Reliable 4 B.J.’s Chevron/McDaniels Construction property. Terracon completed this report to summarize the findings of assessment activities performed on January 30, 2020 and January 29, 2020 at the site located at 4128 Kings Mountain Highway in Bessemer City, Gaston County, North Carolina (Figure 1). This Subsequent Monitoring Report was prepared for the site in response to a request by the Incident Manager, Mr. Scott Ryals with the NCDEQ Division of Waste Management, State Lead Program. The Subsequent Monitoring Report was prepared in general accordance with the 15A NCAC 2L.0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, dated July 15, 2008, revised December 2013, under the supervision of Mr. Christopher L. Corbitt, a North Carolina registered professional geologist (North Carolina License No. 1015). C.1 Site Setting The B.J.’s Chevron/McDaniels Construction site located at 4128 Kings Mountain Highway in Bessemer City, North Carolina is comprised of approximately 0.38 acres. The property contains an approximate 2,248 square foot building, currently occupied by a garden center and plant nursery. The site is depicted in Figure 2. The site is bound to the north, east and west by a mixture of residential and commercial development. Kings Mountain Highway bounds the site to the south. Additional commercial and residential properties are located to the south, across Kings Mountain Highway. C.2 Release Summary A petroleum release was discovered following the removal of three 1,000-gallon gasoline USTs and one 1,000-gallon kerosene UST in August 1998. Soil sampling conducted during closure activities indicated a petroleum release related to the former UST systems. A chronological summary of the UST removal activities and subsequent groundwater assessment activities at the site is discussed in the following section of the report. C.3 Previous Investigations In May 1995, two 1,000-gallon USTs and one 550-gallon diesel UST were reportedly removed from the site. During the tank removal activities, a photo-ionization detector (PID) was used to determine if the soils removed from the excavation were impacted. As a result of screening the soils, approximately 15 cubic yards of petroleum-impacted soils were removed from the site. Soil sampling conducted during closure activities indicated a petroleum release from beneath each of the USTs. An additional four USTs were removed from the site in 1998 by the property owner. The tanks removed in 1998 included three 1,000-gallon gasoline USTs and one 1,000-gallon kerosene UST. Petroleum constituents were detected in soil samples obtained beneath the former kerosene tank; however, constituent concentrations were reportedly below applicable action limits. It is noted in the B.J.’s Chevron/McDaniels Construction Bessemer City, North Carolina Terracon Project No. 71149633A Incident No. 15257 February 7, 2020 Responsive ■Resourceful ■Reliable 5 1998 closure report, prepared by Southeastern Geological Services, Inc., that closure sampling was conducted by the property owner after fill materials were placed in the former tank basin. Four groundwater monitoring wells (MW-1 through MW-4) were installed on the site between December 2004 and February 2006 to assess impacts to groundwater as a result of petroleum constituents detected in nearby water supply wells by Marshall Miller & Associates in November 2001. Groundwater samples collected from the monitoring wells indicated various petroleum constituents were present above their respective 2L groundwater standards. A 96-hour MMPE event was completed on the site by Geological Resources, Inc. in March 2006. Approximately 2,135 gallons of liquid were removed during the MMPE event and no free product was identified in the recovered fluids. Annual sampling events were conducted on the site by other consultants from 2005 to 2012. Results of the various sampling events indicate a slight downward trend in contaminant concentrations in the on-site monitoring wells. In July 2014, Terracon performed a groundwater monitoring event for the NCDEQ. Terracon sampled the four groundwater monitoring wells (MW-1 through MW-4) and the on-site water supply well (WSW-3). We were unable to sample water supply wells WSW-6 and WSW-7. Multiple petroleum constituents were detected in wells MW-2, MW-3 and MW-4 at concentrations that exceeded their respective 2L standards. PCE was detected in wells MW-1 and MW-2 and TCE was detected in well MW-3 at levels that exceed their respective 2L standards. The source of the chlorinated compounds is unknown. No petroleum constituents were detected in the on-site water supply well at concentrations above 2L standards. Terracon personnel mobilized to the site on May 2, 2017 to collect groundwater samples from four on-site monitoring wells (MW-1 through MW-4) to evaluate current groundwater conditions and install oxygenating “bio-socks” in wells MW-2 through MW-4. Benzene, 1,2-dichloroethane, MTBE, and naphthalene were detected at concentrations above their respective 2L groundwater standards in wells MW-2, MW-3 and MW-4. Chloromethane was detected at a concentration above its 2L groundwater standard in wells MW-2 and MW-3. Toluene, 1,2,4-trimethylbenzene and total xylenes were detected at concentrations above their respective 2L groundwater standards in well MW-3. No constituents were detected above their respective GCLs. Terracon personnel mobilized to the site on February 9, 2018 to collect groundwater samples from the four on-site monitoring wells and on-site water supply well WSW-3 to evaluate the current groundwater conditions and to install oxygenating “bio-socks” in wells MW-2, MW-3 and MW-4. Monitoring well MW-4 was “dry” during the sampling event and was not sampled. Benzene, 1,2-dichloroethane, MTBE, naphthalene and tetrachloroethene were detected at concentrations above their respective 2L groundwater standards in wells MW-2 and MW-3. Methylene chloride was also detected above its 2L groundwater standard in well MW-3. Tetrachloroethene and MTBE were also detected in well MW-1 at estimated concentrations that are below their respective 2L standards. No constituents were detected at the site above the GCLs and B.J.’s Chevron/McDaniels Construction Bessemer City, North Carolina Terracon Project No. 71149633A Incident No. 15257 February 7, 2020 Responsive ■Resourceful ■Reliable 6 no constituents were detected in water supply well WSW-3 above the method detection limits. Terracon personnel mobilized to the site on January 22, 2019 and February 4, 2019 to collect groundwater samples from the four on-site monitoring wells and on-site water supply well WSW-3 to evaluate the current groundwater conditions and to install oxygenating “bio-socks” in wells MW-2, MW-3 and MW-4. Monitoring wells MW-1, MW-2 and MW-3 were sampled during the initial visit but a truck was parked over well MW-4 rendering the well inaccessible. Well MW-4 was sampled on February 4, 2019. The following petroleum constituents were detected above the 2L groundwater standards in one or more of the on-site monitoring wells; benzene, 1,2-dichloroethane, MTBE, naphthalene, toluene, n-propylbenzene, ethylbenzene, xylenes, and 1,2,4-trimethylbenzene. Tetrachloroethene and chloromethane were also detected above their 2L groundwater standards in wells MW-1 and MW-3, respectively. No constituents were detected at the site above GCLs and no constituents were detected in water supply well WSW-3 above the method detection limits. C.4 Water Supply Wells Eight water-supply wells were identified within 1,500 feet of the UST basin (source area) in a receptor survey prepared by Marshall Miller & Associates in November 2001. The nearest water- supply well (WSW-3) is located on the site about 120 feet from the release area. The well is currently utilized by the on-site garden center. Well WSW-6 is located approximately 400 feet south and down-gradient of the release area. Well WSW-7 is located approximately 385 feet southeast and down-gradient of the site. Wells WSW-6 and WSW-7 are potentially utilized by their respective occupants. Terracon was unable to access well WSW-3 due to the well owner and the site occupants were not present during the time of our site visit. Wells WSW-1, WSW-3, WSW-4, WSW- 5, WSW-6, and WSW-8 were not assessed. Results of the water-supply well inventory are presented in Table 1 and well locations are depicted on Figure 5. C.5 Surface Water According to the USGS topographic map, the site is situated on the southern flank of a localized north–south trending topographic ridge system. The site is located within the drainage basin for Crowders Creek, which is located approximately 1,000 feet south of the site. Surface waters are depicted on Figure 1. C.6 Land Use Information The site is bound to the north, east and west by a mixture of residential and commercial development. Kings Mountain Highway bounds the site to the south. Additional commercial and residential properties are located to the south, across Kings Mountain Highway. ASSESSMENT INFORMATION D.1 Site Geology and Hydrogeology The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics. Bessemer City Quadrangle, North Carolina, USGS 7.5-minute series topographic map, dated 1993 (Figure 1). Gastonia North Quadrangle, North Carolina, USGS 7.5-minute series topographic map, dated 2003 (Figure 1). The site is located within the Kings Mountain Belt of the Piedmont Physiographic Province. The Piedmont Province generally consists of low to medium elevation, rounded hills and long rolling northeast to southwest trending ridges with incised creeks and river channels. Underlying rock in the site area is described as quartz sericite schist and metamorphosed volcanic rocks characterized as the Battleground Formation. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Gaston County, depicts soils on the site as Urban Land (Ur). In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e. joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table (vadose zone). Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent B.J.’s Chevron/McDaniels Construction Bessemer City, North Carolina Terracon Project No. 71149633A Incident No. 15257 February 7, 2020 Responsive ■Resourceful ■Reliable 8 of fracturing in the underlying rock and the influences of groundwater pumping. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors not evident at the time of our subsurface exploration. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on an interpreted groundwater flow direction, groundwater is expected to flow to the south from the site. D.2 Sampling Activities D.2.1 Free Product Evaluation Free product was not encountered in the wells during this assessment. D.2.2 Groundwater Sampling Activities Terracon mobilized to the site on December 30, 2020 to conduct groundwater sampling as requested by the NCDEQ. Terracon was unable to access monitoring wells MW-1 and MW-2 which are located within a locked fence area and the site occupants were not present during our site visit. Initially, Terracon gauged the groundwater levels in the monitoring wells. Depth to groundwater was measured in the wells at 14.80 feet bgs in well MW-3 and 18.80 feet bgs in well MW-4. The approximate locations of the wells are shown on the Site Plan (Figure 2) and the groundwater elevations are depicted on Figure 3. Current and historical groundwater elevation measurements are provided in Table 3. Terracon also sampled water supply well WSW-2 located to the east of the site and well WSW-7 located south of Kings Mountain Highway. Terracon attempted to sample on-site well WSW-3 but the well is located within a locked fence area and the occupants of the site were not present during our site visit. RemRx™ CRP Persulfate sleeves were installed into each of the four on-site monitoring wells (MW- 1, MW-2, MW-3, and MW-4) in an effort to reduce petroleum concentrations in the groundwater. Based on the data presented in this Subsequent Monitoring report, Terracon recommends the following activities be completed at the site. Groundwater monitoring wells and selected off-site water supply wells should be sampled semi- annually to evaluate the effectiveness of the RemRx remediation sleeves installed within the on-site monitoring wells.
