(ATC) has completed a Groundwater Monitoring Report documenting a groundwater sampling event on November 13, 2019, for the Jones Grocery site, located at 1156 East Memorial Highway, in Harmony, Iredell County, North Carolina. The monitoring work is being performed based on a November 6, 2019, Task Authorizations (TA-03) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N17004 between NCDEQ and ATC. The former Jones grocery is currently vacant. Four USTs were removed between January 1992 and January 2012: one 2,000-gallon gasoline, one 1,000-gallon gasoline, one 550-gallon kerosene, and one 550-gallon gasoline. Five water supply wells were previously identified within 1,000 feet of the site; however, the properties have been connected to municipal water. There remains one inactive water supply well (WSW-1) located within 250 feet of the source area. As part of the site activities for this TA, ATC conducted a groundwater sampling event for select site monitoring wells. The findings from the monitoring event indicate the following:  No active potable wells are located within 1,000 feet of the source area. One inactive water supply well is located within 250 feet of the source area.  Light non-aqueous phase liquid (LNAPL) was not measured in gauged monitoring wells;  Three compounds exceeded the Gross Contamination Levels (GCLs) in three to four monitoring wells; benzene, 1,2-dibromoethane (aka, ethylene dibromide or EDB) and 1,2- dichloroethane (1,2-DCA);  All wells contained petroleum compounds at concentrations above the 15A NCAC 2L .0202 Groundwater Quality Standards (2L Standards);  The current groundwater surface appears to be above the well screen interval for monitoring wells MW-1, MW-6, MW-7, MW-8, and MW-9;  The shallow groundwater flows to the southeast. Based on the information provided in this report, previous remediation efforts, and data gathered during historical and current groundwater sampling events, the contaminant plume appears to be stable. Concentrations of three petroleum constituents continue to be above GCLs. The concentrations of VOCs suggest that residual non-mobile LNAPL may be present in the subsurface. Results presented herein show that the use of AFVR technology has been effective at the removal of petroleum compounds from the subsurface. Based on the site conditions, ATC recommends the following, pending available funds from the Trust Fund Program:  Confirm the location and status of water supply well WSW-1;  Install a shallow groundwater monitoring well (MW-19) to the southeast of the site;  Conduct a mobile multi-phase extraction (MMPE) event utilizing air injection (AI) and air sparge (AS) technologies. Monitoring wells MW-1, MW-2, MW-6, MW-7, and VE-1 Groundwater Monitoring Report February 17, 2020 Jones Grocery - Incident # 10782 ATC Project No. SLP1078203 3 would be used as target extraction wells; wells MW-1D and AS-1 would be used as air sparge wells, and OW-1, 2, 3, 4, and 5 used as air injection wells for the vadose zone; and  Conduct a subsequent groundwater sampling event of select wells to evaluate the effectiveness of the MMPE/AS/AI event. 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for the former Jones Grocery site, located at 1156 East Memorial Highway, in Harmony, Iredell County, North Carolina. Figure 1 depicts the site on a topographic map. The work is being performed as part of the State Lead Contract # N17004 between NCDEQ and ATC. The site is currently unoccupied. Municipal water is available to the site vicinity. A site map is presented as Figure 2. 3.2 Site Background The former Jones Grocery is currently unoccupied. One compartmentalized 2,000-gallon gasoline, one 1,000-gallon gasoline, one 550-gallon kerosene, and one 550-gallon gasoline USTs and associated dispensers were formerly used at the site. The 550-gallon kerosene UST was removed in January 1992. The 1,000-gallon gasoline and 550-gallon USTs were removed in June 1993. Approximately 35 to 40 cubic yards of impacted soil were excavated during the UST removals for offsite disposal. The 2,000-gallon gasoline UST was removed on January 10, 2012. Information provided by Geological Resources Inc. (GRI) indicates that 20 groundwater monitoring wells, five observation wells, one vapor extraction well and one air sparge well were installed on site and on adjoining properties. Table 1 provides monitoring well construction details. Select well locations are presented in Figure 2. A sensitive receptor survey was conducted for the site in November 2007, and updated in July 2009 that identified nine water supply wells (WSW-1 through WSW-9) within 1,500 feet of the site, including water supply well WSW-1 located approximately 125 feet from the source area. Water supply wells WSW-4, WSW-5 and WSW-7 were used for potable water supply. Water supply wells WSW-1, WSW-2, WSW-3, WSW-6, WSW-8 and WSW-9 were reported as not in use. Water supply wells WSW-5 and WSW-6 are located within 500 feet of the site at distances of 405 feet, and 370 feet, respectively. As of January 30, 2020, the properties within 1,000 feet with water supply wells are connected to municipal water. Figure 3 shows the approximate location of the water supply wells. Water supply well information is summarized in Table 2. Municipal water is available to the site vicinity. LNAPL has been measured in monitoring well MW-2, ranging in thickness from approximately 3.0 feet in January 2008, to 0.05 feet in November 2009. A mobile multi-phase extraction (MMPE) event was conducted in October 2009. LNAPL gauging data collected from well MW-2 prior to the start of the MMPE event indicated the presence of free product at a thickness of 1.6 feet. Upon the conclusion of the MMPE event, free product was not detected in well MW-2. A Groundwater Monitoring Report February 17, 2020 Jones Grocery - Incident # 10782 ATC Project No. SLP1078203 4 groundwater monitoring event was conducted in November 2009, at which time 0.05 feet of LNAPL was measured in monitoring well MW-2. On October 15, 2010, a LNAPL evaluation was conducted at the site, which included gauging wells MW-1, MW-1D, MW-2, MW-6, MW-7 and MW-12 for depth to groundwater and the presence of LNAPL. LNAPL was not measured in any of the gauged wells. In May 2016, GRI sampled five monitoring wells (MW-1, MW-2, MW-6, MW-7 and MW-9). LNAPL was not measured in the sampled monitoring wells. Dissolved phase petroleum constituents were detected at concentrations above the GCL in monitoring wells MW-1, MW-2, MW-6, and MW-7. In December 2016, GRI sampled 15 monitoring wells (MW-1 through MW- 13, MW-1D, and TW-2). LNAPL was not measured in the sampled monitoring wells. Dissolved phase petroleum constituents were detected at concentrations above the GCL in monitoring wells MW-1, MW-1D, MW-2, MW-6, and MW-7. GRI recommended MMPE events to address the GCL exceedances. On July 21, 2017, ATC conducted a groundwater sampling event and collected groundwater samples from monitoring wells MW-1, MW-1D, MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, MW-9, and MW-12. Dissolved phase petroleum constituents were detected at concentrations above the GCLs in monitoring wells MW-1, MW-2, and MW-7. To address the GCL exceedances in wells MW-1, MW-2, and MW-7, on May 24, 2018, ATC supervised an eight-hour AFVR event by Contaminant Control, Inc. (CCI), which recovered an estimated 23.10 pounds (3.70 gallons) of petroleum hydrocarbons as vapor and removed approximately 967 gallons of petroleum impacted groundwater. On June 21, 2018, following the AFVR, monitoring wells MW-1, MW-2, MW-3, MW-7, MW-9, MW-12, and TW-2, and water supply well WSW-5 were sampled for groundwater quality. Dissolved phase petroleum constituents were detected at concentrations above the GCLs in monitoring wells MW-1, MW-2, and MW-7. Water supply well WSW-5 did not contain petroleum constituents above the laboratory detection limits. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the Site lies in the Inner Piedmont Belt of the Piedmont Physiographic Province of North Carolina. The rock types of the inner Piedmont Belt been identified as metamorphic, including gneiss and schist, which have been intruded by younger granitic rocks. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths of greater than 100 feet in areas of easily weathered rock. Data obtained during site subsurface investigations indicates that the site is underlain by Groundwater Monitoring Report February 17, 2020 Jones Grocery - Incident # 10782 ATC Project No. SLP1078203 5 undifferentiated fine sands, silts and clays to the maximum depth of the investigations (110 feet below ground surface). 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on the data from the monitoring well network, depth to water at the site has ranged from approximately 30 to 48 feet below ground surface (ft-bgs), and shallow groundwater generally flows to the east to southeast. The bedrock fractures or other planar features of the Piedmont Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont, likely including those in the site vicinity, are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 SITE CHARACTERIZATION 4.1 Water Supply Wells Based on receptor surveys conducted by previous consultants, nine water supply wells have been identified within 1,500 feet from the site. Figure 3 depicts the locations of the identified water supply wells. Table 2 summarizes water supply well information. On November 13, 2019, ATC attempted to sample supply well WSW-5, approximately 405 feet to the south-southeast of the site, and considered crossgradient. According to the property occupant, water supply well WSW-5 is damaged, and has been inoperable since late 2018 (sometime after the June 2018 sampling event). Following the September 13, 2019 sampling event, ATC contacted Iredell Water Corporation and confirmed that the property is connected to municipal water. Groundwater Monitoring Report February 17, 2020 Jones Grocery - Incident # 10782 ATC Project No. SLP1078203 6 Based on the August 2005 Limited Site Assessment, the location of water supply well WSW-1 indicated on Figure 3 may be inaccurate, and the well may be outside of the High Risk 250-foot distance for non-potable wells. The location of this well should be confirmed. 4.2 Groundwater Levels On November 13, 2019, ATC gauged site monitoring wells MW-1, MW-2, and MW-6 through MW-9. The monitoring wells were measured for depth to groundwater and total well depth from the top of casing (TOC) using an electronic water level indicator. LNAPL was not measured in the select monitoring wells, nor observed during sampling activities. Based on well construction details (included in Table 1) the groundwater surface appears to be above the well screened interval for monitoring wells MW-1, MW-6, MW-7, MW-8, and MW-9. Depth to groundwater data are summarized in Table 3. A groundwater contour map is presented in Figure 4 and indicates that shallow groundwater flows to the southeast. Field notes from the November 13, 2019, groundwater monitoring event are included in Appendix A. 4.3 Groundwater Quality On November 13, 2019, monitoring wells MW-1, MW-2, and MW-6 through MW-9 were sampled for groundwater quality. Prior to sampling, the monitoring wells were purged of approximately three well-volumes, or until purged dry and allowed to recharge, to ensure collection of representative groundwater samples. The water samples were collected in laboratory-supplied preserved containers, placed on ice, entered into chain of custody control, and delivered to Pace Analytical, a North Carolina accredited laboratory in Huntersville, North Carolina. The groundwater samples were analyzed for VOCs by Standard Method 6200B. Water quality parameters were recorded at the time of sampling and are shown in Table 4. The groundwater analytical results were compared to the 2L Standard and GCLs. Groundwater analytical results indicate the following:  Benzene was detected above the GCL (5,000 µg/L) in monitoring wells MW-1 (31,800 µg/L), MW-2 (20,600 µg/L), MW-6 (7,510 µg/L), and MW-7 (23,400 µg/L);  EDB was detected above the GCL (50 µg/L) in monitoring wells MW-1 (731 µg/L), MW-2 (799 µg/L), MW-6 (323 µg/L), and MW-7 (406 µg/L);  1,2-DCA was detected above the GCL (400 µg/L) in monitoring wells MW-1 (1,650 µg/L), MW-2 (1,120 µg/L), and MW-7 (1,550 µg/L); and  All well samples contained petroleum compounds at concentrations above the 2L Standards. Current and historical groundwater analytical results are shown in Table 5 and Table 6, respectively. The analytical report is included in Appendix B. Figure 5 depicts a dissolved-phase isoconcentration map for benzene. Figure 6 shows select constituents detected above their respective 2L Standards. Based on the detected contaminant concentrations in the sampled wells, the contaminant plume appears to be generally stable. Shallow groundwater is interpreted to flow to the southeast, and the contaminant plume does not appear defined in the downgradient direction. The total VOC concentrations in wells MW-1, MW-2, MW-6, and MW-7 suggest the likely presence of residual but non-mobile LNAPL in the subsurface. Additionally, the water table is currently above the Groundwater Monitoring Report February 17, 2020 Jones Grocery - Incident # 10782 ATC Project No. SLP1078203 7 screened intervals for wells MW-1, MW-6, and MW-7, that may be preventing mobile LNAPL from accumulating in the wells. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. A field blank was collected during groundwater sampling operations using water supplied by the analytical laboratory. Analytical results of the field blank reported none of the constituents analyzed for were detected above the laboratory detection limits. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable. Lab qualifications are defined on the corresponding tables. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Groundwater Monitoring Report documenting field activities completed on November 13, 2019. The work included a groundwater monitoring event for the Jones Grocery property, located at 1156 East Memorial Highway, Harmony, Iredell County, North Carolina. The findings from the site assessment indicate the following:  No active potable wells are located within 1,000 feet of the source area.
