Summary of Activities Associated with Current TA WithersRavenel, Inc. (WR) sampled groundwater from the following eight groundwater monitoring / recovery wells: • MW-1, MW-8R, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15. WR installed five Provectus ORS Sleeves in the following monitoring / recovery wells: • MW-8R, RW-1, RW-8, RW-13, and RW-15. 2. Soil, Groundwater and Free Product Assessment Information Soils No soil samples were obtained in association with the monitoring activities conducted by WR during the January 2020 event. Based on historical information for the site, WR is not aware of any risk-based soil sampling performed in association with the release on the site. Groundwater Analytical results for groundwater samples obtained from site monitoring wells in January 2020 revealed 15A NCAC 2L Standard violations in the following wells: • MW-1, MW-8R, RW-1, RW-8, and RW-13. No GCL violations were reported by the laboratory. Based on groundwater elevation measurements from January 17, 2020, the direction of groundwater flow is to the east-northeast which coincides to historical flow directions. Free Product Free phase product was historically detected in monitoring well MW-1; however, no free phase product has been reported since December 2002. 3. Receptor Information According to the “Comprehensive Site Assessment Report” completed by Blue Ridge Environmental Services, Inc. in August 1997, 39 water supply wells were identified within 1,500 feet of the site. Analytical data for nine of the water supply wells sampled between 1997 through 2012 indicated petroleum compounds detected in water supply wells WSW-4 and WSW-6 at concentrations below the 2L standards. Bromodichloromethane was identified in water supply well WSW-4 at 9.02 µg/L, which exceeds the NC 2L Standard of 0.6 µg/L, during the August 2015 groundwater monitoring event. B&G Grocery Incident # 8411 WR Project # 02170214.35 Subsequent Monitoring Report Page 3 February 2020 chloroform were also detected in the groundwater sample collected from water supply well WSW-4 at concentrations below their respective NC 2L Standard concentrations. Based on information obtained from the NCDEQ source water assessment program (SWAP) website, the site is not located within a wellhead protection area. In September 2015, WR sent a request to Mr. Billy Price, Director of Public Works for The Town of Maiden, for clarification on the status of municipal water in the area of the subject property. WR received a return call from Mr. Bryan Walker (828-312-4935) on September 23, 2015. Mr. Walker stated that municipal is available to the residence identified as 2930 East Maiden Road (the adjacent property to the east), but the municipal water line stops prior to reaching Henley Road. Additionally, municipal water lines are present along Buffalo Shoals Road heading north from the subject property and stop prior to reaching East Cliff Road? (see Figure 6). Mr. Walker also stated that groundwater in the area has a high iron content. During the January 2020 sampling event, the owner of the subject property informed WR personnel that he connected to municipal water and is no longer using the water supply well associated with his property (WSW-3). 4. Remediation Activities A Dual-Phase Extraction (DPE) remediation system began operation in October 2001 and continued to operate until it was shut down in late 2013. WR installed Universal Remediation, Inc. PRP® Well Booms in the following seven monitoring / remediation wells in January 2015: • MW-3R, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15. WR installed Universal Remediation, Inc. PRP® Well Booms in the following seven monitoring wells in July 2017: • MW-1, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15. WR installed Universal Remediation, Inc. PRP® Well Booms in the following six monitoring wells in December 2018: • MW-8R, RW-1, RW-10, RW-13, RW-14, and RW-15. 5. Recommendations Based on the results of assessment and monitoring activities conducted at the site in association with this TA, WR recommends the following: WithersRavenel Our People. Your Success. B&G Grocery Incident # 8411 WR Project # 02170214.35 Subsequent Monitoring Report Page 4 February 2020 • Continued use of Provectus ORS Sleeves to promote in-situ bioremediation; • Continued semi-annual monitoring of select site wells; and • Conduct an updated receptor survey, due to the presence of municipal water and the site connection to municipal water. C. SITE HISTORY AND CHARACTERIZATION The following information summarizes the site history and characterization. 1 UST Information The following USTs were removed in 1991: • One diesel UST (UST-1) and five gasoline USTs (UST-2 through UST-6) were previously removed from the subject property. • Releases were confirmed from all six previously removed USTs. Three gasoline USTs were installed in 1999 and are currently active (UST-7 through UST-9). Figure 2 shows the location of the historical UST system and the layout of the current UST system and associated dispensers. Historical and current UST information is provided in Table B-1. Photographs of site conditions during January 2020 are included in Appendix B. 2 Description of Release/General Assessment History The following summary of the assessment history is based on WR’s review of historical files for the subject incident: • (August 15, 1991) Report Summary, Wilson Engineering Associates, Inc., Report Summary Of Environmental Assessment in Conjunction with the Removal from Service of Seven USTs at Five Separate Sites, Catawba County, North Carolina: Wilson Engineering Associates, Inc. submitted this report documenting the detection of petroleum hydrocarbons (gasoline and diesel fuel) in the soil samples obtained during closure activities. • (February 5, 1992) Release Response Report and Preliminary Soil Assessment for B & G Grocery: In January 1992, an investigation was conducted by Applied Environmental Services, Inc. to define the extent of the contamination and to comply with the NORR issued on September 17, 1991. Six soil borings were advanced around the site. The soil borings were installed surrounding the former and current UST areas. The results of the borings were documented in the report. • (August 19, 1997) Comprehensive Site Assessment (CSA): Blue Ridge Environmental Services, Inc. (Blue Ridge) initiated a subsurface investigation to collect information necessary for the completion of a CSA for the facility. The objectives of the subsurface investigation were to define the extent of contaminant migration in soil and groundwater, assess aquifer characteristics relative to contaminant migration, and collect information as required by NCDWQ in its guidance document entitled Groundwater Section Guidelines for The Investigation and Remediation of Soils and Groundwater (Volume II, January 2, 1998). B&G Grocery Incident # 8411 WR Project # 02170214.35 Subsequent Monitoring Report Page 5 February 2020 • (January 18, 1999) Corrective Action Plan (CAP): Based on the specific conditions of the site (i.e., depth to groundwater, hydraulic conductivity, volatility of contaminant and pilot test results) dual phase extraction (DPE) was selected as the best available technology to actively remediate the source area and remove free-phase product. • (December 5, 2000) Pre-CAP Monitoring Report: Blue Ridge conducted an Aggressive Fluid Vapor Recovery (AFVR) event in October 2000 with removal of 750 gallons of wastewater and 50 gallons of free product. Concentrations of benzene and MTBE were detected above the 2L Standard in water supply well “Drum bored” WSW indicating the plume was migrating to the northeast. • (January 7, 2002) Active Remediation Monitoring Report: The DPE system was installed and started up in October 2001. Free product continued to be detected on the site. Petroleum VOCs continued to be detected above the 2L standards. • Blue Ridge continued periodic groundwater monitoring during operation of the DPE system from 2002 through 2013. Petroleum VOCs continued to be detected above the 2L standards, but free product was no longer present on the site. • WR conducted a groundwater monitoring and water supply well sampling event at the site in July 2014. Data for the groundwater samples collected from wells at the site indicated petroleum VOCs in the source area monitoring/recovery wells MW-3R and RW-1 and downgradient wells RW-8, RW-10, RW-13, RW-14, and RW-15 that exceeded 2L Standards. Data for samples obtained from water supply wells WSW-2, WSW-3 and WSW-6 did not indicate the presence of targeted compounds at concentrations above the laboratory method detection limits for SM6200B. • WR conducted a groundwater monitoring event in January 2015. Analytical data from the collected samples showed that groundwater on site continued to contain analytes in exceedance of the 2L Standards in monitoring / recovery wells MW-1, MW-3R, MW-8R, RW-1, RW-8, RW-10, RW-13 and RW-14. Universal Remediation, Inc. PRP® Well Booms were deployed in the following seven monitoring / recovery wells: MW-3R, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15. No water supply wells were sampled during the January 2015 event. • WR conducted a groundwater monitoring event in August 2015. Analytical data from the collected samples showed that groundwater on site continued to contain analytes in exceedance of the 2L Standards in monitoring / recovery wells MW-1, MW-3R, MW-8R, RW-1, RW-8, RW-10, RW-13 and RW-14. Universal Remediation, Inc. PRP® Well Booms were deployed in the following seven monitoring / recovery wells: MW-3R, RW-1, RW- 8, RW-10, RW-13, RW-14, and RW-15. Water supply wells WSW-3 (B&G), WSW-4 (Drum), and WSW-6 (AC Bumgard) were sampled during the August 2015 monitoring event. Water supply well WSW-4 (Drum) contained bromodichloromethane at a concentration that exceeded the NC 2L Standard. • WR conducted a groundwater monitoring event in July 2017. Analytical data from the collected samples showed that groundwater on site continued to contain analytes in exceedance of the 2L Standards in monitoring /recovery wells MW-1, MW-8R, RW-1, RW-8, RW-10, RW-13, RW-14 and RW-15. Universal Remediation, Inc. PRP® Well Booms were deployed in the following seven monitoring wells: MW-1, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15. • WR conducted a groundwater monitoring event in December 2018. Analytical data from the collected samples showed that groundwater onsite continued to contain analytes in exceedance of the 2L Standards in monitoring / recovery wells MW-1, MW-8R, RW-1, RW-8, RW-13, and RW-14. B&G Grocery Incident # 8411 WR Project # 02170214.35 Subsequent Monitoring Report Page 6 February 2020 deployed in the following six monitoring / recovery wells: MW-8R, RW-1, RW-10, RW- 13, RW-14, and RW-15. 3 Brief Description of Site Characteristics The property is located in a rural / residential area of Maiden, Catawba County, North Carolina (Figure 1). The property is currently occupied and operated as the Super Food Mart & Café (see Figure 2). The Catawba County GIS website identifies the subject property as being assigned parcel pin number 365602960072. 4. Information on Receptors/Potential Receptors According to the Comprehensive Site Assessment Report completed by Blue Ridge Environmental Services, Inc. in August 1997, 39 water supply wells were identified within 1,500 feet of the site. Analytical data for nine of the water supply wells sampled between 1997 through 2012 indicated petroleum compounds in water supply wells WSW-4 and WSW-6, but at concentrations below the 2L standards. Bromodichloromethane was identified in water supply well WSW-4 at a concentration of 9.02 µg/L, which exceeded the NC 2L Standard of 0.6 µg/L, during the August 2015 groundwater monitoring event. PRESENTATION OF CURRENT/COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On January 17, 2020, WR personnel mobilized to the subject site to perform assessment and sampling activities in accordance with task authorization TA-03. Activities included those outlined below and described more thoroughly in the following sections: 1 Groundwater Elevations/Free Product Level Measurements Prior to the purging and sampling of site monitoring and recovery wells as described below, WR personnel gauged the wells with an electronic water level indicator to determine the depth to groundwater at each well location. During the performance of these activities and during the purging process, free product was not discovered in any of the monitoring wells on the site. The depth to groundwater measurements in the monitoring wells across the site ranged from 18.87 feet below the top of casing (ft-BTOC) in recovery well RW-1 to 23.03 ft-BTOC in recovery well RW-15. Based on groundwater elevation measurements from January 17, 2020 event, the direction of groundwater flow is towards the east-northeast. Groundwater flow as determined based on these measurements is shown on Figure 3. Groundwater elevation measurements for this event are presented in Table B-7. 2 Groundwater Sampling and Analytical Results Monitoring Well Sampling Prior to sampling activities, WR removed six Universal Remediation, Inc. PRP® Well Booms installed in December 2018 from the following site monitoring / recovery wells: • MW-8R, RW-1, RW-10, RW-13, RW-14, and RW-15. WR personnel obtained groundwater samples from the following monitoring/recovery wells: • MW-1, MW-8R, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15. Each sampled well was purged with a new disposable polyethylene bailer. Following purging and adequate recharge of groundwater within each well, samples were decanted directly from the bailer into laboratory-prepared sample containers containing appropriate preservative as required. Groundwater samples were submitted to Waypoint Analytical Laboratory in Charlotte, NC for analysis of VOCs by SM6200B. The laboratory analytical report and chain-of-custody record associated with these samples are included in Appendix A. Copies of field notes are included in Appendix B. Following sampling activities, WR installed six new Provectus ORS Sleeves in the following monitoring / recovery wells: • MW-8R, RW-1, RW-8, RW-13, RW-13, and RW-15. WithersRavenel Our People. B&G Grocery Incident # 8411 WR Project # 02170214.35 Subsequent Monitoring Report Page 8 February 2020 Laboratory Results Analytical results for groundwater samples obtained from site monitoring and recovery wells on January 17, 2020 indicated that one or more VOCs were reported at concentrations exceeding their respective 2L Standards in samples from the following monitoring / recovery wells: • MW-1, MW-8R, RW-1, RW-8, and RW-13. • No compounds were reported in any samples at concentrations exceeding their respective GCLs. • Targeted constituents were not detected in the groundwater samples collected from recovery wells RW-10 and RW-14 above the laboratory detection limits. Groundwater analytical results are summarized in Table B-4 and shown on Figure 4. Isoconcentration maps showing an estimate of benzene concentrations in groundwater are shown on Figure 5. E. CONCLUSIONS AND RECOMMENDATIONS This report documents the results of field activities conducted at the site during January 2020. The following items were documented or conducted during the January 2020 monitoring event: • The site is currently operating as a retail fuel dispensing facility and café called Super Food Mart & Café. • The site is now connected to municipal water and is no longer using their water supply well (WSW-3). • Monitoring / recovery wells MW-1, MW-8R, RW-1, RW-8, RW-10, RW-13, RW-14, and RW-15 were located and sampled. • The groundwater elevation data indicated an east-northeast flow direction; • Analytical results for groundwater samples collected from monitoring / recovery wells MW-1, MW-8R, RW-1, RW-8, and RW-13 identified one or more petroleum-related constituents at concentrations that exceeded 15A NCAC 2L Standards; • No GCL violations for groundwater concentrations were identified during this event; • Total VOC concentrations decreased in monitoring / recovery wells MW-1, MW-8R, RW-8, RW-10, RW-14, and RW-15 between the December 2018 and January 2020 sampling events. • Total VOC concentrations increased in recovery wells RW-1 and RW-13 between the December 2018 and January 2020 sampling events. • New Provectus ORS sleeves were installed in monitoring / recovery wells MW-8R, RW-1, RW-8, RW-13, RW-13, and RW-15. Based on the results of assessment and monitoring activities conducted at the site in association with this TA, WR recommends the following: • Continued use of Provectus ORS Sleeves to promote in-situ bioremediation; • Continued semi-annual monitoring of select site wells; and • Conduct an updated receptor survey, due to the presence of municipal water and the site connection to municipal water.
