EXECUTIVE SUMMARY The Burcham Property site is comprised of two adjoining parcels (1630 and 1640 Armstrong Ford Road) totaling approximately 1.48 acres that are occupied by an approximate 784 square foot residence and an associated gravel covered driveway. Terracon mobilized to the site on December 30, 2019 to evaluate current site conditions by collecting groundwater samples from monitoring wells MW-1, MW-4 and DW-1 and water supply wells WSW-1 and WSW-4. Initially, Terracon gauged the groundwater levels in the monitoring wells. Depth to groundwater ranged from 27.24 feet below ground surface (bgs) in well MW-4 to 38.15 feet bgs in well DW-1. Although Terracon could not determine groundwater flow direction during this sampling event (sampled wells in general straight line), the historical flow direction at the site has been to the east-southeast. Prior to sampling, the monitoring wells were purged a minimum of three well volumes. The wells were allowed to recharge a minimum of 90 percent of the original well volume before samples were collected. Terracon also collected water samples from water supply wells WSW-1 and WSW-4 located near the source property. The supply wells were purged by allowing water to flow from a spigot near the wellhead for a minimum of 15 minutes. Flow was reduced when the sample was collected. Terracon was not granted access to water supply wells WSW-2, WSW-3, WSW-5, WSW- 6 and WSW-14. The water samples were placed in laboratory-supplied glassware, labeled and stored in an ice- packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of volatile organic compounds (VOCs) by EPA Method 6200B including MTBE, IPE and EDB on a standard laboratory schedule. According to the laboratory analytical report, 1,2-dichloroethane (555 µg/L) was detected above its Gross Contamination Level (GCL) in monitoring well MW-1. Benzene (3,860 µg/L), naphthalene (407 µg/L), ethylbenzene (660 µg/L), n-propylbenzene (115 µg/L), toluene (3,000 µg/L), 1,2,4- trimethylbenzene (1,570 µg/L), 1,3,5-trimethylbenzene (659 µg/L), and total xylenes (5,520 µg/L) Burcham Property Belmont, North Carolina Project Number 71149638A Incident No. 3679 February 7, 2020 Responsive ■Resourceful ■Reliable 3 were detected above their respective 2L groundwater standards in monitoring well MW-1. Benzene (48 µg/L) and 1,2-dichlororethane (7.7 µg/L) were detected in monitoring well DW-1 above their respective 2L standards. Various other petroleum constituents were detected in monitoring wells MW-1 and DW-1 at concentrations below their respective 2L standards. Benzene (0.52 µg/L) was also detected in water supply well WSW-1 at a concentration below its 2L standard. No constituents of concern were detected in well MW-4 above the laboratory method detection limits (MDLs). To attempt to reduce the constituent concentrations in wells MW-1 and DW-1, Terracon installed RemRx™ CRP Persulfate sleeves into the two on-site monitoring wells on February 5, 2020. The effectiveness of the sleeves will be evaluated during future sampling events. Based on information obtained during the completion of these assessment activities, Terracon provides the following conclusions and findings. None of the monitoring wells contained measurable thicknesses of free product. 1,2-Dichloroethane (555 µg/L) was detected above its GCL in monitoring well MW-1. RemRx™ CRP Persulfate sleeves were installed into on-site monitoring wells MW-1 and DW-1 on February 5, 2020 to reduce constituent concentrations. Historically, the groundwater flow direction at the site has been towards the east-southeast. Constituent concentration trends in wells MW-1 and DW-1 have increased since the previous sampling event (March 2019). Based on the data presented in this assessment, Terracon recommends the following activities be completed at the site. Groundwater monitoring wells and selected off-site water supply wells should be sampled semi- annually to evaluate the effectiveness of the RemRx remediation sleeves in the groundwater. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to evaluate the current status of the groundwater quality at the Burcham Property. Terracon completed this report to summarize the findings of assessment activities performed on December 30, 2019 at the Burcham Property located at 1630 Armstrong Ford Road in Belmont, Gaston County, North Carolina (Figure 1). This Subsequent Monitoring report was prepared for the site in response to a request by NCDEQ Incident Manager, Mr. Scott Ryals with the NCDEQ Division of Waste Management, State Lead Program. The Subsequent Monitoring Report was prepared in general accordance with the 15A NCAC 2L.0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, dated July 15, 2008, revised December 2013, under the supervision of Mr. Christopher L. Corbitt, a North Carolina registered professional geologist (North Carolina License No. 1015). C.1 Site Setting The Burcham Property site is comprised of two adjoining parcels (1630 and 1640 Armstrong Ford Road) totaling approximately 1.48 acres occupied by an approximate 784 square foot residence and an associated gravel covered driveway. The adjacent properties to the north are occupied by single-family residences and wooded areas. Adjacent properties to the east include single-family residences and a commercial business (Grady McCuen Floors). Adjoining properties to the south and west are occupied by single-family residences. The site and surrounding properties are depicted in Figures 1 and 2. C.2 Release Summary Reportedly, a 500-gallon kerosene UST was located southwest of the site at 1640 Armstrong Ford Road. The Burcham property was likely a larger parcel in the past but has since been subdivided into smaller parcels. There are reportedly several inactive USTs at the Grady McCuen property located southeast of the site at 1619 Armstrong Ford Road. Additional information about the size and contents of these USTs is unknown. A chronological summary of petroleum releases and assessment activities at the site is included in the following section of the report. C.3 Previous Investigations In October 2009, Terraine Environmental (Terraine) conducted a groundwater sampling event at the site. Based on the laboratory analytical results, benzene and 1,2-dichloroethane exceeded their respective GCLs in wells MW-1 and MW-2. Other petroleum constituents were also detected above the 2L groundwater standards in wells MW-1, MW-2 and DW-1. Terraine also detected benzene in a water sample from supply well WSW-1 and 1,2-dichloroethane in well WSW-14 above their respective 2L standards. Burcham Property Belmont, North Carolina Project Number 71149638A Incident No. 3679 February 7, 2020 Responsive ■Resourceful ■Reliable 5 Based on review of a Receptor Survey and Groundwater Monitoring Report, completed by Terraine, dated February 25, 2010, the following historical information is provided. On December 21, 1994, S&ME Inc. (S&ME) attempted to locate an on-site kerosene UST through excavation and soil boring activities; however, no evidence of the UST was identified and analytical results from soil samples did not indicate the presence of petroleum contaminants. A Limited Site Assessment (LSA) was performed by S&ME in March 1995. Five Type II monitoring wells (MW-1, MW-2, MW-3, MW-5 and MW-6) and one Type III monitoring well (DW-1) were installed near the source area. Monitoring well MW-4 was reportedly installed by the NCDEQ in August 1988. Soil samples collected during well installation activities indicated the presence of petroleum contaminants. The highest concentrations were detected near the suspected location of the former kerosene UST. A Point-of-Entry (POE) filtration system was connected to water supply well WSW-1 situated at the residence located at 1730 Armstrong Ford Road in August 1995. Groundwater sampling has been conducted at the site, beginning with well MW-4, since August 1988. The remaining wells have been sampled since 1995. Certain constituent concentrations exceeded GCLs in monitoring wells MW-1 and MW-2 while other constituents were detected above the 2L groundwater standards in monitoring wells MW-1, MW-2 and DW-1. Petroleum constituents were also detected in monitoring well MW-4 but at concentrations below 2L standards. Water supply wells WSW-1, WSW-2, WSW-3, WSW-4, WSW-5 and WSW-6 have been sampled since 1994. Water supply well WSW-14 was sampled in 2006. Constituent concentrations have exceeded the 2L groundwater standards in samples collected from water supply wells WSW-1 and WSW-6. Free product was reportedly detected in monitoring wells MW-1 and MW-2 in 2001. An aggressive fluid vapor recovery (AFVR) event was reportedly conducted on November 1, 2002. Following the event, free product was not detected in well MW-1 but free product was measured in monitoring well MW-2 at a thickness of 0.02 feet. On August 20, 2010, Terraine conducted soil sampling activities near the location of the former kerosene UST to determine if soils were a secondary source of petroleum contamination. Soil samples were collected from two soil borings (SB-1 to the west of the basin and SB-2 to the east). Thirteen petroleum constituents were detected at levels exceeding their respective Maximum Soil Contaminant Concentrations (MSCCs) in boring SB-1 at a depth of 20 feet bgs and four constituents were detected in boring SB-2 (35 feet bgs). C9-C22 Aromatics exceeded Residential MSCCs in boring SB-1. Crawford Environmental Services (CES) conducted a semi-annual groundwater monitoring event at the Burcham site on April 3, 2012. The groundwater sample collected from the influent stream of Burcham Property Belmont, North Carolina Project Number 71149638A Incident No. 3679 February 7, 2020 Responsive ■Resourceful ■Reliable 6 water supply well WSW-1 exceeded the 2L standard for benzene (1.9 µg/L). Analytical results from wells WSW-3 and WSW-14 detected concentrations of chloroform and 1,2-dichloroethane, respectively. Analytical results of the groundwater sample from well MW-1 detected petroleum constituents in excess of the 2L standards. The benzene concentration in well MW-1 was reported at 2,800 µg/L. On November 29, 2012, CES conducted a second semi-annual groundwater monitoring event at the site. Well MW-1 contained 0.53 feet of free product and was not sampled. Analytical data for the influent sample obtained from water supply well WSW-1 indicated benzene was detected above its 2L standard. 1,2-Dichloroethane was detected at a concentration exceeding its 2L standard in the sample collected from water supply well WSW-14. Terracon completed a Federal/State-Lead Monitoring Report in July 2014 after a groundwater monitoring event was conducted at the site. Groundwater monitoring well MW-1 reportedly contained 0.02 feet of free product and was not sampled. Monitoring wells MW-2 and MW-3 were not located during the sampling event. Dissolved-phase petroleum hydrocarbons exceeded their respective 2L standards in wells DW-1, WSW-1 and WSW-14. No petroleum constituents were identified above the GCLs. Terracon recommended removal of free product in monitoring wells MW-1, and MW-2, if present. On October 15, 2015, Terracon mobilized to the site to collect groundwater samples from monitoring wells and water supply wells. Monitoring well MW-1 contained 0.01 feet of free product and was not sampled. Monitoring wells MW-2 and MW-3 were not located during the sampling event. Dissolved- phase petroleum hydrocarbons exceeded their respective 2L standards in wells DW-1 and WSW-1. No petroleum constituents were identified above the GCLs. Terracon recommended annual sampling to monitor residual petroleum constituents, placement of an absorbent sock in well MW-1 to remove free product (replaced quarterly), and a bio-sock to be placed in well DW-1 to reduce dissolved phase petroleum constituents (replaced semi-annually). Terracon mobilized to the site on May 4, 2017 to collect groundwater samples from the monitoring wells and water supply wells. Dissolved-phase petroleum hydrocarbons exceeded their respective 2L standards in wells MW-1, DW-1, WSW-4 and WSW-14. 1,2-Dichloroethane was detected above its GCL in monitoring well MW-1. Terracon installed an O-Sox insert within well DW-1. Terracon recommended slug testing at the site to obtain aquifer characteristics as an evaluation of using surfactants and/or injectants to enhance remedial efforts and semi-annual sampling of the on-site monitoring wells. Terracon mobilized to the site on February 26, 2018 to evaluate the site conditions by collecting groundwater samples from monitoring wells MW-1, MW-4, MW-5, MW-6 and DW-1. Groundwater samples were also collected from water supply wells WSW-1, WSW-4 and WSW-14. After completion of sampling activities, Terracon personnel installed O-sox inserts in wells MW-1 and DW- 1. None of the on-site monitoring wells contained measurable thicknesses of free product, but 1,2- dichloroethane was detected above its GCL in monitoring well MW-1. None of the on-site monitoring wells contained measurable thicknesses of free product, but 1,2- dichloroethane was detected above its GCL in monitoring well MW-1. Additionally, 1,2- dichloroethane was detected in water supply well WSW-14 at a concentration slightly above its 2L standard. Terracon mobilized to the site on September 5, 2018 to collect groundwater samples for laboratory analysis from monitoring wells MW-1 and DW-1 and water supply wells WSW-4 and WSW-14. None of the on-site monitoring wells contained measurable thicknesses of free product, but 1,2- dichloroethane was detected above its GCL in monitoring well MW-1. Additionally, 1,2- dichloroethane was detected in water supply well WSW-14 at a concentration slightly above its 2L standard. Terracon mobilized to the site on March 5, 2019 to collect groundwater samples for laboratory analysis from monitoring wells MW-1 and DW-1 and water supply wells WSW-4 and WSW-14. None of the on-site monitoring wells contained measurable thicknesses of free product, but multiple petroleum constituents were detected above their respective 2L standards in monitoring well MW-1. Additionally, 1,2-dichloroethane was detected in water supply well WSW-14 at a concentration slightly below its 2L standard. C.4 Water Supply Wells Fourteen water-supply wells were identified within 1,000 feet of the UST basin (source area) during Terraine’s receptor survey. Municipal water is reportedly not available to the site or surrounding properties. Water supply well WSW-1 is located on the site approximately 85 feet from the source area and operates with a POS system. Water supply wells WSW-2, WSW-3, WSW-4, WSW-5, WSW-6, WSW-7 and WSW-14 are located within 250 feet of the source area and are currently in use. The remaining six water-supply wells (WSW-8, WSW-9, WSW-10, WSW-11, WSW-12 and WSW-13) are located approximately 400 feet or greater from the source area. A summary of Terraine’s receptor survey is presented in Table 1 and the locations of the wells are shown on Figure 3. C.5 Surface Water The site is situated on the northeastern flank of a northwest-southeast trending ridge that parallels nearby South New Hope Road. Most of the site is located in the drainage basin of the South Fork of the Catawba River, which, at its closest point, is situated approximately 2,900 feet east of the site. An unnamed tributary of the South Fork is located approximately 950 feet north of the site. Surface waters are depicted on Figure 1. Adjacent properties to the east include single-family residences and Grady McCuen Floors. Adjoining properties to the south and west are occupied by single-family residences. There are no readily identifiable sensitive land use features within 1,500 feet of the site. D. ASSESSMENT INFORMATION D.1 Site Geology and Hydrogeology The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics. Belmont, North Carolina, USGS 7.5-minute series topographic map, dated 1997 (Figure 1). Geologic Map of North Carolina, dated 1985. Soil Survey of Gaston County, North Carolina, US Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey via the Internet,http://websoilsurvey.nrcs.usda.gov/app/. The site is located within the Charlotte Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rocks in the site area are described as metamorphosed felsic volcanic rocks. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web Soil Survey for Gaston County, depicts soils on the site as Cecil-Urban land complex (CfB). In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e. joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table (vadose zone). Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors not evident at the time of our subsurface exploration. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on an interpreted groundwater flow direction from historical data, groundwater is expected to flow to the east-southeast from the site. D.2 Sampling Activities D.2.1 Free Product Evaluation No free product was encountered at the site during this sampling event. D.2.2 Groundwater Sampling Activities Terracon mobilized to the site on December 30, 2019 to evaluate current site conditions by collecting groundwater samples from monitoring wells MW-1, MW-4 and DW-1 and water supply wells WSW-1 and WSW-4. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of VOCs by EPA Method 6200B, including MTBE, IPE and EDB on a standard laboratory schedule. D.2.3 Analytical Results According to the laboratory analytical report, 1,2-dichloroethane (555 µg/L) was detected above its Gross Contamination Level (GCL) in monitoring well MW-1. Benzene (48 µg/L) and 1,2-dichlororethane (7.7 µg/L) were detected in monitoring well DW-1 above their respective 2L standards. Various other petroleum constituents were detected in monitoring wells MW-1 and DW-1 at concentrations below their respective 2L standards. Benzene (0.52 µg/L) was also detected in water supply well WSW-1 at a concentration below its 2L standard. No constituents of concern were detected in well MW-4 above the MDLs. The analytical results from the monitoring wells and water supply wells are summarized in Table 2 and are shown on Figure 5. A copy of the laboratory analytical report is provided in Appendix A. To attempt to reduce the constituent concentrations in wells MW-1 and DW-1, Terracon installed RemRx™ CRP Persulfate sleeves into the two on-site monitoring wells on February 5, 2020. The effectiveness of the sleeves will be evaluated during future sampling events. E. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of these assessment activities, Terracon provides the following conclusions and findings. None of the monitoring wells contained measurable thicknesses of free product. 1,2-Dichloroethane (555 µg/L) was detected above its GCL in monitoring well MW-1. Benzene (3,860 µg/L), naphthalene (407 µg/L), n-propylbenzene (115 µg/L), ethylbenzene (660 µg/L), toluene (3,000 µg/L), 1,2,4-trimethylbenzene (1,570 µg/L), 1,3,5-trimethylbenzene (659 µg/L), and total xylenes (5,520 µg/L) were detected above their respective 2L groundwater standards in monitoring well MW-1. Benzene (48 µg/L) and 1,2-dichlororethane (7.7 µg/L) were detected in monitoring well DW-1 above their respective 2L standards. Benzene (0.52 µg/L) was also detected in water supply well WSW-1 at a concentration below its 2L standard. Terracon was not granted access to water supply wells WSW-2, WSW-3, WSW-5, WSW-6 and WSW-14. RemRx™ CRP Persulfate sleeves were installed into on-site monitoring wells MW-1 and DW-1 on February 5, 2020 to reduce constituent concentrations. Historically, the groundwater flow direction at the site has been towards the east-southeast. Constituent concentration trends in wells MW-1 and DW-1 have increased since the previous sampling event (March 2019).
