2.0 EXECUTIVE SUMMARY
ATC Associates of North Carolina, P.C. (ATC) has completed a Groundwater Monitoring Report
(GMR) documenting the installation of five groundwater monitoring wells (MW-3R, MW-4R, MW-
5R, MW-6 & MW-7) and a groundwater monitoring event including seven monitoring wells (MW-
1R, MW-2R, MW-3R, MW-4R, MW-5R, MW-6 & MW-7) at the McKinney Chevrolet site located
at 725 York Road (formerly 651 Broadview Road) in Kings Mountain, Cleveland County, North
Carolina. This GMR is being performed in accordance with Task Authorization TA-04 issued on
December 16, 2019, and a Change Order approved on February 3, 2020, by the Trust Fund Branch
of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina
Department of Environmental Quality (NCDEQ). The work is being performed as part of the State
Lead Contract #N17004 between NCDEQ and ATC.
One 2,000-gallon gasoline UST was installed in May 1967 and removed in April 1994, along with
a gasoline dispenser and associated piping. During a May 1996 site investigation conducted for
site redevelopment purposes, light non-aqueous phase liquid (LNAPL) was discovered in the two
monitoring wells (MW-1 and MW-2), installed on the approximate east and west sides of the UST
basin. Three additional monitoring wells (MW-3, MW-4, MW-5) subsequently installed, did not
indicate LNAPL. LNAPL was removed from wells MW-1 and MW-2 from May 1996 through
February 1998, by hand bailing. A soil vapor extraction (SVE) and air sparge (AS) system operated
from April 1997 through at least February 1998, that included two AS wells and two SVE wells
located in the area of the former UST basin and monitoring wells MW-1 and MW-2. Wells MW-
3, MW-4 and MW-5 were apparently destroyed during site construction activities in 1997.
Monitoring wells MW-1 and MW-2 were apparently destroyed after February 1998.
On June 2019, ATC installed two monitoring wells MW-1R and MW-2R along the northern and
southern boundaries of the former 2,000-gallon gasoline UST basin, with LNAPL (0.30 feet) in
MW-2R, and exceedances of the Gross Contamination Levels (GCLs) for benzene and 1,2-
dibromoethane (aka, ethylene dibromide or EDB) in MW-1R.
On January 27 and 28, 2020, ATC installed five on-site monitoring wells MW-3R, MW-4R, MW-
5R, MW-6, and MW-7 to evaluate the extent of LNAPL and GCL exceedances. On January 31,
2020, ATC measured the depths to liquid in the seven wells and collected groundwater samples
from wells without LNAPL. Based on the recent and previous assessment data, ATC presents the
following conclusions and recommendations:
Municipal water is available for the area. One active water supply well is reportedly located
within 1,000 feet of the site (~800 feet west-northwest) at a residence also connected to
municipal water.
There are no surface water bodies within 500 feet of the source area.
LNAPL was present in two monitoring wells on January 31, 2020: MW-2R (2.74 feet,
compared to 0.30 feet in June 2019) and MW-6 (0.03 feet).
Benzene (in MW-5R at 7,100 µg/L) exceeded the GCL of 5,000 µg/L. Benzene and EDB
concentrations decreased in MW-1R to less than the GCLs.
Volatile Organic Compounds (VOCs) were detected at concentrations exceeding the 2L
Standards in MW-1R, MW-3R, MW-4R, MW-6 and MW-7, with the highest
concentrations in MW-5R and the lowest concentrations in MW-7.

Based on top of casing elevations and depth to groundwater measurements, the groundwater
flow direction on January 31, 2020 was to the northwest. Previously reported groundwater
flow direction was to the south-southeast, as also suggested by topography and by the
distribution of LNAPL and VOC concentrations in the groundwater. Groundwater flow may
be locally and temporally affected by dewatering activities at a mine located 2,300 feet
northwest of the site.
No GCL exceedances were observed in wells MW-1R, MW-3R, MW-4R or MW-7, located
to the north and west of the former UST system. Benzene (at 40 µg/L) was the only VOC
detected at a concentration exceeding the 2L Standards in the westernmost well MW-7.
Based on the findings and pending available funds from the Trust Fund Program, ATC recommends
conducting an Aggressive Fluid Vapor Recovery (AFVR) event using wells with LNAPL (MW-2R
and MW-6) and exceedances of the GCLs (MW-5R). ATC also recommends installation of three
additional wells: MW-8 (~50 feet east of MW-5R), MW-9 (~80 feet southeast of MW-5R), and MW-
10 (~50 feet south of MW-6, in the North Carolina Department of Transportation Right-of-Way).
3.0 SITE DESCRIPTION
3.1 Site Characterization
The NCDEQ retained ATC to provide environmental consulting services for McKinney Chevrolet
located in Kings Mountain, Cleveland County, North Carolina. Figure 1 depicts the site location on
a topographic map. The site operates currently as a McDonalds and formerly was a vehicle dealership
and vehicle service station facility with a gasoline UST. Municipal water is available to the site and
surrounding area. One potable water supply well was identified in August 1996, located
approximately 800 feet west-northwest of the site, on property also served by municipal water. Figure
2 illustrates the area surrounding the site, with property uses including commercial (one UST facility
across Hwy 161, hotels, camper/recreational vehicle sales, and restaurants) and residential (720 York
Rd, the property with the water supply well).
3.2 Site Background
In May 1967, one 2,000-gallon gasoline UST was installed at the site. In April 1994, the UST was
removed along with a gasoline dispenser and associated piping (Figure 3). No assessment report
was submitted at that time. In May 1996, a release of petroleum from the former UST system at
the site was reported during a site investigation to determine site conditions prior to implementing
plans for renovation on a portion of the property. LNAPL was discovered in monitoring wells
MW-1 and MW-2 installed within or adjacent to the UST basin (Figure 3). The current McDonalds
restaurant was completed in 1998.
The NCDEQ issued a Notice of Violation (NOV) requesting (Free Product Recovery) FPR after
the UST release was reported on June 20, 1996. An August 1996 receptor survey identified one
drinking/irrigation water supply well located approximately 800 feet west-northwest of the source
area, and the residence was reportedly also connected to municipal water, with piping and valves
in place to allow the use of the water supply well for drinking water. Municipal water is available
to the site and within 1,500 feet of the source area.

Upon discovery of free product in MW-1 and MW-2, three additional wells were installed, MW-
3, MW-4, and MW-5. Following the issuance of the NOV, FPR activities were conducted by hand
bailing on a weekly/biweekly basis using in MW-1 and MW-2. In 1997, an apparent sheen was
observed in well MW-3, and a SVE/AS system was installed in April 1997 and operated through
February 1998. Monitoring wells MW-3, MW-4, and MW-5 were apparently destroyed in 1997,
and wells MW-1 and MW-2 were destroyed in 1998 during site construction activities.
During site construction activities conducted in March 1998, that included the construction of the
existing McDonalds restaurant building, two additional USTs were discovered. The March 25,
1998 24-Hour Report states “2 – 4x6 tanks discovered during installation of building footings;
located behind site of original building now gone.” The two USTs were suspected to contain fuel
oil/waste oil. Following the removal of the USTs there was an observed sheen in the tank basin
suspected to originate from water and petroleum from the removed USTs. No further assessment
of these USTs appears in the documents provided to ATC.
An August 1996 receptor survey identified one drinking/irrigation water supply well located
approximately 800 feet west-northwest of the source area, and the residence was reportedly also
connected to municipal water, with piping and valves in place to allow the use of the water supply
well for drinking water. Municipal water is available to the site and within 1,500 feet of the source
area.
On June 11, 2019, ATC installed two monitoring wells MW-1R and MW-2R along the northern
and southern edge of the former 2,000-gallon gasoline UST basin, where two former wells were
uncovered. These former wells were believed to have been former wells MW-1 and MW-2,
however, the wells appear to have been former vapor extraction wells. On June 14, 2019, ATC
measured LNAPL (0.30 feet) in MW-2R, and collected a groundwater sample from MW-1R.
3.3 Site and Regional Geology
According to the Geologic Map of Charlotte 1◦ X 2◦ Quadrangle, North Carolina and South
Carolina, 1988, the site lies in the Blacksburg Formation of the Kings Mountain Belt of North
Carolina. The rock type at the site has been identified as light to dark gray, fine-grained sericite
schist or phyllite composed of white mica and quartz, and may contain beds of marble, amphibolite
and hornblende gneiss, micaceous quartzite. Strike of rock structures (bedding planes and
foliation) is generally north-northeast, with high dip angles to the west-northwest and east-
southeast.
Based on current borings for the monitoring wells, the subsurface soils consist primarily of clayey
silt, silty clay, and clay to the boring depths of 40 feet below ground surface (ft-bgs). Soils for
prior monitoring wells that were abandoned or destroyed, MW-1 through MW-5, were reported to
consist of red sandy clay to the termination depths.
3.4 Site and Regional Hydrogeology
The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers
to as deep as 50 feet or more beneath upland surfaces. Groundwater in the unconsolidated residual
material, including saprolite and partially weathered rock (PWR), usually behaves as an
unconfined aquifer, or water table aquifer, and will yield water with head elevation equivalent to

the first elevation where water was encountered. Permeability varies with lithology and is typically
relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock
texture and variable susceptibility to weathering exhibited by different minerals in the rock.
Groundwater flow in residual soils or alluvium is usually in rough concurrence with local
topographic conditions and is from topographic highs toward local drainage features.
Based on topography of the area and the depth to groundwater in MW-1R and MW-2R, shallow
groundwater was expected to flow generally to the south-southeast. Upon installation of the five
additional on-site monitoring wells, MW-3R, MW-4R, MW-5R, MW-6, and MW-7, groundwater
flow was determined to flow to the northwest. The depth to groundwater at the site is
approximately 24 to 29 ft-bgs, based on the gauging measurements collected from monitoring
wells MW-1R, MW-2R, MW-3R, MW-4R, MW-5R, MW-6, and MW-7 on January 31, 2020.
Note that prior groundwater flow was reported to be to the south-southeast. Based on the results
of the groundwater monitoring, the anticipated groundwater flow would be to the south-southeast.
Based on the mine located approximately 2,300 feet northwest of the site with an approximate 370
feet change in ground elevations between the site and the mine, the mine may be influencing the
local groundwater flow.
The bedrock fractures or other planar features of the Kings Mountain Belt generally constitute the
bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with
fractures, contacts between rock bodies probably constitute zones of significant groundwater
occurrence in the bedrock. The surrounding material and overlying residuum tend to make the
bedrock aquifer a semi-confined aquifer. Modern water supply wells in the Piedmont, likely
including those in the site vicinity, are typically installed with a surface casing through the
unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are
encountered. Bedrock was not encountered at the site to a depth of 40 ft-bgs.
4.0 GROUNDWATER CHARACTERIZATION
4.1 Water Supply Wells
The receptor survey conducted in 1996 identified one water supply well (PW-1, Figure 2) within
the 1,500 feet radius from the source area. Water supply well PW-1 is located approximately 800
feet west-northwest of the source area. The well was reportedly used for drinking water and
irrigation water. The property was connected to municipal water with underground piping and
valves allowing the use of either well water or municipal water for the residence. The owner listed
in the 1996 receptor survey is the same owner currently listed on the Cleveland County GIS
website. Table 1 summarizes water supply well information.
4.2 Monitoring Well Installations
As part of the TA-04, ATC installed five groundwater monitoring wells, MW-3R, MW-4R, MW-
5R, MW-6, and MW-7. Prior to the field work, ATC provided notification to North Carolina one-
call and produced a health and safety plan for the site work. On January 27 and 28, 2020, ATC
personnel and a North Carolina-registered well driller mobilized to the site to install the new
monitoring wells. The driller installed the wells utilizing a Canterra CT-450 drill rig equipped with
hollow-stem auger technology. The new on-site monitoring wells were installed near the suspected
UST system to depths of 40 ft-bgs, with 0.010-inch slotted screen set from 20 ft-bgs to 40 ft-bgs.
MW-3R was installed on the western edge of the suspected UST basin, adjacent to MW-1R and

MW-2R. The monitoring wells were installed to evaluate and delineate the extent of groundwater
impact, primarily, the extent of LNAPL and the exceedances of the GCLs.
Figure 3 illustrates the approximate locations of the previous monitoring wells, air sparge and
vapor extraction wells, underground utilities, and the recently installed monitoring wells MW-1R,
MW-2R, MW-3R, MW-4R, MW-5R, MW-6, and MW-7. Well construction details for the new
wells are included in Table 2. Field notes and photographs are presented in Appendix A. The well
construction records and boring logs for MW-3R, MW-4R, MW-5R, MW-6, and MW-7 are
included in Appendix B.
4.3 Groundwater Sample Collection
On January 31, 2020, ATC personnel remobilized to the site to conduct groundwater monitoring
and top-of-casing (TOC) elevation measurements of monitoring wells MW-1R, MW-2R, MW-3R,
MW-4R, MW-5R, MW-6, and MW-7. Depth to groundwater and groundwater elevation data are
summarized in Table 3.
Based on top of casing elevations and depth to groundwater measurements, the groundwater flow
direction on January 31, 2020 was to the northwest (Figure 4). Previously reported groundwater
flow direction was to the south-southeast, as also suggested by topography and by the distribution
of LNAPL and VOC concentrations in the groundwater. Groundwater flow may be locally and
temporally affected by dewatering activities at a mine located 2,300 feet northwest of the site.
LNAPL was measured (2.74 feet) in well MW-2R and (0.03 feet) in well MW-6, and thus these
wells were not sampled. Prior to sampling, the monitoring wells were purged of approximately three
well-volumes, or until purged dry and allowed to recharge, to ensure collection of representative
groundwater samples. Monitoring wells MW-1R, MW-3R, MW-4R, MW-5R, and MW-7 were
sampled, after purging the stagnant water from the wells. Historical groundwater elevation data are
present in Table 4. Historical groundwater and LNAPL level data are presented in Table 5.
Following purging water quality parameters were recorded (Table 6) and the water samples were
collected in laboratory-supplied, preserved containers; placed on ice; entered into chain-of-custody
control; and shipped to North Carolina accredited SGS North America, Inc. (SGS), in Orlando,
Florida. The groundwater samples were analyzed for volatile organic compounds (VOCs) by
Standard Method 6200B including methyl-tert butyl ether (MTBE), isopropyl ether (IPE), and EDB.
The laboratory report and chain-of-custody documentation is included in Appendix C.
4.4 Groundwater Analytical Results
A summary of January 31, 2020 groundwater analytical results is provided in Table 7. The
groundwater analytical results were compared to the 2L Standards and GCLs. Results from the
groundwater monitoring event and review of laboratory analytical results indicated the following:
LNAPL was present in two monitoring wells: MW-2R (2.74 feet, compared to 0.30 feet in
June 2019) and MW-6 (0.03 feet).
Benzene (in MW-5R at 7,100 µg/L) exceeded the GCL of 5,000 µg/L. Benzene and EDB
concentrations decreased in MW-1R to less than the GCLs.

VOCs were detected at concentrations exceeding the 2L Standards in MW-1R, MW-3R,
MW-4R, and MW-7, with the highest concentrations in MW-5R and the lowest
concentrations in MW-7.
Figure 5 depicts dissolved phase contaminant concentrations for compounds detected above the 2L
Standards. Note that the extent of LNAPL and exceedances of the benzene GCL are not defined
(Table 8 and Figure 6), with LNAPL in well MW-6 (0.03 feet) and benzene at a concentration of
7,100 µg/L in well MW-5R. The LNAPL thickness in well MW-2R increased from 0.30 feet on June
14, 2019 to 2.74 feet on January 31, 2020. The thickness of LNAPL in well MW-2R was also
measured to be 2.89 feet on January 27, 2020, prior to installation of the additional monitoring wells.
As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the
laboratory reports was conducted. During the review, it was found that the sample was received from
the laboratory in acceptable condition and properly preserved. The sample were analyzed within
correct holding times and reported within the lab report, and the chain of custody was properly
completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each
method that was used for the original sample. The laboratory fortified blank (LFB) and laboratory
control sample (LCS) data results were also provided for each analytical method. Refer to the
laboratory reports in Appendix C for details regarding QA results for the laboratory samples and any
noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions
do not significantly impact the conclusions presented in this report.
5.0 CONCLUSIONS AND RECOMMENDATIONS
On behalf of the Trust Fund Branch of the UST Section, ATC has completed a GMR documenting
the January 2020 well installation and groundwater monitoring event for the McKinney Chevrolet
site located at 725 York Road in Kings Mountain, Cleveland County, North Carolina. Based on
the information collected during the recent groundwater monitoring event, ATC offers the following
conclusions and recommendations:
Municipal water is available for the area. One active water supply well is reportedly located
within 1,000 feet of the site (~800 feet west-northwest) at a residence also connected to
municipal water.
There are no surface water bodies within 500 feet of the source area.
