Site History and Characterization The subject site is located at the southern end of a 24.32-acre parcel of land along the west side of Old Pineville Road in Charlotte, Mecklenburg County, North Carolina (Figures 1 and 2). The site contains a 2,668 square foot brick residential structure with a partial unfinished basement and crawlspace that was constructed in 1955. The building is used by the Victory Christian Center (VCC) as a Missions Center. A garage is located west of the residential structure. The subject site is owned by Victory Christian Center Inc. One 500-gallon heating oil underground storage tank (UST) was located outside the southwest corner of the residential structure on the property. The tank was formerly used to supply heating oil to a furnace in the basement of the on -site building. The installation date of the tank is unknown; it was likely installed by the previous owner when the house was constructed in 1955. The current owner has not used the tank. The tank was not registered with the NCDEQ UST Section. No releases were known or reported from the UST. The site history / UST system information is summarized in Table 1. The UST owner and operator information is summarized in Table 2. No aboveground storage tanks (ASTs) at located at the site. The subject site is located in the southern part of Charlotte in Mecklenburg County, North Carolina. The area around the subject site is primarily residential, institutional (religious), and commercial (Figures 1 and 2). The subject site is currently used to prepare and distribute food to those in need. An abandoned dilapidated residential structure formerly used as a nursery is located adjacent north of the site. Further north are an after school, a preschool, and a church owned and operated by Victory Christian Center. Other church buildings owned and operated by VCC are located south and southwest of the site. Residences are located west of the site. Old Pineville Road, a railroad, and commercial businesses are located east of the site. A well pump was observed in the basement of the onsite residential building; the presence and location of a well on the subject site is unknown. An abandoned water supply well was reported on the property north of the subject site (Item 1 on Figure 2). Apparent water supply well houses were observed on four properties northwest and west of the site (see Figure 2). Table 3 lists information available on possible water supply wells on or near the subject site. The nearest surface water feature is a pond located about 1070 feet west of the source area. The pond is located cross gradient and in a different drainage basin 2 Initial Abatement Action Report April 2020 VCC Missions Center, 7200 Old Pineville Road, Charlotte, NC Capstone NCDEQ Incident No. 47004 from the former UST. Table 3 summarizes information concerning receptors in the area. The receptors are shown on Figure 2. The subject site is located in the Charlotte Geologic Belt. Based on a review of the Geologic Map of North Carolina, the site is underlain by igneous rock (granite). The soils encountered in this area are the residual product of in -place chemical weathering of rock presently underlying the site. In this region, the direction and movement of groundwater through soil is dependent upon soil type and the presence of relict structures and textures of the underlying rock. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. In this geologic setting, groundwater flow is generally a subdued replica of the surface topography and flows toward drainage features which have eroded deeply enough to intersect the groundwater level and act as a discharge point. The site is located in the Piedmont Physiographic Province which generally consists of low rounded hills and gentle slopes. Based on the topographic map of the site vicinity, the site is located along the top of a topographic high or ridge running roughly north — south along Old Pineville Road. The elevation at the subject site is approximately 675 feet above mean sea level (MSL). Surface water and groundwater in the site vicinity is expected to flow to the south and southwest towards an unnamed tributary of Kings Branch of Sugar Creek (Figure 1). The natural groundwater flow direction can be affected by pumping from high capacity wells and permanent or temporary dewatering systems. C. Site Check Report This section is not applicable. D. UST Closure Report On March 11, 2020 HazMat Environmental Services (Hazmat) mobilized to the site and vacuumed out liquids (heating oil and water) from the tank using a vacuum truck and flexible hose. Approximately 500 gallons of liquids were removed from the tank and transported to HazMat's facility in Charlotte, North Carolina for disposal / recycling. A copy of the disposal manifest is included in the Appendix. Next, Mr. Leroy Thorns excavated around the top and sides of the underground storage tank. The tank was removed and transported to E-Metals Metal Recycling, Inc. in Charlotte, North Carolina for recycling. A copy of the receipt for the tank disposal is included in the Appendix. The top of the 500-gallon tank was approximately two (2) feet below the ground surface. The tank was approximately 3.6 feet in diameter and six (6) feet long. The single wall steel tank was in relatively good condition with one hole in the north end of the tank. The product line was purged and then crimped at the edge of the tank basin; the line was not removed. No dispensers or pumps were attached to the tank. Photographs of the tank removal activities are included in the Appendix. On March 11, 2020 Mr. Leroy Thorns excavated the soil from around the top, sides, and bottom of the tank using a backhoe. Soil with a petroleum odor was encountered in the upper one foot of the excavation and below approximately four feet below ground surface. On March 11, 2020 petroleum -impacted soil was removed from the excavation (see discussion below). The soil in the base and sidewalls of the tank excavation was brown silt. The final excavation was approximately eight (8) feet wide, 12 feet long, and ten (10) feet deep. The approximate limits of the excavation are shown on Figure 3. No water or free product was encountered in the excavation (except minor water that leaked out of one end of the tank during the removal). On March 11, 2020 field personnel collected one grab soil sample from approximately one foot below the base of the tank (identified as UST-1) and five grab samples from the base and four sidewalls of the final soil excavation (identified as CS-1 through CS-5). These six soil samples were grab samples collected from the excavation using the bucket of the backhoe. In addition, we collected two surficial soil samples in the southwest corner of the crawlspace where recent flooding and standing water impacted by petroleum hydrocarbons that had floated out of the open fill port of the tank and flowed through the exterior wall vent and into the basement. Samples S-1 and S-2 were collected in this area by compositing three samples from each area. The soil sample locations are presented on Figure 3. The soil samples were screened for organic vapors using a portable meter. Portions of the soil samples were placed into a baggie, allowed to heat for about 15 minutes, and then the probe of an organic vapor analyzer (Mini Rae 2000) was used to screen the soil samples for the presence of petroleum vapors. The meter was zeroed to site background levels prior to measurement of the samples. Organic vapors ranging from 0.2 to 292 parts per million (ppm) were detected in the samples. The organic vapor readings are presented in Table 3. The soil samples were placed into laboratory -prepared containers (some with preservatives), labeled, and transported to Prism / Waypoint Analytical in Charlotte, North Carolina in a cooler containing ice. A chain of custody form was submitted with the samples. Soil sample UST-1 was analyzed for gasoline range organics (GRO) total petroleum hydrocarbons (TPH) using EPA Method 5030/8015M and diesel range organics (DRO) TPH using EPA Method 3550/8015M. Soil samples S-1 and S-2 were analyzed for DRO. The base and sidewall confirmation soil samples (CS-1 to CS-5) were analyzed for volatile organic 4 Initial Abatement Action Report April 2020 VCC Missions Center, 7200 Old Pineville Road, Charlotte, NC Capstone NCDEQ Incident No. 47004 compounds (VOCs) by EPA Method 8260, semi-VOCs by EPA Method 8270, and volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) by the Massachusetts Department of Environmental Protection (MADEP) Method. As shown in Table 3, GRO TPH was detected in soil sample UST-1 at 420 milligrams per kilogram (mg/kg). DRO TPH was detected in soil samples UST-1, S-1, and S-2 at concentrations ranging from 13,000 to 28,000 mg/kg. The concentrations of GRO TPH and DRO TPH detected in the three soil samples exceeded the North Carolina Department of Environmental Quality (NCDEQ) Action Levels of 50 and 100 mg/kg, respectively. Two to five VOCs were detected in samples CS-1 through CS-5 at concentrations ranging from 0.00064 to 0.057 mg/kg. The VOCs included acetone, 2-butanone, methyl isobutyl ketone, naphthalene, 1,2,4- trimethylbenzene, and xylenes. No VOCs were detected in the soil samples at concentrations above the NCDEQ action levels. No SVOCs were detected in soil samples CS-1, CS-2, or CS-4. One to four SVOCs were detected in soil samples CS-3 and CS-5. The SVOCs included fluorene, 1-methylnaphthalene, 2-methylnaphthalene, and phenanthrene. 1-methylnaphthalene was detected in soil sample CS-5 at a concentration (0.1 mg/kg) above the NCDEQ Soil -to -Groundwater Maximum Soil Contaminant Concentration (MSCC) for this constituent (0.004 mg/kg). No VPH was detected in soil samples CS-1 through CS-5. EPH was not detected in soil samples CS-1, CS- 2, and CS-4. Three EPH fractions were detected in soil samples CS-3 and CS-5 at concentrations ranging from 32 to 600 mg/kg. C9 to C18 aliphatics was detected in soil sample CS-3 and C9 to C22 aromatics were detected in soil samples CS-3 and CS-5 at concentrations above the NCDEQ MSCCs. The soil analytical results are summarized in Table 3; bold values in the table exceed the MSCCs. The laboratory data and chain of custody documentation are presented in the Appendix. On March 11 and 12, 2020 field personnel backfilled the excavation with brown silt from a location on VCC property. Field personnel compacted the soil in the excavation using the bucket of the backhoe. Note - Since petroleum contamination was detected in closure samples collected during tank closure, results were reported in this report (not in a UST Closure Report). 5 Initial Abatement Action Report April 2020 VCC Missions Center, 7200 Old Pineville Road, Charlotte, NC Capstone NCDEQ Incident No. 47004 E. Free Product Investigation and Recovery Report This section is not applicable since no free product was detected in the soil during tank removal and groundwater or free product were not encountered in the tank excavation. F. Groundwater and Surface Water Investigation This section is not applicable since groundwater and surface water (except a minor amount of water that leaked out of the tank during removal) were not encountered in or near the soil excavation (to a depth of approximately 10 feet) and no water samples have been collected to date. G. Initial Response and Abatement Action On March 12, 2020 we submitted a 24-Hour Release and UST Leak Reporting Form to the Winston-Salem Regional Office (WSRO) of the NCDEQ via email informing the State of the petroleum release observed at the site. In order to prevent further release and attempt to define the vertical and horizontal extent of the contamination, field personnel excavated and removed the most impacted soil from around the top, sides, and bottom of the tank. No free product or groundwater was encountered in the tank pit. No hazards due to exposure to pollutants (i.e., active water supply wells, surface water) were identified in the immediate vicinity of the former UST. No hazards due to fire, explosion, and vapor hazards were identified in the area on this date. H. Excavation of Contaminated Soil As state above, field personnel excavated the soil from around the top, sides, and bottom of the tank using a backhoe on March 11, 2020. The soil was stockpiled on site. On March 11 and 12, 2020 four loads of soil (totaling 28.35 tons) were placed into a dump trailer and transported to Environmental Soils, Inc. in Lattimore, North Carolina for land farming treatment. The soil disposal manifests are included in the Appendix. The excavation was advanced as close to the building as possible and horizontally until no soil with a petroleum odor was noted. The excavation was also advanced to the vertical limits of the backhoe. The final excavation was approximately 12 feet long, eight (8) feet wide, and 10 feet deep. Conclusions April 2020 Capstone The 500-gallon heating oil UST was removed from the site in March 2020. The tank was in fairly good condition; a small hole was observed in the north end of the tank. Minor liquid leaked out of the hole in the tank during removal. Petroleum -impacted soil was encountered the top one foot and below approximately four feet in the excavation. In addition, soil with a petroleum odor was observed in the southwest corner of the crawlspace adjacent to the former tank. The sources of contamination are the hole in the north end of the tank and recent leakage / overflow from an open fill port on the tank. Approximately 28.35 tons of petroleum -impacted soil was removed from the tank excavation. No petroleum constituents were detected in the west, south, and east sidewalls of the excavation at concentrations above State action levels. One SVOC and two EPH fractions (C9 to C18 aliphatics and C9 to C22 aromatics) were detected in the soil in two locations (CS-3 and CS-5) at concentrations above the NCDEQ Soil -to -Groundwater MSCCs. However, no petroleum constituents were detected in all of the soil samples at concentrations above the Residential MSCCs or Industrial / Commercial MSCCs. The subject site is used for commercial purposes and is zoned as such. DRO TPH is present in the southwest corner of the crawlspace at concentrations above State action level (100 mg/kg). Additional assessment and / or remediation are necessary in this area. 7 J.
