Bland Street Charlotte, North Carolina Brownfields Project No. 21048-17-060 H&H Job No. MGN-002 Dear Joselyn: 1.0 Introduction On behalf of 332 West Bland Street, LLC (Prospective Developer or PD), Hart & Hickman, P.C. (H&H) has prepared this Final Grade Soil Sampling Work Plan for the Wepak Corporation Brownfields property (Brownfields Project No. 21048-17-060) located at 314 and 332 W. Bland Street in Charlotte, Mecklenburg County, North Carolina (Site). The Site consists of one approximately 1.3-acre parcel located in a mixed commercial and residential area of South End Charlotte. A Site location map is provided as Figure 1, and the Site and surrounding area are shown in Figure 2. The Site is currently being redeveloped for commercial uses which has included renovations and upfit to the existing Site buildings with new paved parking areas, access drives, and landscaping. Renovations to the Site buildings and other redevelopment activities at the Site are nearing completion. A rendering of the Site redevelopment is provided as Figure 3. Bland Street\Final Grade Sampling\Work Plan\Final Grade Soil Sampling Work Plan Rev.2_Wepak Corporation (BPN 21048-17-060)_20190807.docx A Brownfields Agreement between the PD and the North Carolina Department of Environmental Quality (DEQ) was executed on May 21, 2019. The proposed final grade soil sampling activities described herein have been prepared in accordance with the DEQ approved Environmental Management Plan (EMP) dated May 14, 2018 and referenced in the recorded Brownfields Agreement for the Site. In accordance with the DEQ-approved EMP, H&H proposes to collect final grade soil samples in areas at the Site that are not covered with, buildings and permanent impervious hardscape materials (i.e., concrete, asphalt, pavers, etc.). The proposed final grade soil sampling activities are outlined in the following sections. 2.0 Proposed Final Grade Soil Sampling Activities On June 11, 2019 and on July 29, 2019, H&H personnel observed the Site to identify areas not covered by building foundations, sidewalks, or asphaltic or concrete paved (hardscape) surfaces. The Site is predominately covered with hardscape surfaces with the exception of several small landscaped areas in the new parking areas along W. Bland Street and grassy areas along the northwestern, northeastern, and southeastern Site boundaries. Areas of the redevelopment that are not covered with a hardscape surfaces are shown in Figure 3. The proposed final grade soil assessment activities will be performed in general accordance with DEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup (Guidelines) dated October 2015 and the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support (SESD) Field Branches Quality System and Technical Procedures guidance. Prior to conducting soil sampling activities, H&H will contact North Carolina 811, the public utility locator service, to mark subsurface utilities at the Site. H&H will collect surficial soil samples for laboratory analysis in representative unpaved areas to evaluate the potential for impact. Unpaved areas at the Site have been divided into four sections and final grade soil samples will be collected from each final grade area (FG-1 through FG-4). Bland Street\Final Grade Sampling\Work Plan\Final Grade Soil Sampling Work Plan Rev.2_Wepak Corporation (BPN 21048-17-060)_20190807.docx Proposed final grade soil sample locations for each area are shown in Figure 3 and are described below:  Final grade area FG-1 includes the landscaped areas located in the parking area in the southern portion of the Site near the intersection of S. Church Street and W. Bland Street which includes the area near a former secured hazardous chemical storage area;  Final grade area FG-2 includes the landscaped areas located in the parking area along W. Bland Street;  Final grade area FG-3 includes the gravel-covered patio and grassy area in the northern and northwestern portions of the Site; and  Final grade area FG-4 includes the grassy areas located along the northeastern Site boundary. Several aliquot soil samples will be collected in each final grade area to represent shallow soil conditions in unpaved areas at the Site. Please note that H&H will collect an aliquot soil sample in final grade area FG-3 in the area proposed for pavers placement if the pavers have not been installed at the time of the soil sampling activities. The proposed aliquot soil sample locations for each final grade area are shown in Figure 3. Soil borings will be advanced to approximately 2 feet below the ground surface at each aliquot soil sample location utilizing a decontaminated stainless steel hand auger. Continuous soil samples will be collected from the center of the hand auger bucket at each soil boring and described for lithologic purposes, observed for the presence of staining, and field screened for elevated volatile organic vapors using a calibrated photo-ionization detector (PID). Aliquot soil samples from each section will be combined and homogenized to form one composite soil sample per section for a total of four (4) composite final grade soil samples. H&H will also collect a grab sample from each final grade area for laboratory analysis of volatile organic compounds (VOCs) from the aliquot soil sample exhibiting the highest likelihood for impact based on field screening results. Soil samples selected for laboratory analysis will be collected directly into laboratory supplied glassware, labeled with the sample identification, date, time, and requested analysis and placed on ice in a laboratory supplied cooler. The samples will be delivered to a North Carolina certified laboratory under standard chain of custody protocols for analysis of VOCs by EPA Method 8260, semi-VOCs (SVOCs) by EPA 8270, and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. For quality assurance and quality control purposes (QA/QC), H&H will collect one duplicate soil sample which will be submitted for the same laboratory analysis as the parent sample. Non- dedicated equipment and tools will be decontaminated prior to use at each soil boring. Laboratory QA/QC procedures will be employed to ensure appropriate sample handling and analysis and to aid in the review and validation of the analytical data. QA/QC procedures will be conducted in accordance with the method protocols and will include regular equipment maintenance, equipment calibrations, and adherence to specific sample custody and data management procedures. Samples will be analyzed in conjunction with appropriate blanks, laboratory duplicates, continuing calibration standards, surrogate standards, and matrix spiking standards in accordance with approved methodologies to monitor both instrument and analyst performance. Laboratory reporting limits for each analyte will be at or below appropriate screening criteria, where possible. Additionally, H&H will request that the laboratory include estimated concentrations for compounds that are detected at levels above the laboratory method detection limit, but below the laboratory reporting limit (J flags). The laboratory analytical data report and QA package for each group of samples submitted to and analyzed by the subcontracted laboratory will be provided in an appendix to the final report.
