Twenty Day Report and Initial Abatement, including Excavation and Soil Remediation far the 750-Gallon Non Regulated, Non Registered Heating Oil Underground Storage Tank and the associated surface spill at 500 M"lway Road, Charlotte NC Dear Ms. I respectfully submit for your review and comment, this report summarizing the Soil Excavation and Remediation for the one 750-Gallon Non -Regulated, Non -Registered Heating Oil Underground Storage Tank and the associated surface spill at 500 McAiway Road, Charlotte NC. Owner, Halley Douglas Homes, 1803 E. Third Street, Charlotte NC, (Doug Heidinger) (704) 965- 3455 Closure Contractor; Diversified Enterprises, PO Box 231, Paw Creek NC 28130(704) David Spaine (704)-506-1165 Consultant; Philip Thompson PG., 2411 Lawyers Road West, Indian Trail NC 28079 (704) 882- 2788 Laboratory; Waypoint Laboratories, Charlotte NC, NC ID # 403 (704) 529-6364 SGS Laboratories. Charlotte NC, NC ID # 643 (704) 929-1533 Tank No. Installation Date Size in Gallons Tank Dimensions Last Contents Previous Contents l Unknown 750 4' by 7.5' 42 Fuel Oil unknown Site History The UST at the site was utilized for residential heating. In The release was discovered in Late February 2020 after heavy ruins filled up the UST and it flowed across the yard to the storm drain. Adsorbent pads and hay bales were place around the drain to keep fuel out of the storm drain system. On February 26, 2020 Thompson geologic collected a confirmation sample downgradient of the UST in the overflow area. The sample was analyzed, screened and submitted to SGS Labs for analysis by TPH DRO Diesel Range TPH was found at 5640 mg/kg in the soil sample. The location of the sample is indicated in Figure 2. Remediation Activities Due to Delays caused by inclement weather, remediation could not start until the site was dry enough to get use heavy equipment without getting mired. On March 2, Diversified Enterprises, under supervision initiated excavation activities. The UST was removed and approximately 40 tons of soil were removed from the 8 by 16 by 9.5 foot deep hole. The approximate limits of the excavation were determined by soil screening. The soil was screened during excavation by HW Photo -Ionization Detector (PID) as well as visual and olfactory methods. Boundaries for the walls 1, 2,3, and 4 were determined by lack of petroleum staining and olfactory methods. The location of the USTs and the dimensions of the excavation are indicated on Figure 2. Copies of the disposal manifests are attached in Appendix B. Five verification samples were submitted for Laboratory analysis. The samples were collected from the four walls of the excavation. The depths of the samples are noted on Figure 2. The Floor Sample was collected at 9.5 feet below grade. The location of the soil samples is indicated on Figure 2. The Soil samples were delivered to SGS Laboratories and analyzed by TPH GRO and DRO. The floor sample was also analyzed by EPA Methods 8260, 8270 and MADEP Methods EPH and VPH. The results of the soil sampling are summarized on Table 1. The Risk based sample is presented on Table 2. The analytical data associated with the sampling events is presented in Appendix A, along with the Chain of Custodies. Subsequent to the removal of the UST, Diversified and TGES commenced excavation of the area of the diesel surface spill. The area of the spill is noted in Figure 2. The soils were stockpiled for removal. Prior to completion of the excavation of March P, heavy rains again flooded the site. On March 12, 2020 Excavation was completed at the site. The soil around the Storm sewer inlet was removed. Twelve soil samples were collected along the area of the fuel over flow. The location of the samples is indicated on Figure 2. On March 2, 3, 5, and April 1, 2020 the soil was hauled to Environmental Soils Inc. of Lattimore for disposal. Copies of the disposal manifests are attached in Appendix B. The UST was cut up and scrapped by Diversified. a copy of the disposal certificate is included in Appendix C. Additional Sampling Laboratory analysis indicated the sample from WS-1 exceeded the reportable limits. Waypoint Labs was contacted, the sample was within hold, and the sample was ran for EPH and 8270. Since GRO was not detected, VPH and 8260 was not needed. The Risk Based Analytical for WS-1 was less than soil to groundwater standards. The Risk based data is presented on Table 2. Recommendations The sampling data indicate the soil has been successfully excavated to below Soil to Groundwater Standards and below the reportable Limits. Halley Douglas Homes and Thompson Geologic request No Further Action at the site. Please call me at 704 8 82-2 78 8 if you have any questions or require any additional information.
