Dear Jackie:
On behalf of Burke County, LaBella Associates is submitting this request for an extension on the Landfill
Gas Remediation Plan (LGRP) for the East Burke Landfill (Permit # 12-02). The LGRP was originally
submitted in June 2018 as a single document presenting plans for landfill gas remediation at both the
Kirksey Drive Landfill (Permit # 12-01) and the East Burke Landfill (Permit # 12-02); however, it was given
two FIDs, one for each site (FIDs 1226715 and 1226717, respectively).
The LGRP included installation of gas vents at the East Burke Landfill and the installation of gas intercept
trenches at both the East Burke and Kirksey Drive Landfills. It is my understanding that after discussing
it with you, it was agreed that the County would install the gas vents in 2019, but that they would put
off the intercept trenches until 2020. Two gas vents were installed at the East Burke Landfill in
September 2019, as presented in the Gas Vent Installation Report we submitted on November 15, 2019.
We have been working with the County to plan the installation of the gas intercept trenches; however,
the main trench installation at the East Burke site was complicated by the fact that it would require the
exiting convenience center at that site to be shut down for a period of time. Also, the County has been
considering plans either do some repairs/upgrades to the East Burke convenience center site or close
that site permanently. The County has now decided that they are going to build a new convenience
center to replace the convenience center at the East Burke site, and once it is built, the County will close
the East Burke facility. Since installing the main gas intercept trench at the East Burke site will require
shutting down the convenience center, the County would like to put that off until after the facility is
permanently closed. They are anticipating building the new convenience center in FY-2021, so they
hope to close the East Burke facility in summer or fall 2021; however, the details of these plans have not
been finalized.
Since the plans have been to hire a contractor to build the intercept trenches at both the East Burke and
Kirksey Drive sites under one contract and in one mobilization, the County would like to postpone the
whole project until FY-2022. Please let us know if this is acceptable to the NCDEQ. If you have any
