The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The sign at the entrance sign at the entrance to the facility was correct. It contained the permit number for the transfer station and the LCID. The emergency contact number is “911’, consider adding a 24/7 County contact
number as well. The gate at the entrance was unlocked at the time of this inspection.
4702-TRANSFER-1994
1. There was no windblown litter. Very good.
2. Leachate is pumped and hauled by Safety Kleen. Collection system was inspected and appeared to be free flowing at the time of this inspection. Good job.
3. Scrap tires are taken and put into trailers that are staged onsite for storing then removal.
4. Electronics and white goods were inspected. Be sure and mark and separate the units that have the CFC’s removed
to ensure proper disposal. During this inspection a refrigerator was opened and waste was still inside. Site staff should be screening white goods when being dropped off to ensure no waste is left inside that should have gone to transfer station.

1. The site was fairly wet at the time of this inspection. It appeared from the access road that an area of subsidence may have been holding water at the time of this inspection. It was recommended that site staff inspect the landfill for areas of settling and subsidence that may be holding water over waste. Any areas discovered should be repaired as weather allows site staff to do so without further degrading. Any repairs to the site should be documented and made available to Section staff.
2. It appears that Hoke County SW staff are keeping this site mowed better now that they have their own tractor. This should aid in more thorough inspections of the site. Good job. 3. A more thorough inspection will be conducted during the next inspection.

Closed MSWLF was viewed from road to LCID. It was apparent that there is some slight settling and grading issues. Once weather and conditions allow, fix soil cover and grading over MSWLF. Refer to Permit/Operations/Closure Plan on pre-approved methods to manage. Address these issues quickly so water will impound over waste and during the follow up inspection, conditions permitting, the fixes can be viewed as well.
