SUMMIT ENGINEERING, LABORATORY & TESTING, P.C. (SUMMIT) has completed a preliminary
inspection for home heating oil underground storage tank (USTs) at 2547 and 2553 Vail Avenue, in
Charlotte, Mecklenburg County, North Carolina. SUMMIT personnel conducted the site
reconnaissance on March 12, 2020.
The site is developed for residential purposes with two (2), multi -story brock duplex buildings (4
units). The duplex buildings were reportedly constructed in 1954. The Mecklenburg County Tax
parcels 12712105 (2547 Vail) and 12712104 (2553 Vail) are assigned to the site parcels.
Based on the age of duplex structures, SUMMIT performed an inspection for evidence of a home
heating oil USTs on March 12, 2020. The inspection scope of work included a visual observation for
evidence of USTs (fill ports, vent stickups, product lines, etc), a limited magnetic scan for near surface
metallic anomalies and a Ground Penetrating Radar (GPR) survey of accessible areas surrounding
the home and driveway. Subsurface anomalies were investigated via hand auger as necessary.
A visual inspection of the property identified evidence of heating oil USTs, located along the western
elevation of each duplex building. GPR scans confirmed the presence of two (2) heating oil USTs.
The approximate location and depth of each UST was marked on the ground surface by the GPR
contractor. Each UST was situated near the exterior wall of the duplex building.
SUMMIT completed two (2) hand auger borings to the depth of 8 feet below ground surface at each
identified home heating oil UST. The borings were completed looking for visual and olfactory
evidence of a petroleum release. Soil borings conducted on the eastern end of each UST exhibited
soil staining, petroleum odors and positive detections of field screening equipment. Soil samples
were not submitted for analytical testing.

Based on the results of our inspection, SUMMIT concludes that the home heating oil USTs at 2547
Vail Avenue and 2553 Vail Avenue have impacted the soils from a release of petroleum products.
Per NC Statute, a Release Notification Form should be submitted to NC DEQ by the current property
owner. A copy of the Release Notification Form (UST61) is attached to this letter.
SUMMIT recommends proper closure of the UST by removal from ground. In order to obtain a No
Further Action related to this release, impacted soils would need to be excavated and disposed of at
a facility capable of handling petroleum contaminated soils.
