Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is a closed municipal solid waste landfill with closed separate construction and demolition debris landfill area and closed separate old MSW landfill area. The property also contains a temporary disaster debris staging site (DS73-001) and a transfer station that is no longer in use. 2. The facility ceased acceptance of MSW on April 8, 1994. The facility ceased acceptance of C&D on June 30, 1997. 3. The old MSW landfill area is on the left, near the entrance. The MSW landfill is straight back via service road. And the C&D landfill is on the right at first curve in the service road. 4. The landfill cap was covered in a good layer of native vegetation that had been mowed and maintained. 5. Surface water shall not impound over waste. During the inspection, water was observed ponding on the landfill within the edge of waste (Figure 1). Within 30 days of this report and as dry weather conditions allow, repair the landfill such that surface water does not impound over waste. 6. Edge of waste (EOW) markers were present.
