1.0 EXECUTIVE SUMMARY
As part of Task Authorization (TA) No. 7, North Carolina Department of Environmental Quality
(NCDEQ) Contract No. N17006, ECS was contracted to conduct a mobile multi-phase
extraction (MMPE) event, install Provectus ORS sleeves in monitoring wells MW-2, MW-5, and
MW-6, sample monitoring wells MW-1, MW-2, MW-5, and MW-6, and prepare a monitoring
report in regards to the NCDEQ Incident No. 44828, located at 7921 Old Reidsville Road,
Browns Summit, Guilford County, North Carolina (i.e. subject property).

Between December 2 and 4, 2019, Progress Environmental Group, Inc. (Progress), under
contract with ECS, conducted a MMPE event at the site, utilizing well MW-1 and MW-2 as
extraction points. Approximately 5,024 gallons of liquid and 8.15 gallons of volatile organics as
vapors were removed from the site during the MMPE. ECS installed Provectus ORS sleeves in
monitoring wells MW-2, MW-5, and MW-6 on December 6, 2019. ECS returned to the site on
January 3, 2020 and collected groundwater samples from monitoring wells MW-1, MW-2, MW-5,
and MW-6. Laboratory analysis of groundwater samples collected from monitoring wells MW-1
and MW-2 indicated multiple petroleum hydrocarbons at concentrations greater than their
respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS), including benzene at
concentrations greater than or equal to its Gross Contamination Level (GCL). ECS recommends
collecting groundwater samples from monitoring wells MW-1, MW-2, MW-5, and MW-6 in June
2020 to gauge the effectiveness of the Provectus ORS sleeves. ECS also recommends
conducting an additional MMPE event at the site utilizing monitoring wells MW-1 and MW-2 as
extraction points.
2.0 PROJECT INFORMATION
The subject site is McGee Grocery located at 7921 Old Reidsville Road in Browns Summit,
Guilford County, North Carolina (Figures 1 and 2). Photographs of the site are included in
Appendix A. A residential structure repurposed as office space currently occupies the site.
The former McGee Grocery service station operated three underground storage tanks (USTs)
at the site from the early 1960’s until they were removed in November 1988. The USTs included
two 550-gallon gasoline USTs and one 1,000-gallon gasoline UST. No sampling or release
abatement was noted at the time of the UST removal. According to UST Registration database,
the tank owner was Monticello Oil Company. Monticello Oil Company was dissolved in 1992.
A water sample was collected from the drilled water supply well located at the former McGee
Grocery by the Guilford County Health Department on February 9, 2017 and analyzed by the
North Carolina Public Health Laboratory. The analytical report indicated that benzene, toluene and
methyl tert-butyl ether (MTBE) were detected at a concentration of 1,200, 1,600 and 590 parts per
billion (ppb), respectively, each exceeding their respective NC2LGWQS.
Confirmation water samples were collected from the drilled and dug water supply wells on the
former McGee Grocery by the Winston-Salem Regional Office on March 6, 2017. The laboratory
analysis of the groundwater sample collected from the dug well was non-detect for the targeted
constituents, but the sampling results confirmed the drilled well was contaminated. The detected
concentrations of benzene, ethylbenzene, MTBE, and naphthalene were 2,700, 2.90, 750, and 96
ppb, respectively. The Health Risk Evaluation report indicated that the water from the drilled well
is not recommended for any use.
A water sample was collected from the water supply wells located at 7929 Old Reidsville Road
and 8007 Benaja Road which are located to the north of the subject site. The analytical reports did
not detect targeted constituents above their laboratory reporting limits for the sample collected
from the water supply well located at 8007 Benaja Road. Multiple petroleum hydrocarbons were
detected above their respective NC2LGWQS in the sample collected from the water supply well
located at 7929 Old Reidsville Road. Laboratory analysis of the soil samples detected C9-C22
Aromatics at a concentration exceeding their respective Soil-to-Groundwater Maximum Soil

Contaminant Concentrations (MSCCs). Laboratory analysis of the groundwater sample detected
petroleum compounds above the laboratory detection limit, but below their NC2LGWQS.
In August 2017, a Limited Soil and Groundwater Assessment was conducted on the current
petroleum bulk storage facility located at 8007 Benaja Road, which is located approximately 500
feet to the northwest of the subject site. Soil samples were collected and a monitoring well was
installed adjacent to the current UST system.
The location of the former McGee Grocery UST system is not well documented. In February
2018, ECS completed Task Authorization TA #1 which included completing a receptor survey
on the subject site. Fifteen water supply wells were identified within 1,000 feet of the site during
the receptor survey. Municipal water was determined to be running along Old Reidsville Road
and NC Highway 150 East. In June 2018, ECS completed Task Authorizations (TA #2, #3, and
#4) which included attempting to locate the source of the release by completing a ground
penetrating radar survey of the site and collecting twenty (20) soil samples to be analyzed for
total petroleum hydrocarbons TPH using ultraviolet fluorescence (UVF), sampling five water
supply wells, and abandoning the two on-site water supply wells (WSW-1 and WSW-1A).
Based on the GPR survey, it was our opinion that the former UST system was located on the
eastern portion of the site. Based on the on-site laboratory analysis of twenty soil samples, a
release of petroleum has occurred from the former UST system. Gasoline range organics
(GRO) and/or diesel range organics (DRO) TPH was detected above the NCDEQ Action Levels
in two soil borings that are located on the eastern portion of the site (GP-4 and GP-13). The
majority of the soil contamination seems to be localized around soil boring GP-4 which is
located approximately 15 feet from the roadway. Soil boring GP-4 is located in an area that
could have been the location of a former dispenser island based on the typical way historic
gasoline stations were constructed. Laboratory analysis of the groundwater samples collected
from water supply wells WSW-2, WSW-7, WSW-7A, and WSW-8 did not detect targeted
constituents above their laboratory detection limits. Laboratory analysis of the groundwater
sample collected from water supply well WSW-10 detected MTBE at a concentration above the
laboratory detection limits, but below the NC2LGWQS.
Based on the results of the GPR survey at 7924 Old Reidsville Road on September 5, 2018 and
September 10, 2018 groundwater assessment, ECS concluded that the hydrocarbons detected in
the groundwater samples collected from the site are likely attributable to the former on-site UST
systems believed to have been located on the eastern portion of the site and not originating from
a release associated with the former gasoline station located east of across Old Reidsville Road
from the McGee Grocery property.
On July 18, 2019, ECS observed the installation of monitoring wells MW-4, MW-5, and MW-6.
ECS returned to the site on July 22, 2019, to collect groundwater samples from monitoring wells
MW-1 through MW-6. Free product was measured in monitoring well MW-1; therefore, no sample
was collected from the well. The laboratory analytical results of the samples collected from
monitoring wells MW-2 through MW-6 indicated multiple petroleum related compounds in the
samples collected from monitoring wells MW-2, MW-5, and MW-6 at concentrations greater than
their respective NC2LGWQS, but less than their respective GCLs. Petroleum related compounds
were not indicated in the samples collected from monitoring wells MW-3 or MW-4 at
concentrations greater than the laboratory method reporting limits.

3.0 SITE GEOLOGY AND HYDROLOGY
As determined from the USGS Topographic Map, Browns Summit, North Carolina Quadrangle,
dated 1994 (Figure 1), the site is at an approximate elevation of 850 feet above mean sea
level. Unnamed tributaries to Benaja Creek are located approximately 800 feet to the west-
southwest.
The subject site is situated in the Piedmont Physiographic Province. The soils encountered in
this area are the residual product of in-place chemical weathering of rock presently underlying
the site and/or historic depositional events. The soils encountered during the installation of the
soil borings generally consisted of silts in the first twenty feet below ground surface and then
turning into clayey silt twenty-five feet below ground surface. In general, shallow unconfined
groundwater movement within the overlying soils is controlled largely by topographic gradients.
However, as the groundwater percolates downward, it becomes controlled by the subsurface
geologic conditions. Thus, the direction of groundwater movement in the deeper aquifers may
not be consistent with the reflecting topography.
Recharge occurs primarily by infiltration along higher elevations and typically discharges into
streams or other surface water bodies. The elevation of the shallow water table is transient and
can vary with seasonal fluctuations in precipitation. Movement of shallow groundwater is
generally from higher to lower elevations. Based on site observations and review of the USGS
topographic map, groundwater would be expected to flow to the west.
4.0 RECEPTOR INFORMATION
4.1 Water-Supply Wells
ECS performed a vehicular reconnaissance of properties within 1,000 feet of the site on
January 23, 2018 (Figure 3). Evidence of fifteen (15) water-supply wells (well houses, fake
rocks, etc.) was observed within 1,000 feet of the site. Additionally, water-supply well
questionnaires were mailed to owners of each of four properties located within 500 feet of the
source area concerning active or inactive water-supply wells on the property. Four completed
questionnaires were returned. Of the four returned questionnaires returned, one did not identify
water-supply wells on the property. The other three returned questionnaires identified four water
supply wells within 500 feet of the site, with two of the water supply wells located within 250 feet
from the site. In June 2018, water supply wells WSW-1 and WSW-1A located on the subject
site were properly abandoned.
4.2 Public Water Supplies
Ms. Michelle Newberry with the City of Greensboro Water Services Department was contacted on
January 18, 2018, for information regarding the surrounding properties water supply. According to
Ms. Newberry, the site is the only property currently connected to public water in the area. Public
water is available in this area along Old Reidsville Road and NC Highway 150 East. The location
of the water lines is shown on Figure 3.

The Guilford County GIS was utilized to identify the adjacent property owners and properties. The
names and addresses of the property owners of the adjacent properties and properties located
within 1,000 feet of the site are on Table 1. The properties within 1,000 feet of the site consist of
residential and commercial properties.
4.3 Land Use
Currently, the referenced site consists of a single-family residence. The former McGee Grocery
building has been demolished. The surrounding area is a mixture of mostly residential properties.
Areas of sensitive features were not identified within 1,000 feet of the site. According to the
Rockingham County Tax Office, the site is zoned light business. Properties in the vicinity of the
site, including residences, are zoned commercial and residential.
5.0 FIELD ACTIVITIES
5.1 MMPE Event
Between December 2 and 4, 2019, Progress, under contract with ECS, conducted a MMPE event
at the site, utilizing well MW-1 and MW-2 as extraction points. Free product was not measured in
monitoring well MW-1 prior to the MMPE event. The locations of the monitoring wells are shown
on Figure 4. The MMPE system consisted of a liquid ring pump and extraction unit inside a
tanker truck with flexible hoses connected to the monitoring well. The event began at
approximately 10:15 a.m. on December 4, 2019. A photoionization detector was used to
periodically measure effluent vapors from the system during the MMPE event. Volatile organic
compounds emissions ranged from 5,152 to 13,496 parts per million throughout the event.
System vacuum pressure was measured between approximately 32.0 and 33.0 inches of
mercury (“Hg) throughout the event. The stinger depths were varied throughout the MMPE
from 10 to 20 feet beneath land surface. Due to approaching the approved limit 5,000 gallons
of liquid removed during the MMPE, the MMPE event was terminated at approximately 3:00
p.m. on December 4, 2019.
A summary of the MMPE field information including average stack temperature, average
vacuum applied, airflow effluent data, and estimated total emissions (in pounds) for the
extraction location are presented in the Progress MMPE Report attached as Appendix B.
Approximately 5,024 gallons of liquid were recovered during the MMPE event. Based on mass-
removal calculations, approximately 50.9 pounds (or 8.15 gallons) were removed from the site
as organic vapors. The fluids were transported for permitted disposal by Stewarts Grading and
Hauling Inc. of Germanton, North Carolina. A copy of the Non-Hazardous Material Manifests is
included in the Progress MMPE Report in Appendix B.
ECS returned to the site on December 6, 2019, and installed Provectus ORS sleeves in
monitoring wells MW-2, MW-5, and MW-6. A copy of the MMPE startup and breakdown and
Provectus ORS sleeves installation field notes are included in Appendix C.

5.2 Groundwater Flow Direction Measurements
On January 6, 2020, ECS measured the static water level (SWL) in monitoring wells MW-1,
MW-2, MW-5, and MW-6 using a decontaminated electronic water level meter. The measured
depth to water surface for the wells and calculated relative elevations are summarized in Table
2.
5.3 Groundwater Sampling
On January 3, 2020, ECS personnel mobilized to the site to collect groundwater samples from
monitoring wells MW-1, MW-2, MW-5, MW-6. The Provectus ORS sleeves were removed prior to
purging the wells. Prior to sampling, the wells were purged by removing at least three well
volumes. A copy of the groundwater sampling field notes are included in Appendix C.
After purging was completed, the groundwater sample was collected from the bailer by pouring
directly into the laboratory supplied containers. Each container was labeled and placed in a
cooler containing ice to maintain the samples at approximately 4 Celsius. The sample
containers were then submitted to Con-Test Analytical Laboratory located in East Longmeadow,
Massachusetts, a North Carolina certified laboratory, to be analyzed for volatile organic
compounds (VOCs) using Standard Method 6200B plus MTBE, diisopropyl ether, and 1,2-
dibromoethane. Proper chain-of-custody (COC) procedures were followed from sample
collection through the transportation process. A copy of the COC is attached in Appendix D.
The Provectus ORS sleeves were reinstalled in the wells following sample collection.
6.0 RESULTS
6.1 Groundwater Flow Direction
Based on the depth to water table measurements collected on January 3, 2020, the
groundwater gradient is to the west-northwest beneath the site (Figure 5).
6.2 Groundwater Sampling Results
Laboratory analysis of groundwater samples collected from monitoring wells MW-1 and MW-2
indicated multiple petroleum hydrocarbons at concentrations greater than their respective
NC2LGWQS, including benzene at concentrations greater than or equal to its GCL. Laboratory
analysis of the groundwater samples collected monitoring wells MW-5 and MW-6 indicated
several additional petroleum hydrocarbons at concentration greater than laboratory detection
limits, but below their respective NC2LGWQS. A summary of the current groundwater analytical
results are included in Table 3. A copy of the laboratory analytical report is included in Appendix
D. An isoconcentration map for the detected concentrations of benzene is shown as Figure 6.
7.0 CONCLUSIONS AND RECOMMENDATIONS
During the MMPE event conducted between December 2 and 4, 2019, approximately 5,024
gallons of liquid and 8.15 gallons of volatile organics as vapors were removed from the site.
Compound concentrations indicated in the sample collected from monitoring well MW-2 on
January 3, 2020, increased approximately 12 percent as compared to the sample collected in July

2019. Groundwater contamination in the vicinity of monitoring well MW-1 has decreased from
free phase product to dissolved phrase. In addition, compound concentrations in the samples
collected from monitoring well MW-5 and MW-6 on January 3, 2020, have decreased
approximately 99 and 40 percent, respectively, as compared to the samples collected in July
2019. Based upon the results of the groundwater sampling following the MMPE event, it is
believed that the MMPE event pulled the contamination from the surrounding formation to the
vicinity of monitoring well MW-2. ECS recommends collecting groundwater samples from
monitoring wells MW-1, MW-2, MW-5, and MW-6 in June 2020 to gauge the effectiveness of the
Provectus ORS sleeves. ECS also recommends conducting an additional MMPE event at the site
utilizing monitoring wells MW-1 and MW-2 as extraction points with a volume limit of 10,000
gallons.

From December 2 through December 4, 2019, Progress Environmental Group, Inc. (Progress)
conducted a mobile multi-phase extraction (MMPE) event at the McGee Grocery Site located at 7921
Old Reidsville Road in Browns Summit, North Carolina. Progress extracted fluids and vapors from
monitoring wells MW-1 and MW-2. The event began at approximately 10:15 a.m. on December 2,
2019. The stinger depths were set at varying depths of approximately 10-20 below land surface (bls)
during the event. Progress selected the extraction point as directed by ECS Southeast, LLP personnel.
A photoionization detector (PID) was used to measure effluent vapors from the system. System
vacuum pressure was measured between 16.0 and 20.0 inches of Hg throughout the event. The MMPE
event was terminated at approximately 3:00 p.m. on December 4, 2019. Note that Progress was
instructed to terminate the event as soon as an approximate volume of 5,000 gallons of contaminated
groundwater had been recovered.
Progress measured stack velocity using an averaging Pitot tube installed across the two-inch liquid-ring
pump vapor discharge stack to determine flow in actual cubic feet per minute (ACFM). Progress
employed the following equation to convert ACFM to standard cubic feet per minute (SCFM):
SCFM=ACFM(TSTP / TActual)( PActual /PSTP)
TSTP - Standard temperature (68oF = 528oR)
TActual - Actual temperature (stack conditions (0F) +460oR)
PActual - Actual pressure (stack conditions - observed gauge value in inches of water)
PSTP - Standard pressure (29.92 inches of Hg = 646 inches of water)
The average liquid ring pump (LRP) stack temperature measured for each recovery location was
incorporated into the above equation to yield a correction factor applied to the data to calculate a mass
removal in vapor-phase. Summary MMPE data including average stack temperature, average vacuum
applied, airflow effluent data, and estimated total emissions (in pounds) for the extraction location are
presented in Tables B-8A and B-8B.

The fluids extracted from the wells were pumped into an on-site tanker truck. During the event
Progress was able to evacuate approximately 5,023.8 gallons of contaminated groundwater. Based on
total emission calculations completed by Progress, the event removed approximately 50.936 pounds (or
8.15 gallons) of petroleum product as vapor from beneath the site. The fluids were transported off-site
for proper disposal.
