The site was formerly a Texaco gas station. Photographs of the site are included in Appendix A. Based on information provided to ECS, two 4,000-gallon gasoline and one 2,000-gallon gasoline USTs were removed from the site in June 2002. Two 1,000-gallon USTs were closed in place at the site in June 2002. A 550-gallon heating oil UST was still in service at the site in 2008 and a waste oil UST of unknown size was also still in service at that time; however, both were closed in place in July 2019. Soil contamination was discovered upon removal of the three gasoline USTs with total petroleum hydrocarbons (TPH) detected in the soil samples from 1.0 mg/kg to 9,660 mg/kg. Approximately 83 tons of contaminated soil was excavated from the tank basin and disposed of off-site. A receptor survey was conducted in June 2003. No water supply wells were identified within 1,000 feet of the source area during the receptor survey and municipal water was noted to be provided to each property within 1,000 feet of the source area. In 2008, a monitoring well was installed onsite and multiple petroleum hydrocarbons were detected in the groundwater sample collected from the monitoring well above their respective Gross Contamination Levels (GCLs). In 2009, two aggressive fluid vapor recovery (AFVR) events were conducted on monitoring well MW-1. ECS sampled monitoring well MW-1 in January 2019 and detected multiple petroleum hydrocarbons above their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS). On August 6, 2019, ECS observed the in-place closure of the one 550-gallon heating oil UST and one waste oil UST of unknown size. As determined from the USGS Topographic Map, Wilkesboro, North Carolina Quadrangle (Figure 1), the site is at an approximate elevation of 1,040 feet above mean sea level. The Yadkin River is located approximately 1,500 feet north of the site and Club Creek is located approximately 1,500 feet south-southeast of the site. Surface runoff on the site is generally to the north-northwest. According to the Geologic Map of North Carolina (1981), the subject site is situated in the Piedmont Physiographic Province. The soils encountered in this area are the residual product of in-place chemical weathering of rock presently underlying the site. In general, shallow unconfined groundwater movement within the overlying soils is controlled largely by topographic gradients. However, as the groundwater percolates downward to the bedrock, it becomes controlled by the orientation of the rock fracture systems. Thus, the direction of groundwater movement may not be consistent with the reflecting topography. Recharge occurs primarily by infiltration along higher elevations and typically discharges into streams or other surface water bodies. The elevation of Groundwater Monitoring Report Wilkes Texaco NCDEQ Incident No. 24548 100 West Main Street Wilkesboro, Wilkes County, North Carolina March 2, 2020 4 the shallow water table is transient and can vary with seasonal fluctuations in precipitation. Movement of groundwater under water table conditions is generally from higher to lower elevations. As such, shallow groundwater would be expected to flow to the north-northwest beneath the site. 3.0 FIELD ACTIVITIES 3.1 Groundwater Flow Measurements On November 14, 2019, ECS measured the static water level in MW-1 using a decontaminated electronic water level meter. The depth to water was measured at 38.61 feet below top of casing (ft btoc). The well construction information and static water level measurement can be found on Table 1. 3.2 Monitoring Well Sampling On November 14, 2019, ECS personnel collected a groundwater sample from monitoring well MW- 1. The location of the monitoring well is shown on Figure 2. Prior to sampling, the well was purged using a new disposable polyethylene bailer and new length of nylon cord. The well was developed/purged by evacuating a minimum of three well volumes using the bailer and cord. The well was developed/purged to remove sand, silt, and other fine sediments and to promote communication between the surrounding formation and the sand pack surrounding the well’s screened interval. After purging was completed, the sample was placed into laboratory prepared containers. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately four degrees Celsius. The sample containers were then submitted to Con-Test Analytical Laboratory in East Longmeadow, Massachusetts to be analyzed for volatile organic compounds using Standard Method 6200B. A Chain of Custody Record was maintained and is included in Appendix B. 3.3 Receptor Survey Update Following collection of the groundwater sample on November 14, 2019, ECS conducted a receptor survey update within 1,000 feet of the source area. No water supply wells were identified within 1,000 feet of the source area. In addition, municipal water is available to each property within 1,000 feet of the source area. 3.4 Groundwater Analytical Results Review of the laboratory analytical results of the sample collected from monitoring well MW-1 identified several compounds at concentrations greater than their respective NCLGWQS but below their respective Gross Contaminant Level (GCL). Additional compounds were identified at concentrations greater than the laboratory method detection limits, but less than their respective NC2LGWQS. A copy of the laboratory analytical report and COC are included in Appendix B. Groundwater Monitoring Report Wilkes Texaco NCDEQ Incident No. 24548 100 West Main Street Wilkesboro, Wilkes County, North Carolina March 2, 2020 5 4.0 CONCLUSIONS AND RECOMMENDATIONS Compound concentrations identified in the sample collected from monitoring well MW-1 in November 2019 increased as compared to those identified in the sample collected in January 2019. The increase in compound concentrations may be attributed to an increase in the measured groundwater level in monitoring well MW-1, which was approximately 10 feet higher in November 2019 than that measured in monitoring well MW-1 in January 2019. ECS recommends collecting an additional sample from monitoring well MW-1 in approximately six months (May 2020) to evaluate if the compound concentrations are continuing to increase. If the compound concentrations decrease or remain stable, as the site meets the criteria for a Low risk classification, the site may be granted a status of No Further Action with a Notice of Residual Petroleum. ECS also recommends that the current property owner be provided a copy of this report for their records. FLAG/QUALIFIER SUMMARY Detected but below the Reporting Limit (lowest calibration standard); therefore, result is an estimated concentration (CLP J-Flag). J Laboratory fortified blank/laboratory control sample recovery and duplicate recoveries outside of control limits. Data validation is not affected since all results are "not detected" for associated samples in this batch and bias is on the high side. L-02 Laboratory fortified blank/laboratory control sample recovery and duplicate recovery are outside of control limits. Reported value for this compound is likely to be biased on the low side. L-04 Either laboratory fortified blank/laboratory control sample or duplicate recovery is outside of control limits, but the other is within limits. RPD between the two LFB/LCS results is within method specified criteria. L-07 Elevated reporting limit due to high concentration of target compounds.RL-11 [TOC_1]Flag/Qualifier Summary[TOC] Page 13 of 18 Table of Contents 39 Spruce Street * East Longmeadow, MA 01028 * FAX 413/525-6405 * TEL. 413/525-2332 CertificationsAnalyte CERTIFICATIONS Certified Analyses included in this Report SM21-22 6200B in Water NCAcetone NCBenzene NCBromobenzene NCBromochloromethane NCBromodichloromethane NCBromoform NCBromomethane NC2-Butanone (MEK) NCn-Butylbenzene NCsec-Butylbenzene NCtert-Butylbenzene NCCarbon Tetrachloride NCChlorobenzene NCEthanol NCChlorodibromomethane NCChloroethane NCChloroform NCChloromethane NC2-Chlorotoluene NC4-Chlorotoluene NC1,2-Dibromoethane (EDB) NC1,2-Dichlorobenzene NC1,3-Dichlorobenzene NC1,4-Dichlorobenzene NCDichlorodifluoromethane (Freon 12) NC1,1-Dichloroethane NC1,2-Dichloroethane NC1,1-Dichloroethylene NCcis-1,2-Dichloroethylene NCtrans-1,2-Dichloroethylene NC1,2-Dichloropropane NC1,3-Dichloropropane NC2,2-Dichloropropane NC1,1-Dichloropropene NCcis-1,3-Dichloropropene NCtrans-1,3-Dichloropropene NCDiisopropyl Ether (DIPE) NCEthylbenzene NC2-Hexanone (MBK) NCIsopropylbenzene (Cumene) NCp-Isopropyltoluene (p-Cymene) NCMethyl tert-Butyl Ether (MTBE) NCMethylene Chloride NC4-Methyl-2-pentanone (MIBK) NCNaphthalene NCn-Propylbenzene NCStyrene [TOC_1]Certifications[TOC] Page 14 of 18 Table of Contents 39 Spruce Street * East Longmeadow, MA 01028 * FAX 413/525-6405 * TEL. 413/525-2332 CertificationsAnalyte CERTIFICATIONS Certified Analyses included in this Report SM21-22 6200B in Water NC1,1,2,2-Tetrachloroethane NCTetrachloroethylene NCToluene NC1,2,3-Trichlorobenzene NC1,2,4-Trichlorobenzene NC1,1,1-Trichloroethane NC1,1,2-Trichloroethane NCTrichloroethylene NCTrichlorofluoromethane (Freon 11) NC1,2,3-Trichloropropane NC1,2,4-Trimethylbenzene NC1,3,5-Trimethylbenzene NCVinyl Acetate NCVinyl Chloride NCm+p Xylene NCo-Xylene The CON-TEST Environmental Laboratory operates under the following certifications and accreditations: Code Description Number Expires 100033AIHA-LAP, LLC - ISO17025:2017AIHA 03/1/2020 M-MA100Massachusetts DEPMA 06/30/2020 PH-0567Connecticut Department of Publilc HealthCT 09/30/2021 10899 NELAPNew York State Department of HealthNY 04/1/2020 2516 NELAPNew Hampshire Environmental LabNH-S 02/5/2020 LAO00112Rhode Island Department of HealthRI 12/30/2019 652North Carolina Div. of Water QualityNC 12/31/2019 MA007 NELAPNew Jersey DEPNJ 06/30/2020 E871027 NELAPFlorida Department of HealthFL 06/30/2020 LL015036Vermont Department of Health Lead LaboratoryVT 07/30/2020 2011028State of MaineME 06/9/2021 460217Commonwealth of VirginiaVA 12/14/2019 2557 NELAPNew Hampshire Environmental LabNH-P 09/6/2020 VT-255716Vermont Department of Health Drinking WaterVT-DW 06/12/2020 25703North Carolina Department of HealthNC-DW 07/31/2020 68-05812Commonwealth of Pennsylvania DEPPA 06/30/2020 Page 15 of 18 Table of Contents Page 16 of 18 Table of Contents Page 17 of 18 Table of Contents Page 18 of 18 Table of Contents
