PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: Violations noted in Mary Whaley's February 19, 2018 report had previously been resolved. OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA °°°°­ ,n0`°"'�� '°"""' Solid Waste Section ADDITIONAL COMMENTS This facility is permitted to receive municipal solid waste generated within areas consistent with the service area of the receiving landfill. Waste must be transported for disposal to an appropriately permitted sanitary landfill. The following items were observed during the inspection: 1. The average daily tonnage for the site is between 150 and 200 tons/day. The transfer station is designed to handle a maximum average rate of 1,000 tons per day. 2. Operational hours are Monday through Friday 8:00 to 4:30 and Saturday 8 to 12. 3. A responsible individual trained and certified in facility operations must be on -site during all operating hours of the facility, in accordance with G.S. 130A-309.25. An attendant must be present to oversee the loading and unloading of waste. The following SWANA Certified Transfer Station Operations Specialist certifications for facility staff were reviewed: o James Chaves, TS2010126, exp Nov. 29, 2022 o Jeffrey Abbott, TS2020021, exp Feb. 27, 2023 o Robert Holden, TS2020025, exp Feb 27, 2023 o Mark Taylor, TS2012070, exp Aug. 28, 2021 o Ricky Downing, TS2015030, exp Mar. 25, 2021 James Chaves, Robert Holden and Ricky Downing were onsite during the inspection. 4. The tipping floor and transfer trailer loading area was being maintained in a clean, sanitary condition (Figure 1). 5. Windblown material was minimal and was being collected at the time of inspection. Some waste was outside the transfer trailer loading area, facility staff removed this material during the inspection (Figure 2). 6. Transfer trailer compactor has been removed. If the facility has not done so already, please notify the Permitting Branch of this change in the Operating Plan. 7. The leachate control system appeared to be in good operational order; floor drains were clean and clear. 8. Waste may be stored on -site, in transfer trailers constructed, operated, and maintained to be leak resistant, with watertight covers. One of the full transfer trailers had a small hole near the top (Figure 3). This was not actively leaking leachate at the time; however, it could be problematic as the trailer is being hauled. Inspect trailers prior to loading and make necessary repairs to transfer trailers so that they are leak resistant. 9. Waste screening is being performed and records were reviewed for January 2, 2020 through March 16, 2020. Please see Attachment 1 below for photos taken during the inspection.
