Subject: Heating Oil Tank Removal Project Report

The Underground Storage Tank (UST) Section of the Mooresville Regional Office (MRO) received
the subject report, from you, on May 23, 2002. Upon review, the MRO offers the following comments:
1. When the subject report was completed, in 1996, by Spectrum Environmental, the following was
required :
a. Upon discovery of a suspected release one "worst case" soil sample was required to be
taken to confirm, by laboratory analytical, that a release had occurred.
b. Any contaminated soils or suspected contaminated soils could not be removed from the
excavation unless a licensed geologist or licensed engineer was on -site.
C. Adequate soil sampling of all sidewalls and excavation bottom was required, under the
direct supervision of a licensed geologist or engineer, to show that horizontal and vertical
extent of soil contamination was adequately abated.
d. Please provide the soil disposal certificate from the permitted soils disposal facility. Did
the disposal facility require that the soils be tested prior to acceptance? If so, please
provide the analytical.
e. No map showing the former UST locations or soil sample location was included in the
report.
