And by virtue of completing the annual training
requirements is hereby registered as a Portable Sanitation &
Septage Management Firm
in the State of North Carolina.
This permit to operate a Septage Management Firm is issued to the above named person, business or entity alone and is not transferable to any other person, business or entity.
Firm operation shall be in accordance with the provisions of N.C. General Statute 130A-291.1 - 130A-291.3, Title 15A of the N.C. Administrative Code 13B .0800 et.seq., conditions of the permit, and representations made in the application and accompanying documents for a permit.
The permit holder is authorized to discharge septage only at the locations(s) listed below:
1.MSD of Buncombe County, French Broad River WRF
This permit does not entitle the permit holder to operate a Septage Land Application Site, a Septage Detention or Treatment Facility, or any other solid waste management facility not specified herein.
Failure to operate as permitted may result in the Department suspending or revoking this permit, initiating action to enjoin the unpermitted operation, imposing administrative
penalties, or invoking any other remedy as provided in Chapter 130A, Article 1, part 2 of the North Carolina General Statutes. This permit and registration expires on December 31, 2020.

Dear Mr. Griffin,
During a phone conversation on 2/13/2020, NCDWM was informed that Griffin Waste Services Permit # NCS-01241 had changed ownership and was now owned by FusionSite Asheville LLC. As a result of this change, per 15A NCAC 13B .0834 (h) that states “Permits shall not be transferable,” it was necessary for Griffin Waste Services to obtain a new Septage Management Firm Permit where FusionSite Asheville LLC is recognized as the owner of the firm; in order for Griffin Waste Services to continue to operate as a septage management firm and be compliant with the above stated rule.
We have received a payment for the new permit fee in the amount of $800.00 and an Application for a Permit to Operate a Septage Management Firm. When the new permit to operate a septage management firm is issued, the new
firm permit number will be NCS-01523. Section .0835 of the Septage Management Rules provides the requirements for lettering your vehicle(s).
This Application to Operate a Septage Management Firm will not be processed until an updated authorization to discharge septage at an approved facility has been received and the vehicles have been inspected for compliance with the rules and approved by the Division. The lettering must be no less than 3” in height and must show the firm name, city, phone number and permit number. This lettering must be shown on both sides of the vehicle(s) and must be permanently attached to the vehicles. When the required lettering has been completed, contact Mr. Troy Harrison, in the Asheville Regional Office at 828-296-4701 to request a truck inspection.
This letter shall not be considered as a permit to operate a Septage Management Firm. Please note that one may not legally operate a septage management firm in North Carolina without a permit. General Statutes, GS 130A-291.1 (c) states in part “A septage management firm that commences operation without first having obtained a permit shall cease
to operate until the firm obtains a permit under this section.” You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Statute or Regulations. The trucks were properly marked in accordance with the lettering requirements. 6. No leaks were observed. 7. The permit application lists eight more vehicles that will need an inspection.
