Registration No. 17577 Groundwater Monitoring Report City of Concord Project No. 2002-044 Lake Fisher Pump House March 30,2020 3.0 SITE DESCRIPTION The Lake Fisher pump house is located in Concord, Cabarrus County, North Carolina at the end of Lake Fisher Road (see Figures 1, 2, and 3). The facility is comprised of an on -site building structure (pump house) and a No. 2 fuel oil above ground storage tank (AST) [see Figure 4]. The former underground storage tanks (USTs) were removed in 1998 and 1999. The AST is currently used to run the generator at the pump house in emergency situations. 4.0 SITE HISTORY During the closure of the 3,000-gallon UST, impacted soil was discovered through laboratory analysis. Soil excavation was reportedly performed during closure and was excavated to satisfy the applicable action limits at the time for total petroleum hydrocarbons (TPH) of 10 milligrams per kilogram (mg/kg) for volatile petroleum hydrocarbons and 40 mg/kg for semi -volatile petroleum hydrocarbons. A limited site assessment (LSA) was performed and monitor well MW-1 was installed by SEI Environmental (SEI). Analytical results for petroleum impact to groundwater in monitoring well MW-1 were negative. During the closure of the 1,000-gallon UST, an LSA was performed and monitoring well MW-2 was installed. Subsequently, petroleum impacts to groundwater were further delineated during a comprehensive site assessment (CSA) and corrective action plan (CAP), both performed by Applied Earth Sciences (AES). NCDENR's Mooresville Regional Office (MRO) requested that the City of Concord submit a Groundwater Monitoring Report to update the groundwater contained in this report. Groundwater Monitoring Report City of Concord Project No. 2002-044 Lake Fisher Pump House March 30,2020 5.0 GROUNDWATER ELEVATIONS A site layout map is included as Figure 4 and was prepared from surveying data acquired in March 2, 2020. A finished floor elevation of 624.95 feet above mean sea level (MSL) at the pump house building was determined using GPS equipment (accuracy of +145 feet) with reference to a nearby NCGS benchmark monument (No. 7JS22). Groundwater level data obtained for Spring 2020 is summarized in Table 1. Based on the groundwater measurements, the inferred groundwater flow direction in the surficial aquifer is generally to the east. The depth to groundwater (DTW) across the site ranged from approximately 4.85 feet (MW-2) to 5.72 feet (MW-3) below the existing land surface (bls). The average depth to groundwater at the site on March 2, 2020 was calculated at approximately 5.07 feet bls. The average estimated groundwater flow gradient is 0.05 ft/ft. The average groundwater elevation at the site is determined to be at 618.03 ft. above mean sea level. Figure 4 provides an interpretation of the groundwater surface presented as a contour map using the most recent DTW measurements obtained from site monitoring wells. Evidence of free product has not been observed or measured at the site to date during the course of the City's post -corrective action field activities. 6.0 GROUNDWATER REMOVAL In January 2003, removal of impacted groundwater at the site utilizing a vacuum truck was performed. Groundwater was removed from monitoring well MW-2 and from temporary wells TW-2 and TW-3, one each located within a recovery sump. A total of 644 gallons of impacted groundwater was removed and disposed from these wells. No additional groundwater has been removed from the site. 7.0 GROUNDWATER MONITORING Monitoring wells MW-2, MW-3, MW-4, MW-51), and MW-6 were sampled in February 21, 2020 and submitted for analysis to Prism Laboratories in Charlotte, North Carolina according to EPA Methods SM 6200B, 625 plus ten (10) largest tentatively identified compounds (TICs), and Groundwater Monitoring Report City of Concord Project No. 2002-044 Lake Fisher Pump House March 30,2020 MADEP Methods EPH & VPH. The sampling for these wells were performed upon the recharge of the well, and the sample volumes collected allowed for Method 625 to be completed by the laboratory. Laboratory analytical results show petroleum -related impacts in monitoring wells MW-2 and MW-6. Overall, hydrocarbon impacts have significantly decreased in both monitoring wells MW-2 and MW-6 when compared to the testing completed in the Spring of 2017. Monitoring well MW-2 results listed constituents of benzene, aliphatic and aromatic compounds above the North Carolina Ground Water Standards (NCGWS), while MW-6 only listed constituents of aliphatic compounds above NCGWS. Results are summarized in Table 2. 8.0 POTENTIAL RECEPTORS Lake Fisher, a source of potable drinking water for the City of Concord, is located approximately 250 feet upgradient and to the north of the source area. The intake location for the 24-inch diameter raw water pipe is located directly beneath the gatehouse at the base of the dam. Raw water is pumped via suction from the intake location through the water line to north side of the pump house and then is carried within the pipe(s) to the west of the pump house and then south to the Hillgrove Water Treatment Plant (WTP) owned and operated by the City of Concord under the direction of the Water Resources Department. Cold Water Creek flows to the south and adjacent to the source area. The source area and the surface of the Creek are separated by a steep bank at an approximate horizontal distance of 25 to 30 feet. There are three potentially active water supply wells in the vicinity of the release area, all of which are up -gradient from the source area and serve as irrigation supply for the houses closest to the site at distances of approximately 600 feet, 1,010 feet, and 1,350 feet to the northwest. The well that was previously noted as the closest was recently verified in the field to be disconnected and not operational. Groundwater Monitoring Report City of Concord Project No. 2002-044 Lake Fisher Pump House March 30,2020 9.0 CONCLUSIONS The impacted soils have been previously removed at the site to the greatest extent possible given the physical limitations of the site, its structures, existing groundwater levels, and the safety limitations during the excavation process. One previous aggressive fluid vapor recovery (AFVR) event was performed. No odors were noted during sampling operation and there has been a significant reduction in the concentration of however constituents above 2L Standards remain in the groundwater at locations MW-2 and MW-6. Because of the site's `High' risk classification, the action levels for groundwater are the NCAC 15A 2L Standards. The City of Concord proposes to re -sample at a future date during the Spring of 2021. Should future groundwater analytical results indicate BTEX levels below the 2L Standards, the City of Concord will request a No Further Action notification from the NCDENR.
