An automobile repair facility is on site On October 14, 2019, ECS observed the installation of monitoring well MW-6. On October 17, 2019, ECS personnel collected groundwater samples from monitoring wells MW-1 through MW-6. The receptor survey update indicated seven water supply wells located within 1,000 feet of the Groundwater Monitoring Report Former Fork Exxon Advance, Davie County, North Carolina NCDEQ Incident No.: TF-22633 ECS Project No. 49:1207-B January 3, 2020 2 source area; however, only two of the water supply wells (WSW-3 and WSW-4) are used for potable sources. Based upon the results of the October 17, 2019, sampling event, overall compound concentrations have decreased in the sample collected from monitoring well MW-2 by approximately 46 percent as compared to the sample collected in November 2018. The benzene concentration detected in monitoring well MW-2 has decreased to below its Gross Contaminant Level (GCL) but remains greater than the North Carolina 2L Groundwater Quality Standards (NC2LGWQS). While the concentrations of 1,2-dibromomethane (EDB) and 1,2-dichloroethane (1,2-DCA) have decreased, they still remain at concentrations greater than their respective NC2LGWQS and GCLs. The samples collected from the remaining monitoring wells continue to not exhibit any petroleum compounds at concentrations greater than the laboratory method reporting limits. ECS recommends installing a remedial device in monitoring well MW-2 in order to assist in the continued decrease of the EDB and 1,2-DCA concentrations. ECS also recommends contacting the property owners of the properties containing water supply wells WSW-3 and WSW-4 to determine if they would be amenable to connecting to the available municipal water supply. 2.0 PROJECT INFORMATION The former Fork Exxon site is located at 3341 US Highway 64 East in Advance, Davie County, North Carolina (Figure 1). Photographs of the site are included in Appendix A. Four USTs (two gasoline, one diesel fuel, and one heating oil) were removed from this site in December 1998. Information regarding the UST system is provided in Table 1. The only soil removed was the soil excavated to remove the USTs. No other impacted soil was removed at the time of UST closure. Samples were collected from beneath the floor of the UST excavations, dispenser islands, and from the piping areas during the UST closure activities. The samples were analyzed for Total Petroleum Hydrocarbons by Method 5035 or Method 3550 as appropriate for the possible contaminant. Analysis of the UST closure soil sample detected TPH as gasoline above the State Action Limit near the southwest end of the 4,000 gallon gasoline UST. Based on the distribution of the gasoline impacted soils, it appears that the release was associated with the gasoline piping where it crossed the former 4,000 gallon UST. The analyses performed on the soil samples collected from the 550 gallon diesel fuel UST excavation detected TPH above the State Action Limit of 10 ppm. The sample, T3-S 1-7.5, collected at the southwest end of the diesel UST indicated that the soils in this area were impacted with diesel constituents. The analyses performed on the soil samples collected from the 550 gallon heating oil UST excavation detected TPH above State Action Limit of 10 ppm. The sample, T4-Sl-5.5, collected at the western end of the heating oil UST indicated that the soils in this area were impacted with heating oil. In August 2005, the NCDEQ issued a Notice of Violation (NOV) requiring that a Limited Site Assessment (LSA) be performed. An LSA was subsequently prepared for the site by Geoscience & Technology, P.A. (Geoscience, report dated February 3, 2006). According to information contained in the Geoscience report, LSA guidelines require a soil boring/monitoring well to be installed at the location of the most petroleum impacted soils as based on the results of the UST Closure samples. The UST closure samples collected beneath the USTs revealed that impacted soils were present at the southwest end of the 4,000 gallon gasoline UST (363 ppm TPH as Groundwater Monitoring Report Former Fork Exxon Advance, Davie County, North Carolina NCDEQ Incident No.: TF-22633 ECS Project No. 49:1207-B January 3, 2020 3 gasoline), the southwest end of the 550 gallon diesel UST (1,647 ppm C9 to C22 aromatic range hydrocarbons) and the western end of the 550 gallon heating oil UST (2,647 ppm C9 to C22 aromatic range hydrocarbons). GeoScience personnel visited the subject site and performed the LSA "Source Area Borings," designated HOT1/MW-1 (in the former 550 gallon heating oil UST area), ABI/MW-2 (located in the gasoline piping release area), and AB2/MW-3 (located in the former 550 gallon diesel fuel UST area). These locations were chosen to locate the borings/wells in the area where the most impacted soils were previously detected. The analyses performed on the soil samples collected from the gasoline piping release area detected 10 hydrocarbons and C9 to C18 aliphatic range hydrocarbons at concentrations that exceed their respective Soil-to-Groundwater maximum soil contaminant concentrations (MSCCs) at depths of 16.5 and 21.5 feet below grade and 3 hydrocarbons and C9 to C18 aliphatic and C9 to C22 aromatic range hydrocarbons at concentrations that exceed their respective Residential MSCCs at depths of 16.5 and 21.5 feet below grade. No targeted constituents were detected above the laboratory reporting limits below a depth of 31.5 feet. In addition, no additional samples contained compound concentrations greater than the laboratory method reporting limits. As part of the LSA, in January 2006, Geoscience personnel performed visual reconnaissance in the area surrounding the subject site to determine land uses, determine if surface water features are located nearby and to look for evidence of water supply wells. Land uses within 1,000 feet of the site are a mixture of business, residential, and agricultural uses. As to future uses of the subject site and nearby area, the site and existing buildings will likely continue to be used as a commercial business due to its construction as a garage, its current zoning classification and proximity to U.S. Highway 64 and NC Highway 801. The majority of the nearby residential properties are likely to remain in use as residential sites based on their current use and the existing structures. The site area walkover indicated no surface water bodies are located within 500 feet of the source areas at the site. Seven water supply wells were identified within the 1,000-foot search radius. Three of these seven wells were found to be in-use as potable water supply sources (Figure 2). Information regarding the water supply wells is provided in Table 2. The closest of these in-use wells was approximately 750 feet from the former UST area. The other in-use wells are located approximately 800 and 1,000 feet from the subject site. The Davie County Utility Department was also contacted regarding the availability of municipal water supply in the site area. According to information obtained from Davie County Utilities, water service is available to all properties located within 1,000 feet of the subject site. ECS conducted a groundwater monitoring event on March 10, 2015, that included the sampling of monitoring wells MW-1, MW-2, and MW-3. Based upon the analytical report, benzene, EDB, 1,2-dichloroethane (1,2-DCA), isopropyl ether (IPE), naphthalene, toluene, 1,2,4- trimethylbenzene, and total xylenes were detected in the groundwater sample collected from monitoring well MW-2 at concentrations greater than their respective NC2LGWQS, with concentrations of benzene, EDB, and 1,2-DCA greater than their respective GCLs. Based on water levels measured on March 10, 2015, the groundwater flow direction was determined to be to the southwest. Groundwater Monitoring Report Former Fork Exxon Advance, Davie County, North Carolina NCDEQ Incident No.: TF-22633 ECS Project No. 49:1207-B January 3, 2020 4 On October 19, 2015, personnel from ECS mobilized to the site to gauge the static water level in monitoring wells MW-1, MW-2 and MW-3. Based on water levels measured on October 19, 2015, the groundwater flow direction is to the west-southwest. On February 2, 2016, ECS mobilized to the site to observe and document the installation of monitoring wells MW-4 and MW-5. On February 3, 2016, ECS personnel collected samples from monitoring wells MW-2, MW-4, and MW-5. Laboratory analytical results from the February 2016 monitoring event indicate that targeted compounds were detected in the groundwater sample collected from monitoring well MW-2 greater than their respective NC2LGWQS and their respective GCLs. Static water levels indicated that the groundwater was determined to flow south beneath the site. Analytical results indicate the leading edge of the plume is located east of newly installed monitoring well MW-4. No free product was detected in the monitoring wells. ECS collected groundwater samples from monitoring wells MW-1, MW-2, MW-3, MW-4, and MW- 5 on November 30, 2018. Review of the laboratory analytical results for the sample collected from monitoring well MW-2 indicated several compounds at concentrations greater than their respective NC2LGWQS, including benzene, EDB, and 1,2-DCA at concentrations greater than their respective GCLs. Compounds were not indicated at concentrations greater than the laboratory method reporting limits in the remaining samples collected. 3.0 SITE GEOLOGY As determined from the USGS Topographic Map, Churchland, North Carolina Quadrangle dated 2000 (Figure 1), the site is located at an approximate elevation of 800 feet above mean sea level. Unnamed tributaries to the Yadkin River are located to the north and south of the site. Surface runoff on the site is generally to the south, towards unnamed tributaries of the Yadkin River. According to the Geologic Map of North Carolina, the site is located in the Charlotte Belt of the Piedmont Physiographic Province. The site bedrock consists of mostly megacrystic and equigranular granitic rock. The soils encountered in this area are the residual product of in- place chemical weathering of rock presently underlying the site and/or historic depositional events. According to the USDA Soil Survey Map, the soils at the site consists of the Pacolet sandy clay loam (PcB2). The PcB2 is found on 2 to 8 percent slopes and consists of sandy clay loams that originated from weathered granites. In general, shallow unconfined groundwater movement within the overlying soils is controlled largely by topographic gradients. However, as the groundwater percolates downward, it becomes controlled by the subsurface geologic conditions. Thus, the direction of groundwater movement in the deeper aquifers may not be consistent with the reflecting topography. Recharge occurs primarily by infiltration along higher elevations and typically discharges into streams or other surface water bodies. The elevation of the shallow water table is transient and can vary with seasonal fluctuations in precipitation. Movement of shallow groundwater is generally from higher to lower elevations. Based on the topography, groundwater is expected to flow to the north-northeast beneath the site. Groundwater Monitoring Report Former Fork Exxon Advance, Davie County, North Carolina NCDEQ Incident No.: TF-22633 ECS Project No. 49:1207-B January 3, 2020 5 4.0 GROUNDWATER ASSESSMENT 4.1 Monitoring Well Installation On October 14, 2019, ECS observed the installation of monitoring well MW-6. The monitoring well was installed to a depth of 50 feet below ground surface and constructed with a 10 foot section of 0.01 slot screen material attached to a PVC riser pipe to just below the ground surface. The annular space between the borehole walls and the PVC well material was filled with washed and graded medium sand from the bottom of the borehole to approximately two- feet above the top of the well screen. A bentonite seal was placed above the sand pack, with the remainder of the borehole annulus filled with a bentonite/grout cement slurry. The well surface was completed with a lockable, water tight well plug, a flush grade protective steel cover, and a 2 foot by 2 foot concrete pad. The boring log and well construction record for the well are included in Appendix B. Following the installation of the monitoring well, ECS personnel measured the top-of-casing of the monitoring well relative to the existing monitoring wells at the site. The monitoring well construction details are summarized in Table 3. 4.2 Groundwater Measurements On October 17, 2019, ECS measured the static water level in monitoring wells MW-1 through MW-6 using a decontaminated electronic water level meter. The average static water level beneath the site was determined to be approximately 42 feet below the top-of-casings. The static water level measurements are presented in Table 3. 4.3 Monitoring Well Sampling Following the collection of the groundwater level measurements, ECS personnel collected groundwater samples from monitoring wells MW-1 through MW-6. The locations of the wells are shown on Figure 3. Prior to sampling, the wells were purged using a dedicated disposable polyethylene bailer and new length of nylon cord. The wells were developed/purged by evacuating a minimum of three well volumes using the bailer and cord. After purging was completed, the samples were poured into laboratory prepared containers. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately four degrees Celsius. The sample containers were then delivered to Pace Analytical Services, a North Carolina certified laboratory, in Huntersville, North Carolina to be analyzed for volatile organic compounds using Standard Method 6200B plus methyl tert butyl ether (MTBE), IPE, and EDB. A Chain of Custody Record was maintained and is included in the Appendix C. The field sampling sheets are included in Appendix D. 4.4 Groundwater Chemistry Prior to collecting the groundwater samples but after well purging, geochemical parameters (temperature, pH, dissolved oxygen, and conductivity) were measured. The turbidity was observed during the sampling and recorded on the Groundwater Sampling Data Sheets (Appendix D). The geochemical results are summarized on Table 4. Groundwater Monitoring Report Former Fork Exxon Advance, Davie County, North Carolina NCDEQ Incident No.: TF-22633 ECS Project No. 49:1207-B January 3, 2020 6 4.5 Receptor Survey Update Following the collection of the groundwater samples on October 17, 2019, ECS personnel conducted a visual reconnaissance of the area surrounding the subject property. In addition, ECS personnel contacted the Davie County Public Utilities Department on December 5, 2019. 5.0 RESULTS 5.1 Groundwater Flow Direction Based upon the groundwater measurements collected on October 17, 2019, groundwater flow at the site was generally to the north-northeast, generally toward monitoring well MW-2 from all directions. Note that groundwater levels measured in monitoring wells MW-1 through MW-5 were on average approximately 2.5 feet higher than those measured in November 2018. Historically, groundwater flow at the site has been toward the south and southwest. The groundwater contour are graphically depicted on Figure 4. 5.2 Monitoring Well Sampling Results Review of the laboratory analytical results for the samples collected on October 17, 2019, indicated several compounds at concentrations greater than their respective NC2LGWQS in the sample collected from monitoring well MW-2, including EDB and 1,2-DCA at concentrations greater than their respective GCLs. No compounds were detected at concentrations greater than the laboratory method reporting limits in the samples collected from monitoring wells MW-1, MW- 3, MW-4, MW-5, or MW-6. The current and historical groundwater analytical results are summarized in Table 5. The current groundwater analytical results are graphically depicted on Figure 5. A copy of the laboratory analytical report is included in Appendix C. 5.2 Receptor Survey Update Results During the area reconnaissance conducted on October 17, 2019, confirmed the presence of the seven water supply wells identified during the January 2006 receptor survey. The Davie County Public Utilities Department personnel contacted by ECS indicated that municipal water was provided to the properties containing water supply wells WSW-1, WSW-2, WSW-5, WSW-6, and WSW-7. The properties containing water supply wells WSW-3 and WSW-4 are not connected to the available municipal water supply and continue to use those water supply wells as their primary source of potable water. 6.0 CONCLUSIONS AND RECOMMENDATIONS Based upon the results of the October 17, 2019, sampling event, overall compound concentrations have decreased in the sample collected from monitoring well MW-2 by approximately 46 percent as compared to the sample collected in November 2018. The benzene concentration detected in monitoring well MW-2 has decreased to below its GCL but remains greater than the NC2LGWQS. While the concentrations of EDB and 1,2-DCA have decreased, they still remain at concentrations greater than their respective GCLs.
