Monitoring Report Marley’s Exxon, Incident #20946, UST No. WS-5829 2445 Old Highway 421 Staley, Randolph County, North Carolina 27355 S&ME Project No. 4305-17-226A January 10, 2020 3 • Gasoline range organics (GRO) and diesel range organics (DRO) concentrations in soil were reported at concentrations greater than corresponding action levels in over excavation confirmation soil samples collected following removal of two USTs and 300 tons of impacted soil in August 2001. Confirm that soil impacts greater than the soil-to-groundwater Maximum Soil Contaminant Concentrations were removed by soil over excavation in 2001. 2. Reduce dissolved petroleum constituents in groundwater to levels less than the 2L Standard. 3.0 Scope of Services 3.1 Contract Information The scope of services for this report was performed in general accordance with S&ME’s proposal number 43- 1400704A dated September 20, 2019. The scope of services was authorized by the North Carolina Department of Environmental Quality (NCDEQ’s) Task Authorization 02, dated October 3, 2019, and within contract number N17002. 3.2 Approved Scope of Services S&ME’s approved Scope of Services for this Task Authorization included the following. Gauging and collecting groundwater samples from three monitoring wells (MW-1R through MW-3). Collecting samples from five active potable water supply wells (WSW-2, WSW-3, WSW-6, WSW-7 and WSW-9). Prepare this report. The scope of services was completed as proposed, with the following exceptions. • Permission to sample water supply wells WSW-3, WSW-6, WSW-7 and WSW-9 could not be obtained prior to the sampling visit. Water supply wells WSW-3, WSW-6, WSW-7 and WSW-9 were not sampled. 4.0 Site History and Characterization 4.1 UST Owner and Operator Information UST owner/operator information is provided in Table 1. 4.2 UST Information One 1.000-gallon gasoline UST, one 3,000-gallon gasoline/diesel UST, and one 6,000-gallon gasoline UST formerly operated at the site. Information about the USTs is provided in Table 2, and the location of the former UST basins is shown in Figure 2. 4.3 Description of the UST Release  Date discovered: November 8, 1999, and August 27, 2001.  Closure soil sample results indicated a release occurred from the former 1,000-gallon UST closed by removal in 1999, with no soil removed. The UST was located near the south end of the building. Soil impacts ranging from 50 milligrams per kilogram (mg/kg) to 670 mg/kg GRO, and from 158 mg/kg to 2,290 mg/kg DRO, were reported in soil samples collected to represent the vertical extent of soil over excavation performed following removal of the 3,000-gallon and 6,000-gallon USTs and associated product lines and dispenser islands during August 2001. The reported sample depths were 12 feet below ground surface following removal of 300 tons of soil. The UST were located in a common basin located south of the southeast corner of the building and the dispensers were located east of the southeast corner of the building, with product lines removed from between the USTs and the dispensers (Figure 2). 4.4 Site Characteristics  The site consists of the abandoned, former store building and graveled former traffic areas. A photographic log of the site and surroundings is provided as Appendix I.  Based upon the groundwater elevation map (Figure 3), groundwater flows to the east southeast. 4.5 Owners and Occupants of Adjoining/Nearby Properties and Land Use The adjacent property to the south is developed for residential use. Surrounding land use is residential and agricultural, with undeveloped land to the north and a rock quarry located to the west, as shown on Figure 5. A site map is provided as Figure 2, and water supply well locations are shown on Figure 5. 4.6 Receptors/Potential Receptor Information Conducting a receptor survey was outside of the scope for this assessment. Previous receptor information is summarized on Table 6. Monitoring Report Marley’s Exxon, Incident #20946, UST No. WS-5829 2445 Old Highway 421 Staley, Randolph County, North Carolina 27355 S&ME Project No. 4305-17-226A January 10, 2020 5  There are five active potable water supply wells and one irrigation well (quarry) located within 1,000 feet of the source area. Two inactive wells are located within 500 feet of the source area.  No surface water body is located within 500 of the source area. A municipal water source is not currently available to the site and surrounding properties. 5.0 Current Site Assessment Information 5.1 Current Liquid Levels On November 25, 2019, S&ME personnel measured depth to groundwater from the top of casing in monitoring wells MW-1R, MW-2 and MW-3, using an electronic water level indicator. Depth to water measurements ranged from 5.63 feet below top of casing in monitoring well MW-2 to 7.47 feet below top of casing in MW-3. Relative groundwater elevations were calculated using the depth to groundwater measurements and the relative top of casing elevations. Groundwater elevation ranged from 94.82 feet relative (ft. rel.) in monitoring well MW-2 to 92.82 ft. rel. in MW-1. The depth to groundwater measurements and groundwater elevations are provided in Table 3. 5.2 Groundwater Monitoring Event On November 25, 2019, S&ME personnel collected groundwater samples from monitoring wells MW-1R, MW-2 and MW-3. Each sample was collected using a clean, disposable, polyethylene bailer. Monitoring wells MW-1R and MW-2 were purged a volume of three casing volumes. Monitoring wells MW-2 and MW-3 were purged to dryness. The field parameters pH, specific conductivity and temperature were measured in each casing volume or upon dryness, and recorded on the groundwater sampling forms, which are located in Appendix II. Groundwater samples were collected directly into laboratory supplied containers, place in a cooler on ice and shipped under standard chain-of-custody record to Con-Test Analytical Laboratory (Con-Test) for analysis. The groundwater samples were analyzed for VOCs by EPA method 6200B. On November 25, 2019, S&ME personnel collected water samples from potable water supply well WSW-2. The sampled water supply well was purged for 15 minutes. The water supply well sampling form is included in Appendix II. The sample was collected into laboratory-supplied containers, placed in a cooler on ice, and shipped under standard chain-of-custody procedure to Con-Test for analysis. The water supply well sample was analyzed for VOCs by Method 6200B. S&ME attempted requests to sample water supply wells by mailing the permission request forms provided in Appendix II to each property owner, by calling property owners using available phone numbers, and by visiting each target property. S&ME did not obtain permission to sample water supply wells WSW-3, WSW-6, WSW-7 and WSW-9. 5.3 Summary of Groundwater Information The laboratory analytical results of the groundwater samples collected from monitoring wells MW-1R, MW-2 and MW-3, indicated that the following target constituents were reported at concentrations greater than their respective 2L Standards. In addition, several VOCs were reported in groundwater samples representing MW-1R Monitoring Report Marley’s Exxon, Incident #20946, UST No. WS-5829 2445 Old Highway 421 Staley, Randolph County, North Carolina 27355 S&ME Project No. 4305-17-226A January 10, 2020 6 and MW-2 at concentrations greater than their respective laboratory analytical method detection limits, but less than their respective 2L Standards. No constituents were reported at concentrations greater than the Gross Contamination Level.  Benzene in MW-1R, MW-2  Diisopropyl ether in MW-1R  Methyl tert-butyl ether in MW-1R  Naphthalene in MW-1R, MW-2  n-Propylbenzene in MW-1R  1,2,4-Trimethylbenzene in MW-1R  Xylenes, total, in MW-1R With the exception of acetone reported at an estimated concentration (4.0 micrograms per Liter) less than the 2L Standard, VOCs were not reported in sample collected from monitoring well MW-3. Acetone was also reported in the field blank sample at an estimated concentration (4.0 micrograms per Liter). Due to the identical concentrations of acetone reported in MW-3 and the field blank sample, the acetone detection reported for MW- 3 is not believed to represent groundwater quality conditions. VOCs were not detected in water supply well sample WSW-2. With the exception of acetone, VOCs were not detected in the field blank sample. Monitoring well analytical results are summarized on Table 4 and Figure 4. A copy of the analytical report is included in Appendix IIII. On December 9, 2019, upon receipt of the analytical results, S&ME provided a copy of the report to Mr. Hassan Osman of the NCDEQ, via email, to inform him of the analytical results. 5.4 Regional and Site Geology and Hydrogeology 5.4.1 Soil and Bedrock Soils in the vicinity of the site are characterized as Georgeville silty clay loam, which are moderately eroded with two to eight percent slopes. Subsurface soils observed during the installation of monitoring well MW-1R on August 12, 2015, consisted of primarily of silty clays. According to the 1985 USGS Geologic Map of North Carolina, the site is underlain by the Carolina Slate Belt of the Piedmont Physiographic Province. Bedrock in this area is felsic metavolcanic rock. These are rocks that are light gray to greenish gray metamorphosed dacitic to rhyolitic flows and tuffs, interbedded with mafic and intermediate metavolcanic rock, meta-argillite and metamudstone. Bedrock was not encountered at a depth of 16 feet below ground surface during the installation of monitoring well MW-1R. Bedrock was encountered at a depth of 20 feet below ground surface during installation of the original MW-1, at the current location of MW-2. 5.4.2 Hydrogeology S&ME calculated the groundwater elevations for the monitor wells gauged using the depth-to-water measurements and the top of casing elevations. The groundwater elevations were used to prepare a groundwater Monitoring Report Marley’s Exxon, Incident #20946, UST No. WS-5829 2445 Old Highway 421 Staley, Randolph County, North Carolina 27355 S&ME Project No. 4305-17-226A January 10, 2020 7 elevation map (Figure 3), which indicates that groundwater may flow to the east southeast. The hydraulic conductivity for the site has not been determined. S&ME calculated the average gradient as 0.045 feet per foot. A fate and transport model has not been created; therefore, the rate of contaminant migration has not been calculated. 5.5 Evaluation of Soil, Groundwater, Surface Water, and Free Product Assessment Information 5.5.1 Current Extent and Severity of Contamination LNAPL has not been detected in the monitoring wells at the site. No surface water assessment was performed. Dissolved phase petroleum constituent concentrations in monitoring well MW-1R decreased relative to levels reported during August 2015 and November 2017, and have decreased relative to historical results for monitoring well MW-1, which was replaced. Seven VOC concentrations exceed the 2L Standards in MW-1, and two VOC concentrations exceed the 2L Standards in MW-2. The concentration of benzene decreased, and the concentration of naphthalene increased, in monitoring well MW-2 (former 1,000-gallon gasoline UST) relative to November 2017 levels. No petroleum-product constituents were reported in the sample collected from monitoring well MW-3, representing the second former UST basin. No concentrations greater than the Gross Contamination Levels (GCLs) were reported. The dissolved phase constituent plume is not defined vertically. The plume in the shallow, unconsolidated aquifer is defined only to the south of the former UST basins by downgradient monitoring well MW-3. The dissolved constituent plume appears to be stable; however, monitoring well MW-1R is located near, but in a cross gradient position, relative to the former dispenser island. Groundwater flow is generally to the southeast. Delineating the horizontal extent of the dissolved constituent plume downgradient of the former dispenser island will require installation of a monitor well generally south of MW-1R and east of MW-3. Active, potable water supply wells located within 1,000 feet of the source area have not been impacted by VOCs since 2010. VOCs were not reported in the November 2019 sample representing water supply well WSW-2, located on the southern adjacent property and within 200 feet of the source areas. Upgradient irrigation well MW-5 was impacted by methyl tert-butyl ether in 2010 and 2011. Soil over excavation was performed to remove soil impacted by a release from the southern UST basin and associated product lines and fuel dispensers. Elevated TPH concentrations were reported for confirmation soil samples collected from the base of the over excavation; however, the sample depth (12 feet below ground surface) was likely in the saturated zone, with historical depth to water measurements ranging from approximately 2 feet to 10 feet below ground surface. Risk-based soil analyses has not been performed on soil samples representing the horizontal extent of the soil over excavation (sidewalls). Yes 6.0 Conclusion and Recommendations Based on the current and historical assessment information for the site, the following conclusions are presented: 1. The UST Incident meets the following conditions for a High Risk classification: A. Based on previous receptor surveys, seven potable drinking water wells (on-site well is inactive) are located within 1,000 feet of the source area. Municipal water is not available to the subject area. B. Contaminant levels in the groundwater at the site exceed the 2L Standards, but are less than GCLs. Based on the above, the following recommendations are presented. • Install an additional on-site, shallow groundwater monitoring point downgradient of the former dispenser island in order to improve horizontal delineation and to monitor stability of the shallow, dissolved plume. • Monitor the stability of the dissolved constituent plume with additional sampling of groundwater monitoring wells. • Continue periodic water quality monitoring of potable water supply wells located within 500 feet of the source area.
