(ATC) has completed a Groundwater Monitoring Report for former Auddie’s #4. This report documents a groundwater and water supply well sampling event conducted at the site on November 6, 2019. The activities were performed based on an October 17, 2019 Task Authorization (TA-05) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is performed as part of State Lead Contract #N17004 between NCDEQ and ATC. The former Auddie’s #4 is located at 4105 Old Lexington Road in Asheboro, Randolph County, North Carolina. The site is currently developed with a single story building occupied by Furniture Outfixers. Nine monitoring wells (MW-2 through MW-6, MW-8, MW-9, MW-10, and VEW-1) are associated with the site. On November 6, 2019, ATC personnel mobilized to the site to collect groundwater and water supply well samples and measure groundwater elevations. Groundwater samples were collected from monitoring wells MW-2, MW-3, MW-4, MW-6, and MW-10, and water supply wells SW-1 and SW-7. Monitoring well MW-9 was dry during the sampling event. Laboratory analytical results indicated the presence of petroleum related compounds above the Title 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards) in monitoring wells MW-2, MW-3, MW- 6, and MW-10. The Gross Contaminant Level (GCL) for benzene was exceeded in MW-2. Compounds were not detected above the laboratory reporting limits in water supply wells SW-1 and SW-7. ATC recommends performing in-situ chemical oxidation and replacement of monitoring well MW- 7, as it has historically exhibited benzene concentrations above GCL, if funding is available. In the interim, ATC recommends semi-annual monitoring of select monitoring wells and water supply wells. ATC also recommends continuing to pursue access to sample water supply wells in the area. 3.0 SITE DESCRIPTION 3.1 Site Characterization The former Auddie’s #4 site is located at 4105 Old Lexington Road in Asheboro, North Carolina. Currently onsite is a one-story building occupied by Furniture Outfixers. The UST system formerly Groundwater Monitoring Report February 12, 2020 Former Auddie’s #4 (Incident #18068) ATC Project No. SLP1806805 3 located on the property consisted of two 4,000-gallon gasoline USTs. According to the NCDEQ UST database, the USTs were installed on January 22, 1987 and permanently removed from the site on July 12, 1997. The site is bound to the north by Old Lexington Road, to the east and west by residential properties, and to the south by an undeveloped lot. Municipal water is not available to properties in the area. Fourteen potable water supply wells are located within 1,000 feet of the site. It should be noted that the Former Country Store (Incident # 18391) is located approximately 1,200 feet west of the former Auddie’s #4 site and as a result share receptors. Water supply well ownership information is included in Table 1. A site topographic map is included as Figure 1 and a site map depicting monitoring well locations and other pertinent site features is included as Figure 2. A map showing water supply well locations is included as Figure 3. 3.2 Site Background On July 12, 1997, the two 4,000-gallon gasoline USTs and associated product lines and dispensers were removed from the site. During the UST closure, eleven soil samples were collected and analyzed for total petroleum hydrocarbon (TPH) gasoline range organics (GRO). Based on the laboratory results, impacted soil was not present in the vicinity of the UST system. A Phase II Limited Site Assessment (LSA) was submitted on September 19, 2000. The LSA documented a receptor survey, the installation of monitoring wells MW-1 through MW-4 and VEW-1, and soil and groundwater sampling. The receptor survey identified 13 potable water supply wells within 1,000 feet of the site. Soil and groundwater analytical results indicated impact to both media at concentrations exceeding the corresponding standards. A Comprehensive Site Assessment (CSA) was submitted on August 31, 2001. During the CSA, monitoring wells MW-5 through MW-8 were installed and soil, groundwater, and water supply well sampling was conducted. Petroleum hydrocarbons were detected above corresponding standards in both soil and groundwater. Water supply well laboratory results did not indicate detections. A Corrective Action Plan (CAP) was submitted on December 12, 2001. The CAP proposed soil excavation activities to remediate impacted soil at the site and to allow impacted groundwater to naturally attenuate. A Soil Cleanup Report submitted on December 17, 2003, documented a soil excavation performed at the site in November 2003. During the excavation, approximately 487.07 tons of impacted soil were removed from the site. Soil samples collected following the excavation indicate soil impacts above the lowest Maximum Soil Contaminant Concentrations Groundwater Monitoring Report February 12, 2020 Former Auddie’s #4 (Incident #18068) ATC Project No. SLP1806805 4 (MSCCs) near the onsite building. To ensure the structural integrity of the onsite building, soil could not be excavated closer to the building. It should be noted that monitoring well MW-1 was abandoned in November 2003 due to soil excavation activities. A Natural Attenuation Monitoring Report was submitted on December 16, 2003, documenting a comprehensive groundwater and water supply well sampling event at the site. ATC completed a Federal/State Lead Groundwater Monitoring Report, dated August 7, 2015, documenting an updated receptor survey and the May 2015 groundwater and water supply well sampling event. Laboratory analytical results indicated the presence petroleum related compounds above the 2L Standards in monitoring wells MW-2, MW-3, MW-6, and MW-7. The GCL for benzene was exceeded in monitoring wells MW-2, MW-3, and MW-7 and the GCL for methyl tert-butyl ether (MTBE) was exceeded in monitoring well MW-2. Fourteen potable water supply wells (SW-1 through SW-13 and SW-24) were identified within 1,000 feet of the site. Laboratory analytical results for water supply wells SW-2, SW-7, SW-8, and SW-12 did not indicate the presence of compounds above laboratory detection limits. ATC completed a Groundwater Monitoring Report, dated August 11, 2017, documenting the July 2017 groundwater and water supply well sampling event. Laboratory analytical results indicated the presence of petroleum related compounds above the 2L Standards in monitoring wells MW-2, MW-3, MW-6, and VEW-1. The GCL for benzene was exceeded in monitoring wells MW-2 and MW-3. Laboratory analytical results for the water supply well SW-7 did not indicate the presence of compounds above laboratory detection limits. ATC completed a Federal/State Lead Letter Report, dated September 28, 2018, documenting the installation of two monitoring wells and the August 2018 groundwater sampling event. Monitoring wells MW-9 and MW-10 were installed on May 25, 2018 and July 26, 2018 to delineate impacts above GCLs. Laboratory analytical results indicated the presence petroleum related compounds above the 2L Standards in monitoring well MW-10, but none exceeded the GCLs. No compounds were detected above laboratory detection limits in MW-9. The GCL impacts were adequately delineated following this event. Based on the groundwater concentrations and the “High” risk classification of the site, ATC prepared a New Technology Cleanup Plan (NTCP) in February 2019. ATC reviewed four remedial alternatives for groundwater impacts: connection of receptors to alternative water Groundwater Monitoring Report February 12, 2020 Former Auddie’s #4 (Incident #18068) ATC Project No. SLP1806805 5 sources, soil excavation, in-situ chemical oxidation via ferric oxide activated sodium persulfate, and in-situ remediation via Enviro-BAC. Soil excavation was deemed not warranted since soil impacts are below applicable MSCCs. Eliminating receptors through alternative water sources was not feasible as there is no municipal water in the area. Based on a cost comparison between both in-situ options, ATC recommended performing in-situ chemical oxidation. On June 21, 2019, ATC prepared a Groundwater Monitoring Report documenting a groundwater and water supply well sampling event. Groundwater samples were collected from monitoring wells MW-2, MW-3, MW-4, MW-5, MW-6, MW-8, MW-9, MW-10, and VEW-1, and water supply wells SW-1 and SW-7. Laboratory analytical results indicated the presence of petroleum related compounds above the 2L Standards in monitoring wells MW-2, MW-3, and MW-6. The GCL for benzene was exceeded in MW-2 and MW-3. Compounds were not detected above the laboratory reporting limits in water supply wells SW-1 and SW-7. ATC recommended performing in-situ chemical oxidation. In addition, ATC recommended replacing monitoring well MW-7 as it has historically exhibited benzene concentrations above GCL. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels Groundwater level measurements were collected from monitoring wells MW-2, MW-3, MW-4, MW-6, and MW-10 on November 6, 2019. Monitoring well MW-9 was dry. Monitoring well construction details and current and historical groundwater elevation data are summarized in Table 2. Free product was not observed in any wells associated with the site. Depth to groundwater measurements ranged from 9.13 feet below ground surface (bgs) in MW-4 to 21.22 feet bgs in MW- 10. A groundwater elevation contour map is included as Figure 4. Groundwater at the site flows east from the source area. Field notes from the November 6, 2019 site visit are included in Appendix A. 4.2 Groundwater Quality Groundwater samples were collected from monitoring wells MW-2, MW-3, MW-4, MW-6, and MW-10 on November 6, 2019. Samples were collected in laboratory-approved containers, packed in ice and delivered under chain-of-custody protocol to SGS North America Inc. (SGS) in Scott, Louisiana for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method 6200B. Groundwater Monitoring Report February 12, 2020 Former Auddie’s #4 (Incident #18068) ATC Project No. SLP1806805 6 Laboratory analytical results indicated the following compounds above 2L Standards:  Benzene: MW-2, MW-3, MW-6, and MW-10  Toluene: MW-2 and MW-3  Ethylbenzene: MW-2 and MW-3  Total Xylenes: MW-2 and MW-3  MTBE: MW-2, MW-3, MW-6, and MW-10  Isopropyl ether: MW-2  Naphthalene: MW-2, MW-3, and MW-6  1,2,4-Trimethylbenzene: MW-2 and MW-3  1,3,5-Trimethylbenzene: MW-2  n-Propylbenzene: MW-3  Methylene Chloride: MW-2 and MW-3 The GCL for benzene was exceeded in monitoring well MW-2. The methylene chloride detections are likely associated with the laboratory and not with the petroleum release. Current groundwater analytical data is summarized in Table 3. Historical groundwater analytical data is summarized in Table 4. Natural attenuation parameters collected during the sampling event are included in Table 5. The laboratory analytical report and chain-of-custody forms are included in Appendix B. An isoconcentration contour map for benzene is included as Figure 5. A map showing additional contaminants of concern is included as Figure 6. Based on a review of the Mann- Kendall GIS Toolkits (Appendix C), it appears petroleum compounds are decreasing, probably decreasing, or stable monitoring wells MW-2, MW-3, and MW-6. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was concluded that samples were received by the laboratory in acceptable condition. The samples were analyzed within the correct holding times, and the chain of custody was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 4.3 Water Supply Wells Fourteen potable water supply wells (SW-1 through SW-13 and SW-24) are located within 1,000 feet of the site. Table 1 presents the water supply well ownership information and Figure 3 depicts the water supply well locations. On November 6, 2019, samples were collected from water supply wells SW-1 and SW-7. ATC also attempted to collect a sample from water supply well SW-2. ATC sent an access agreement via regular mail and certified mail; however, permission to sample the well was not received prior to the sampling event or to date. In addition, ATC sent water supply well sampling access agreements to the property owners of SW-3, SW-4, and SW-5; however permission has not been granted. The property owner was not present at the time of sampling and the property is occupied by a tenant at this time. Water supply well SW-2 previously had a point-of-entry treatment system and the residence was provided bottle water until 2009 when the property owner passed away. The samples were collected in laboratory-approved containers, packed in ice and delivered under chain-of-custody protocol to SGS for analyses. The samples were analyzed for VOCs by EPA Method 6200B. Laboratory analytical results did not indicate the presence of compounds above the laboratory detection limits in the water supply well samples. Current and historical water supply well analytical data is included in Table 6. The QA and QC measures and conditions applicable to the monitoring well sampling also apply to the water supply well sampling. 5.0 CONCLUSIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Groundwater Monitoring Report documenting a November 6, 2019 monitoring event for the former Auddie’s #4 site located at 4105 Old Lexington Road in Asheboro, Randolph County, North Carolina. Laboratory analytical results indicated the presence of petroleum related compounds above the 2L Standards in monitoring wells MW-2, MW-3, MW-6, and MW-10. The GCL for benzene was exceeded in monitoring wells MW-2. Laboratory analytical results for water supply wells SW-1 and SW-7 did not indicate the presence of compounds above laboratory detection limits.
