Two 1,000-gallon gasoline, one 2,000-gallon gasoline, and one 550-gallon kerosene underground storage tanks (USTs) were removed from the site in September 1993. Soil contamination was discovered with total petroleum hydrocarbon (TPH) concentrations detected in the soil samples ranging from 159 to 5,700 parts per million (ppm). Approximately 75 tons of petroleum-impacted soils were stockpiled and eventually removed for off-site disposal and treatment. The amount of the release is not known. It was reported that the removed USTs were in good condition with exception of the perforations observed on the kerosene UST. Laboratory analysis of several groundwater samples collected in April 1997, after six site monitoring wells were installed in March 1997, detected targeted petroleum-related constituents at concentrations that exceeded their respective North Carolina 2L Groundwater Quality Standard (NC2LGWQS). In 2006, Terraine, Inc. (Terraine) conducted a receptor survey and determined that water supply wells were not present within a 1,500-foot radius of the subject site. The site and surrounding properties were serviced by the Blue Ridge Water Association municipal water supply. In September 1997, the UST system and approximately 75 tons of petroleum- impacted soils were excavated and disposed off-site. In accordance with TAR No. 3, seven soil borings were advanced at the site and samples collected from each boring. Photographs of the site are included in Appendix A. Two 1,000-gallon gasoline, one 2,000-gallon gasoline, and one 550-gallon kerosene USTs were removed from the site in September 1993. Soil contamination was discovered with Total Petroleum Hydrocarbons (TPH) concentrations detected in the soil samples ranging from 159 parts per million (ppm) to 5,700 ppm. It was reported that the removed USTs were in good condition with exception of the perforations observed on the kerosene UST. Available information pertaining to the USTs is provided in Table 1. Laboratory analysis of several groundwater samples collected in April 1997, after six site monitoring wells (MW-1 through MW-5 – type II monitoring wells and DW-1 – type III deep monitoring well) were installed in March 1997, detected targeted petroleum-related constituents at concentrations greater than their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS) but were below their respective Gross Contamination Levels (GCL). In August of 2006, Terraine conducted a receptor survey and determined that water supply wells were not present within a 1,500-foot radius of the subject site. The site and surrounding properties were serviced by the Blue Ridge Water Association municipal water supply. Terraine concluded that the subject site did not meet the ‘high risk’ or ‘intermediate risk’ criteria and stated that the site should be listed assigned a ‘low risk’ classification with a residential land-use classification. Monitoring wells MW-1 through MW-3, MW-5, and DW-1 were sampled by Terraine in August 2006 and October 2008. Monitoring well MW-4 was inaccessible for sampling during both historic sampling events. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1 and MW-2 detected targeted petroleum-related constituents at concentrations greater than their respective NC2LGWQS. 1,2-Dichloroethane was detected in the sample collected from monitoring well MW-5 in October 2008 at a concentration greater than its NC2LGWQS. Compound concentrations were not detected greater than laboratory method reporting levels in the groundwater samples collected from monitoring wells MW-3 and DW-1. Groundwater flow was determined to be to the south. On May 19, 2019, ECS mobilized to the site in order to collect groundwater samples from monitoring wells MW-1 through MW-5 and DW-1; however, monitoring wells MW-1, MW-4, MW-5, and DW-1 could not be located. Review of the laboratory analytical report indicated concentrations of multiple compounds at concentrations greater than their respective NC2LGWQS, but less than their respective GCLs, in the sample collected from monitoring well MW-2. No compounds were detected at a concentrations greater than the laboratory method reporting limits in the sample collected from monitoring well MW-3. 3.0 FIELD ACTIVITIES 3.1 Soil Boring Activities On November 27, 2019, a total of seven soil borings (SB-1 through SB-7) were advanced at the site. The soil boring locations are depicted on Figure 3. Soil borings SB-1 through SB-5 were Soil Assessment Report Rogers Grocery Roaring River, Wilkes County, North Carolina NCDEQ Incident: TF-12740 ECS Project: 49:6573-B March 18, 2020 4 advanced in the vicinity of the former gasoline USTs at the site, while soil borings SB-6 and SB- 7 were installed in the vicinity of the former kerosene UST at the site. The soil borings were advanced by hydraulically driving a five foot long, 1.5-inch diameter soil sampling probe into the soil to depths of approximately 15 feet below ground surface (bgs). Prior to advancing each boring, the down-hole equipment was decontaminated. The down-hole equipment was decontaminated to prevent cross-contamination between boring locations. During advancement of the sampler, soils were collected continuously from the ground surface to the termination depth of each boring, using a soil sampling probe lined with a dedicated disposable clear liner for each sampling interval. After the soil sampling probe was driven, the liner filled with soil was removed from the probe and cut open to expose the soil. ECS visually classified the soil collected from each boring and screened the soils for relative levels of volatile organic vapors using a photoionization detector (PID). Soil samples were collected from interval exhibiting the highest PID reading or from the interval exhibiting potential evidence of a release, and submitted for laboratory analysis. Boring logs for the soil borings are included in Appendix B. 3.2 Soil Sample Collection Soil samples were collected by ECS personnel wearing a dedicated pair of disposable nitrile gloves and placed directly into laboratory provided containers. The soil sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analytical analysis. The containers were placed into a cooler with ice to maintain the samples at approximately four degrees Celsius. The soil samples were submitted to Pace Analytical Services, PLLC (Pace), a North Carolina certified laboratory, located in Huntersville, North Carolina. The soil samples collected from soil borings SB-1 through SB-7 were analyzed for volatile organic compounds (VOCs) by EPA Method 8260 and volatile petroleum hydrocarbons (VPH) and by Massachusetts Department of Environmental Protection (MADEP) methods. The soil samples collected from soil borings SB-6 and SB-7 were also analyzed for semi-volatile organic compounds (SVOCs) by EPA Method 8270 and extractable petroleum hydrocarbons (EPH) by MADEP methods. ECS maintained proper COC procedures throughout the sample collection and transportation process. A copy of the Pace COC is included in Appendix C. 4.0 RESULTS Review of the laboratory analytical results indicated 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, and total xylenes in the soil sample collected from soil boring SB-4 at concentrations greater than their respective Industrial/Commercial MSCCs. Additional compounds were identified at concentrations greater than their respective Residential MSCCs in the soil samples collected from soil borings SB-3, SB-4, and SB-5. Concentrations of select compounds greater than their respective Residential MSCCs were also identified in the soil samples collected from soil borings SB-2, SB-3, SB-4, and SB-5. Compound concentrations greater than the laboratory method reporting limit, but less than their respective Residential MSCCs, were identified in the soil samples collected from soil borings SB-1 and SB-2. Compounds were not detected at concentrations greater than the laboratory method reporting limit in the samples collected from soil borings SB-6 and SB-7. The laboratory analytical results are summarized in Table 2. A copy of the laboratory analytical report is included in Appendix C. Soil Assessment Report Rogers Grocery Roaring River, Wilkes County, North Carolina NCDEQ Incident: TF-12740 ECS Project: 49:6573-B March 18, 2020 5 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on the results of the soil analytical results, ECS concludes that soil contamination in excess of the Industrial/Commercial MSCCs remains at the site in the vicinity of the soil boring SB-4 location. Soil contamination in excess of the Residential MSCCs exists in the vicinity of the soil borings SB-3, SB-4, and SB-5. The estimated extent of soil contamination is graphically presented in Figure 4. Compounds were not identified in soil borings SB-6 and SB-7 which were located near the former kerosene UST. Due to the proximity of the soil contamination to the site structure and Elkin Highway, excavation and removal of the contaminated soil does not appear feasable. As such, ECS recommends researching possible chemical injection techniques to remediate the soil in place.
