Included in this report is a description of the field activities, the results obtained, and our conclusions and recommendations. PROJECT UNDERSTANDING The subject property is located at 2663 US Highway 158 in Mocksville, Davie County, North Carolina (Figures 1 and 2). The site is an active automobile repair facility called Farmington Mufflers. Based on information provided to ECS, two 6,000-gallon gasoline underground storage tanks (USTs) and one 1,000-gallon gasoline UST were reportedly installed in 1959 and removed in 1993. Free phase product was observed on the water in the UST excavation during removal activities. Soil samples collected in 1993 near the location of the 1,000-gallon UST confirmed the presence of soil contamination exceeding regulatory standards. Additional soil assessments ensued in 1993 and 1994 when monitoring well MW-1 was installed in the vicinity of the former UST locations. A groundwater sample collected from monitoring well MW-1 was found to be impacted with petroleum contaminants at concentrations greater than their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS). Several monitoring events were conducted between December 2010 and October 2017 due to the continued presence of compound concentrations in the groundwater samples collected greater than their respective NC2LGWQS, including benzene detected at concentrations greater than its Gross Contamination Level (GCL). A receptor survey was completed in 2012, which concluded that no active water supply wells were identified with 1,500 feet of the release as all surrounding properties utilized drinking water from municipal sources. ECS conducted an 8-hour aggressive fluid vapor recovery (AFVR) event on October 22, 2018 utilizing monitoring well MW-1 as an extraction point. On February 7, 2019, ECS provided oversight for the installation of monitoring wells MW-2 and MW-3. Groundwater samples were collected from monitoring wells MW-1, MW-2, and MW-3 on February 8, 2019. Several compounds were detected in the sample collected from Letter Report Former Myers Exxon Mocksville, Davidson County, North Carolina NCDEQ Incident: TF-11513 ECS Project 49:1673-F January 7, 2020 2 monitoring well MW-1 at concentrations greater than their respective NC2LGWQS, including benzene at a concentration greater than its GCL. No compounds were identified in the samples collected from monitoring wells MW-2 and MW-3 at concentrations greater than the laboratory method reporting limits. On August 7, 2019, ECS contracted with Zebra to conduct an AFVR event utilizing monitoring well MW-1 as an extraction point. A total of approximately 405 gallons of liquid was removed from the monitoring well. An estimated total of 0.0001 pounds (0.00002 gallons) of volatile organic compounds were emitted as vapor during the AFVR event. FIELD ACTIVITIES On November 12, 2019, ECS returned to the site in order to gauge the depth to the water surface in, and collect a groundwater sample from, monitoring well MW-1. Monitoring well construction detail and liquid level data are provided in Table 1. Prior to sampling, the monitoring well was purged using a new, dedicated bailer by removing at least three well volumes of water from the well. The groundwater sample was collected by pouring the sample directly into laboratory prepared containers from the bailer. The sample containers were labeled with ECS’ project number, sample identification, sample date and time, and requested analytical analysis. The containers were then packaged and placed into a cooler with ice to maintain the samples at approximately four degrees Celsius. The groundwater sample was submitted to Con-Test Analytical Laboratory (Con-Test), a North Carolina registered laboratory, located in East Longmeadow, Massachusetts for analysis. The sample was submitted for chemical analysis of volatile organic compounds using Standard Method 6200B. ECS maintained Chain-of-Custody (COC) procedures throughout the sample collection and transportation process. A copy of the Con-Test COC is attached. Review of the laboratory analytical results indicated concentrations of several compounds in the sample collected from monitoring well MW-1 at concentrations greater than their respective NC2LGWQS, including benzene at a concentration greater than its GCL. The laboratory analytical results are summarized in Table 2. A copy of the laboratory analytical report is attached. CONCLUSIONS AND RECOMMENDATIONS ECS concludes that overall compound concentrations increased in the sample collected from monitoring well MW-1 in November 2019, as compared to the sample collected in February 2019. While the benzene concentration identified in the sample collected from monitoring well MW-1 was greater than its GCL, it has decreased by approximately 64 percent since 2012, when the highest concentration of benzene at the site was detected. Based on the results of this assessment, ECS recommends installing a remedial device in monitoring well MW-1 in order to lower the benzene concentrations at the site to below its GCLs. As the site meets the criteria for an Intermediate risk site, once the benzene concentrations have been reduced to below its GCL, the site can be granted a status of No Further Action with a Notice of Residual Petroleum. ECS recommends that a copy of this Letter Report be provided to the property owner. Wide recovery limits established for difficult compound. Wide RPD limits established for difficult compound. #Data exceeded client recommended or regulatory level Percent recoveries and relative percent differences (RPDs) are determined by the software using values in the calculation which have not been rounded. No results have been blank subtracted unless specified in the case narrative section. FLAG/QUALIFIER SUMMARY Detected but below the Reporting Limit (lowest calibration standard); therefore, result is an estimated concentration (CLP J-Flag). J Laboratory fortified blank/laboratory control sample recovery and duplicate recoveries outside of control limits. Data validation is not affected since all results are "not detected" for associated samples in this batch and bias is on the high side. L-02 Laboratory fortified blank/laboratory control sample recovery and duplicate recovery are outside of control limits. Reported value for this compound is likely to be biased on the low side. L-04 Elevated reporting limit due to high concentration of target compounds.RL-11 [TOC_1]Flag/Qualifier Summary[TOC] Page 13 of 18 Table of Contents 39 Spruce Street * East Longmeadow, MA 01028 * FAX 413/525-6405 * TEL. 413/525-2332 CertificationsAnalyte CERTIFICATIONS Certified Analyses included in this Report SM21-22 6200B in Water NCAcetone NCBenzene NCBromobenzene NCBromochloromethane NCBromodichloromethane NCBromoform NCBromomethane NC2-Butanone (MEK) NCn-Butylbenzene NCsec-Butylbenzene NCtert-Butylbenzene NCCarbon Tetrachloride NCChlorobenzene NCEthanol NCChlorodibromomethane NCChloroethane NCChloroform NCChloromethane NC2-Chlorotoluene NC4-Chlorotoluene NC1,2-Dibromoethane (EDB) NC1,2-Dichlorobenzene NC1,3-Dichlorobenzene NC1,4-Dichlorobenzene NCDichlorodifluoromethane (Freon 12) NC1,1-Dichloroethane NC1,2-Dichloroethane NC1,1-Dichloroethylene NCcis-1,2-Dichloroethylene NCtrans-1,2-Dichloroethylene NC1,2-Dichloropropane NC1,3-Dichloropropane NC2,2-Dichloropropane NC1,1-Dichloropropene NCcis-1,3-Dichloropropene NCtrans-1,3-Dichloropropene NCDiisopropyl Ether (DIPE) NCEthylbenzene NC2-Hexanone (MBK) NCIsopropylbenzene (Cumene) NCp-Isopropyltoluene (p-Cymene) NCMethyl tert-Butyl Ether (MTBE) NCMethylene Chloride NC4-Methyl-2-pentanone (MIBK) NCNaphthalene NCn-Propylbenzene NCStyrene [TOC_1]Certifications[TOC] Page 14 of 18 Table of Contents 39 Spruce Street * East Longmeadow, MA 01028 * FAX 413/525-6405 * TEL. 413/525-2332 CertificationsAnalyte CERTIFICATIONS Certified Analyses included in this Report SM21-22 6200B in Water NC1,1,2,2-Tetrachloroethane NCTetrachloroethylene NCToluene NC1,2,3-Trichlorobenzene NC1,2,4-Trichlorobenzene NC1,1,1-Trichloroethane NC1,1,2-Trichloroethane NCTrichloroethylene NCTrichlorofluoromethane (Freon 11) NC1,2,3-Trichloropropane NC1,2,4-Trimethylbenzene NC1,3,5-Trimethylbenzene NCVinyl Acetate NCVinyl Chloride NCm+p Xylene NCo-Xylene The CON-TEST Environmental Laboratory operates under the following certifications and accreditations: Code Description Number Expires 100033AIHA-LAP, LLC - ISO17025:2017AIHA 03/1/2020 M-MA100Massachusetts DEPMA 06/30/2020 PH-0567Connecticut Department of Publilc HealthCT 09/30/2021 10899 NELAPNew York State Department of HealthNY 04/1/2020 2516 NELAPNew Hampshire Environmental LabNH-S 02/5/2020 LAO00112Rhode Island Department of HealthRI 12/30/2019 652North Carolina Div. of Water QualityNC 12/31/2019 MA007 NELAPNew Jersey DEPNJ 06/30/2020 E871027 NELAPFlorida Department of HealthFL 06/30/2020 LL015036Vermont Department of Health Lead LaboratoryVT 07/30/2020 2011028State of MaineME 06/9/2021 460217Commonwealth of VirginiaVA 12/14/2019 2557 NELAPNew Hampshire Environmental LabNH-P 09/6/2020 VT-255716Vermont Department of Health Drinking WaterVT-DW 06/12/2020 25703North Carolina Department of HealthNC-DW 07/31/2020 68-05812Commonwealth of Pennsylvania DEPPA 06/30/2020 Page 15 of 18 Table of Contents Page 16 of 18 Table of Contents Page 17 of 18 Table of Contents Page 18 of 18 Table of Contents
