Dear Mr. Osman:
As authorized by your acceptance of ECS Southeast, LLP (ECS) Task Authorization Request
(TAR) No. 5 dated October 9, 2019, ECS has completed the Letter Report for the above
referenced site. Included in this report is a description of the field activities, the results obtained,
and our conclusions and recommendations.
PROJECT UNDERSTANDING
The subject property is located at 2663 US Highway 158 in Mocksville, Davie County, North
Carolina (Figures 1 and 2). The site is an active automobile repair facility called Farmington
Mufflers. Based on information provided to ECS, two 6,000-gallon gasoline underground
storage tanks (USTs) and one 1,000-gallon gasoline UST were reportedly installed in 1959 and
removed in 1993. Free phase product was observed on the water in the UST excavation during
removal activities. Soil samples collected in 1993 near the location of the 1,000-gallon UST
confirmed the presence of soil contamination exceeding regulatory standards. Additional soil
assessments ensued in 1993 and 1994 when monitoring well MW-1 was installed in the vicinity
of the former UST locations. A groundwater sample collected from monitoring well MW-1 was
found to be impacted with petroleum contaminants at concentrations greater than their
respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS).
Several monitoring events were conducted between December 2010 and October 2017 due to
the continued presence of compound concentrations in the groundwater samples collected
greater than their respective NC2LGWQS, including benzene detected at concentrations
greater than its Gross Contamination Level (GCL). A receptor survey was completed in 2012,
which concluded that no active water supply wells were identified with 1,500 feet of the release
as all surrounding properties utilized drinking water from municipal sources. ECS conducted an
8-hour aggressive fluid vapor recovery (AFVR) event on October 22, 2018 utilizing monitoring
well MW-1 as an extraction point.
On February 7, 2019, ECS provided oversight for the installation of monitoring wells MW-2 and
MW-3. Groundwater samples were collected from monitoring wells MW-1, MW-2, and MW-3
on February 8, 2019. Several compounds were detected in the sample collected from

monitoring well MW-1 at concentrations greater than their respective NC2LGWQS, including
benzene at a concentration greater than its GCL. No compounds were identified in the samples
collected from monitoring wells MW-2 and MW-3 at concentrations greater than the laboratory
method reporting limits.
On August 7, 2019, ECS contracted with Zebra to conduct an AFVR event utilizing monitoring
well MW-1 as an extraction point. A total of approximately 405 gallons of liquid was removed
from the monitoring well. An estimated total of 0.0001 pounds (0.00002 gallons) of volatile
organic compounds were emitted as vapor during the AFVR event.
FIELD ACTIVITIES
On November 12, 2019, ECS returned to the site in order to gauge the depth to the water
surface in, and collect a groundwater sample from, monitoring well MW-1. Monitoring well
construction detail and liquid level data are provided in Table 1. Prior to sampling, the
monitoring well was purged using a new, dedicated bailer by removing at least three well
volumes of water from the well. The groundwater sample was collected by pouring the sample
directly into laboratory prepared containers from the bailer. The sample containers were
labeled with ECS’ project number, sample identification, sample date and time, and requested
analytical analysis. The containers were then packaged and placed into a cooler with ice to
maintain the samples at approximately four degrees Celsius. The groundwater sample was
submitted to Con-Test Analytical Laboratory (Con-Test), a North Carolina registered laboratory,
located in East Longmeadow, Massachusetts for analysis. The sample was submitted for
chemical analysis of volatile organic compounds using Standard Method 6200B. ECS
maintained Chain-of-Custody (COC) procedures throughout the sample collection and
transportation process. A copy of the Con-Test COC is attached.
Review of the laboratory analytical results indicated concentrations of several compounds in the
sample collected from monitoring well MW-1 at concentrations greater than their respective
NC2LGWQS, including benzene at a concentration greater than its GCL. The laboratory
analytical results are summarized in Table 2. A copy of the laboratory analytical report is
attached.
CONCLUSIONS AND RECOMMENDATIONS
ECS concludes that overall compound concentrations increased in the sample collected from
monitoring well MW-1 in November 2019, as compared to the sample collected in February
2019. While the benzene concentration identified in the sample collected from monitoring well
MW-1 was greater than its GCL, it has decreased by approximately 64 percent since 2012,
when the highest concentration of benzene at the site was detected.
Based on the results of this assessment, ECS recommends installing a remedial device in
monitoring well MW-1 in order to lower the benzene concentrations at the site to below its
GCLs. As the site meets the criteria for an Intermediate risk site, once the benzene
concentrations have been reduced to below its GCL, the site can be granted a status of No
Further Action with a Notice of Residual Petroleum. ECS recommends that a copy of this Letter
Report be provided to the property owner.
