EXECUTIVE SUMMARY The purpose of this report is to present the current status of groundwater quality at the Former Potter Oil Company site (Incident No. 18374) that is located at 309 East Cavenaugh Street (Intersection of East Cavenaugh Street and North Norwood Street) in Wallace, Duplin County, North Carolina (Exhibit 1). Terracon completed this report to summarize the findings of assessment activities performed at the site on February 10, 2020. A release was discovered at the site in February 1998 during a subsurface investigation which was performed prior to the closure of the UST systems. Twelve underground storage tanks (USTs) were removed from the site in June 1998. Several rounds of assessment and remediation have been performed at the site which has included the limited removal of contaminated soil and the installation of a groundwater monitoring well network. Prior assessment results revealed concentrations of petroleum compounds in soil above their respective soil-to-groundwater Maximum Soil Contaminant Concentrations (MSCCs) and in groundwater above the applicable 15A NCAC 2L Standard (2L Standard). Free product was reportedly observed infiltrating one of the tank pits during the tank closure and has historically been infrequently documented in site monitoring wells. Free product has not been noted in the monitoring wells associated with this incident since 2008. Several monitoring wells have historically had exceedances of benzene above NCDEQ’s 5,000 micrograms per liter (µg/L) Gross Contamination Level (GCL) for this compound. However, only one monitoring well (referred to as MW-9 or its replacement well MW-9R) has exceeded GCLs since 2013. A mobile multi-phase extraction (MMPE) was performed on wells MW-9R and MW-10 in December 2019. Terracon mobilized to the site on February 10, 2020 to collect groundwater samples from groundwater monitoring well MW-9R and the nine closest shallow aquifer monitoring wells to MW-9R (MW-2R, MW-4, MW-5, MW-6, MW-8, MW-10, MW-19, MW-23 and MW-24). During the February 2020 site visit, it was noted that a portion of the site is currently operating as a topsoil and gravel sales lot. No one was at the site at the time of the February 2020 site visit. Monitoring well MW- 8 could not be located during this site visit and appears to have been covered by staged topsoil. Former Potter Oil Company Wallace, North Carolina Terracon Project No. 72159665A Incident No. 18374 March 23, 2020 Responsive ■ Resourceful ■ Reliable 3 With the exception of monitoring well MW-8, Terracon located the other nine groundwater monitoring wells scheduled for sampling. The wells were gauged, purged and a groundwater sample was collected from each well in general accordance with NCDEQ’s guidelines. The groundwater samples were submitted for laboratory analysis of volatile organic compounds (VOCs) by EPA Standard Method 6200B with methyl-tert-butyl ether (MTBE), ethylene dibromide (EDB), and isopropyl ether (IPE). Free product was not observed in the monitoring wells. Based on information obtained during the completion of the Monitoring Report activities performed in February 2020, Terracon provides the following conclusions and findings: Free product was not observed in monitoring wells sampled. GCL exceedances were not analyzed in groundwater samples collected from the subject monitoring wells. When compared to the May 2019 dataset, dissolved hydrocarbon concentrations generally decreased or stayed somewhat similar in the wells with documented historical impacts. The groundwater samples collected from monitoring wells MW-5, MW-6, MW-23 and MW-24 were analyzed to be below the 2L Standards for the target constituents. Monitoring well MW-10 has historically been located in the locked gated backyard of an offsite residential adjoining property. Access to MW-10 was granted by the property owner during this sampling event and MW-10 was sampled for the first time since 2015. The contamination in the groundwater in the area of MW-10 has decreased significantly since 2015. The extent of groundwater impact is reasonably defined by the existing monitoring well network. The general groundwater flow direction appears to be towards the south. Previous receptor surveys have noted a municipal water supply well (Well # 1) at an elevated water tower located approximately 800 feet southeast of the center of the site. This municipal well was reportedly abandoned recently as of 2019. Private water supply wells were not identified during previous receptor surveys to be within 1,000 feet of the site. Municipal water is available and used at developed properties within 1,000 feet of the site. Based on the Interstate Technology and Regulatory Council (ITRC) Petroleum Vapor Intrusion (PVI) guidance, additional evaluation of the PVI pathway for the residence on the southeastern adjacent property is warranted. ITRC has established a vertical screening distance of 5 feet below land surface (bls) for sites with dissolved concentrations indicating the presence of residual light non-aqueous phase liquid (LNAPL). The observed groundwater concentration data in MW-2R, MW-9R and MW-10 is indicative of residual LNAPL per the ITRC guidance. Groundwater was observed in the closest adjacent well to this structure (MW-2R) at a depth of approximately 1 foot bls and has historically been measured in this well at a depth between approximately 1 foot bls and 4 feet bls. SITE HISTORY AND CHARACTERIZATION The purpose of this report is to present the current status of the groundwater quality and summarize the findings of assessment activities performed on February 10, 2020 at the Former Potter Oil Company located at 309 East Cavenaugh Street (Intersection of East Cavenaugh Street and North Norwood Street) in Wallace, Duplin County, North Carolina (Figure 1). This Monitoring Report was prepared for the site in response to a request by the Incident Manager, Mr. Scott Ryals with the NCDEQ Division of Waste Management, State Lead Program. The Monitoring Report was prepared in general accordance with the 15A NCAC 2L .0115 regulations and the NCDEQ Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, under the supervision of Mr. Carl F. Bonner, a North Carolina registered Professional Engineer (NC Registration No. 16252). C.1 Site Setting The site is comprised of 0.69 acres of commercial property. The property contains an approximate 1,750 square foot commercial building that is currently occupied by Trilok Enterprise LLC Used Car Auto Sales and an approximately 1,450 square foot commercial building that is currently occupied by Chic Boutique. In addition, a portion of the northeastern side of the site is currently being utilized as a gravel/topsoil sales lot. The site had previously been unoccupied for the past few years. Although the site appears to be operating as the above-mentioned commercial businesses, no one appeared to be on the site during our site visit on February 10, 2020. The site is further improved with asphalt drives/parking areas and is depicted in Exhibit 2. The adjacent property to the north consists of a church and a parsonage; to the east is a residence; to the south is East Cavenaugh Street with a residence and currently undeveloped field with a small shed across the road; to the southwest is the intersection of East Cavenaugh Street and North Norwood Street with a Farm Bureau across the intersection; to the west is North Norwood Street with a church, Liberty Tax and BB&T Bank across the road. Based on our review of previous environmental reports, the grassed field and shed on the southern adjoining property across East Cavenaugh Street was formerly the site of a gas station operated by Southern Distributing Company. Several groundwater monitoring wells were observed on this southern adjoining property that do not appear to be associated with the subject site’s monitoring well network. C.2 Release Summary A release (Incident Number 18374) was discovered at the site in February 1998 during a subsurface investigation which was performed at the site prior to the closure of the UST system. Twelve USTs were reportedly removed from the site in June 1998. Additional discussions of the UST removal and subsequent assessment activities at the site are presented in the following section of the report. A more thorough summary of the prior investigations that have occurred on the site are presented in Terracon’s Monitoring Report, dated May 2, 2016, that is on file at the NCDEQ State Lead Program in Raleigh, NC. Former Potter Oil Company Wallace, North Carolina Terracon Project No. 72159665A Incident No. 18374 March 23, 2020 Responsive ■ Resourceful ■ Reliable 5 C.3 Previous Investigations Based on review of past reports, Terracon understands that soil and groundwater contamination was discovered at the site in February 1998. We further understand that twelve USTs have historically been associated with the subject facility under two separate Facility ID Numbers (0-015366 & 0-015368). The twelve USTs were reportedly removed from the site in June 1998. To date, contaminated soil removal; groundwater monitoring well installations; soil sampling; groundwater sampling events; free product evaluations and a MMPE has been performed. Multiple groundwater sampling events have occurred since at least 1999. Historical groundwater analysis has indicated that groundwater is impacted by petroleum hydrocarbons at concentrations above the applicable 2L Standards in multiple monitoring wells located on the site and in monitoring wells that have been installed offsite. Monitoring wells MW-7, MW-13, MW-14, MW-15, MW-17, MW-20, MW-21 and DW- 1 did not contain target analytes above the 2L Standards for four consecutive sampling events (performed from 2008 to 2015) so the decision was made to discontinue sampling these wells are part of the ongoing monitoring program. Monitoring wells MW-2/MW-2R, MW-5, MW-9/MW-9R, MW-10 and MW-19 have historically contained the highest levels of groundwater contamination with historic levels of benzene above the GCL. Though dissolved concentrations have fluctuated, there does not appear to be an overall trend. Free product has historically been identified in MW-2, MW-6, MW-10 although it has not been observed in wells MW-2R, MW-6 or MW-10 during the four monitoring events performed from 2008 through 2016. Approximately 3.56 feet of free product was also reportedly measured in MW-18 during the 2013 monitoring event; however, it appears as if this measurement (listed in the April 2013 report table) was in error. MW- 18 was sampled during the 2013 event and the results were recorded as “Not Detected” for all target analytes. No mention of free product was observed in the text of the 2013 report. Terracon became involved with this incident in 2015 through our contract with NCDEQ’s State Lead program. To date, Terracon has conducted multiple groundwater sampling events; installed replacement and new groundwater monitoring wells; and installed oxygen releasing well booms in MW-9R. Since our involvement with the site in 2015, free product has not been noted in the monitoring well network. Except for MW-9R, benzene has not been analyzed to be above GCL; monitoring well MW-9R was analyzed to contain benzene above GCL in May 2015 and again during the May 2019 event. Several other site monitoring wells have had exceedances of target contaminants above the 2L Standard. A mobile multi-phase extraction (MMPE) was performed on wells MW-9R and MW-10 in December 2019. Additional activities are not known to have occurred at the site after the issuance of the February 4, 2020 MMPE report until the current groundwater assessment activities discussed in this report. Previous receptor surveys performed by others have noted a municipal water supply well (Well # 1) at an elevated water tower located approximately 800 feet southeast of the source area (i.e., the former UST basin). This municipal well was reportedly abandoned recently as of 2019. Private water supply wells were not identified during previous receptor surveys within 1,000 feet of the source area. Municipal water is reportedly available and used at developed properties within 1,000 feet of the source area. C.5 Surface Water Surface water bodies were not observed on the site. According to the Wallace, NC Quadrangle USGS topographic map, the closest surface water is Little Rockfish Creek and Boney Mill Pond located approximately 3,200 feet east of the source area. Surface waters in the site area are depicted on Exhibit 1. C.6 Land Use Information The adjacent property to the north consists of a church and a parsonage; property to the east is occupied by a residence; to the south is East Cavenaugh Street with a residence and currently undeveloped field with a small shed across the road; to the southwest is the intersection of East Cavenaugh Street and North Norwood Street with Farm Bureau across the intersection; to the west is North Norwood Street with a church, Liberty Tax and BB&T Bank across the road. ASSESSMENT INFORMATION D.1 Site Geology and Hydrogeology The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics: Wallace Quadrangle, North Carolina, USGS 7.5-minute series topographic map, dated 1987 (Exhibit 1). Former Potter Oil Company Wallace, North Carolina Terracon Project No. 72159665A Incident No. 18374 March 23, 2020 Responsive ■ Resourceful ■ Reliable 7 The site is located in the Coastal Plain Region (Inner Coastal Plain). The Inner Coastal Plain is generally a higher, denser area of rich, sandy soil. The Coastal Plain Region was developed on loose, unconsolidated and flat layers of sediment, caused by sea level changes and erosion of the mountains. Most parts of the Coastal Plain Region consist of well to moderately well-drained loamy soils. The site is underlain by a sequence of marine sediments of the Tertiary age known as the Yorktown/Duplin Formation, Undivided (Tpy). The Yorktown Formation consists of fossiliferous clay with fine grained sand; shell material mainly found in the lenses. The Duplin Formation is shelly, medium to fine grained sand, sandy marl and limestone. Information obtained from the Soil Survey for Duplin County, depicts soils on the site as Norfolk loamy fine sand, nearly level thick surface phase (Nf). Nf soil types are an extensive well-drained soil that occur on flat uplands; runoff is slow to very slow due to the nearly level slopes and thickness of surface soil; the moisture capacity is moderately low and the soil is slightly droughty. In the site area, groundwater generally is obtained from the Black Creek Aquifer. The Black Creek Aquifer is lagoonal to marine consisting of thinly laminated clay interlayered with sand. Sediments in the subsurface are highly organic and sediments are typically from the Black Creek and Middendorf formations. On average, the Black Creek aquifer consists of nearly 60 percent sand. The hydraulic conductivity ranges from 15 to 50 feet/day and averages 28 feet/day. Recharge occurs mainly by the downward percolation from the overlying aquifers. Discharge is typically into streams where there are channels cut into it or its overlying confining unit. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, and the influences of groundwater pumping. Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on depth to water measurements obtained in February 2020, the general groundwater flow direction is interpreted to be toward the south from the site. Depth to groundwater in the gauged monitoring wells ranged from approximately 0.3 to 1.9 feet bls during the February 10, 2020 site visit. D.2 Sampling Activities Terracon mobilized to the site on February 10, 2020 to collect groundwater samples from monitoring well MW-9R and the nine closest shallow aquifer monitoring wells to MW-9R (MW-2R, MW-4, MW-5, MW-6, MW-8, MW-10, MW-19, MW-23 and MW-24). During the February 2020 site visit, it was noted that a portion of the site is currently operating as a topsoil and gravel sales lot. No one was at the site at the time of the February 2020 site visit. Monitoring well MW- 8 could not be located during this site visit and appears to have been covered by staged topsoil. Sections D.2.1, D.2.3 and D.2.3 of this report contain discussions of free product evaluation, groundwater sampling activities and analytical results of the sampling that occurred during this event. D.2.1 Free Product Evaluation Free product was not observed in the monitoring wells sampled on February 10, 2020. D.2.2 Groundwater Sampling Activities Groundwater samples were collected from MW-2R, MW-4, MW-5, MW-6, MW-9R, MW-10, MW-19, MW- 23 and MW-24 during this sampling event. Prior to sampling, Terracon gauged the groundwater levels in the above-mentioned monitoring wells. After each well was gauged, the wells were then purged using a dedicated disposable bailer until at least 3 well volumes of water were purged from each well. On February 10, 2020 at the request of DEQ, Terracon also prepared a field blank using distilled water. The field blank sample was indicated as sample “MW-PO” on the chain-of-custody. The approximate locations of the wells are shown on the Monitoring Well Location Map (Exhibit 3). Current and historical groundwater elevation measurements are provided in Table 2. The samples were collected into laboratory-supplied glassware which was then labeled and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc., in Huntersville, North Carolina for analysis of VOCs, including xylenes, MTBE, EDB and IPE, by EPA Method 6200. The analytical results are discussed in Section D.2.3 of this report. D.2.3 Analytical Results GCL exceedances were not analyzed in groundwater samples collected from the subject monitoring wells. The groundwater samples collected from monitoring wells MW-2R, MW-4, MW-9R, MW-10 and MW-19 contained at least one target petroleum constituent that exceeded the applicable 2L Standards. Benzene detected at concentrations above the 2L Standard (1 µg/L) in wells MW-2R at 1,860 µg/L, MW-4 at 34.1 µg/L, MW-9R at 3,170 µg/L, MW-10 at 418 µg/L and MW-19 at 284 µg/L. Ethylbenzene was detected at a concentration above the 2L Standard (600 µg/L) in well MW-2R at 819 µg/L. MTBE was detected at concentrations above the 2L Standard (20 µg/L) in wells MW-2R at 167 µg/L and MW-9R at 698 µg/L. Former Potter Oil Company Wallace, North Carolina Terracon Project No. 72159665A Incident No. 18374 March 23, 2020 Responsive ■ Resourceful ■ Reliable 9 Naphthalene was detected at concentrations above the 2L Standard (6 µg/L) in wells MW-2R at 1,260 µg/L, MW-4 at 10.2 µg/L, MW-9R at 332 µg/L, MW-10 at 275 µg/L and MW-19 at 56.7 µg/L. N-propylbenzene was detected at a concentration above the 2L Standard (70 µg/L) in well MW-2R at 83 µg/L. 1,2,4-Trimethylbenzene was detected at concentrations above the 2L Standard (400 µg/L) in wells MW-2R at 789 µg/L and MW-10 at 938 µg/L. Total xylenes were detected at a concentration above the 2L Standard (500 µg/L) in MW-2R at 1,747 µg/L and MW-10 at 2,310 µg/L. The groundwater samples collected from monitoring wells MW-5, MW-6, MW-23 and MW-24 were analyzed to be below the 2L Standards for the target constituents. When compared to the May 2019 dataset, dissolved hydrocarbon concentrations generally decreased or stayed somewhat similar in the wells with documented historical impacts. ITRC has established a vertical screening distance of 5 feet bls for sites with dissolved concentrations indicating the presence of residual LNAPL. The observed groundwater concentration data in MW-2R, MW-9R and MW-10 is indicative of residual LNAPL per the ITRC guidance. Groundwater was observed in the closest adjacent well to this structure (MW-2R) at a depth of approximately 1 foot bls and has historically been measured in this well at a depth between approximately 1 foot bls and 4 feet bls. A Groundwater Analytical Results Map is provided as Exhibit 5 that indicates contaminants detected and their levels for each well. A concentration map for benzene is provided in Exhibit 6. As indicated on the above figures, the estimated extent of dissolved phase impact appears reasonably defined by the existing monitoring well network. No target analytes were detected in the field blank (MW-PO). The groundwater analytical results from the monitoring wells are summarized in Table 1. A copy of the laboratory analytical report is provided in Appendix A. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of the Monitoring Report activities performed in February 2020, Terracon provides the following findings and conclusions: Free product was not observed in monitoring wells sampled. GCL exceedances were not analyzed in groundwater samples collected from the subject monitoring wells. When compared to the May 2019 dataset, dissolved hydrocarbon concentrations generally decreased or stayed somewhat similar in the wells with documented historical impacts. The groundwater samples collected from monitoring wells MW-5, MW-6, MW-23 and MW-24 were analyzed to be below the 2L Standards for the target constituents. Monitoring well MW-10 has historically been located in the locked gated backyard of an offsite residential adjoining property. Access to MW-10 was granted by the property owner during this sampling event and MW-10 was sampled for the first time since 2015. The contamination in the groundwater in the area of MW-10 has decreased significantly since 2015. The extent of groundwater impact appears reasonably defined by the existing monitoring well network. The general groundwater flow direction appears to be towards the south. Previous receptor surveys have noted a municipal water supply well (Well # 1) at an elevated water tower located approximately 800 feet southeast of the center of the site. This municipal well was reportedly abandoned recently as of 2019. Private water supply wells were not identified during previous receptor surveys to be within 1,000 feet of the site. Municipal water is available and used at developed properties within 1,000 feet of the site. Based on the ITRC PVI guidance, additional evaluation of the PVI pathway for the residence on the southeastern adjacent property is warranted. ITRC has established a vertical screening distance of 5 feet bls for sites with dissolved concentrations indicating the presence of residual LNAPL. The observed groundwater concentration data in MW-2R, MW-9R and MW-10 is indicative of residual LNAPL per the ITRC guidance. Groundwater was observed in the closest adjacent well to this structure (MW-2R) at a depth of approximately 1 foot bls and has historically been measured in this well at a depth between approximately 1 foot bls and 4 feet bls. Based on the data presented in this Monitoring Report, Terracon recommends the following activities be completed at the site: Assess for potential indoor air impacts in the eastern adjoining residence. Perform a receptor survey update. Perform another sampling event in three months on monitoring wells MW-2R, MW-4, MW-5, MW-6, MW- 8, MW-9R, MW-10, MW-19, MW-23 and MW-24.
