ECS has completed the Letter Report for the above referenced site. Included in this report is a description of the field activities, the results obtained, and our conclusions and recommendations. PROJECT UNDERSTANDING The subject site is the Stansberry Grocery site located at 3619 Buckeye Road in Sugar Grove, Avery County, North Carolina (Figure 1 and Figure 2). A photographic log of the site is attached to this letter. According to the Avery County GIS website, the site is identified by Avery County Parcel Identification Number 194200448542 and is owned by Rebecca Ann Stansberry. The former Stansberry Grocery is currently being utilized for storage by the Stansberry family. Site features are indicated on Figure 3. A total of four underground storage tanks (USTs) were present on the site. Two 2,000-gallon gasoline USTs and one 550-gallon kerosene UST were installed at the site in April 1971. A 1,000-gallon gasoline UST was installed at the site in April 1984. The four USTs were removed from the site on September 24, 2012. UST information is provided in Table 1. Approximately 2,000 gallons of residual fluid was removed from the USTs. Upon removal, it was observed that the USTs were corroded and had holes. Soil samples were collected from three of the four UST basins. Soil samples were not collected from UST #1 basin due to the presence of groundwater. The contamination concentration in the soil samples exceeded the North Carolina Department of Environmental Quality (NCDEQ) Action Level, at that time, of 10 milligrams per kilogram (mg/kg). Soil sample analytical results and odors observed in each of the UST basins indicated that a release had occurred from each of the USTs. Soil samples were not collected along piping or at the former dispensers. During the removal of the USTs, a fill port was observed indicating a potential fifth UST. Ms. Betty Stansberry, mother of the site owner, indicated that this was a fill port for UST #1. The former Stansberry Grocery is currently being utilized as storage by the Stansberry family. Letter Report Stansberry Grocery Sugar Grove, Avery County, North Carolina NCDEQ Incident: TF-41095 NCDEQ Contract: N17006 ECS Project 49:1485-D March 18, 2020 2 In August 2014, ECS collected soil samples along the former piping, at the former dispenser locations, and within the former UST basins. ECS also installed three permanent monitoring wells within the UST basins (MW-1, MW-2, and MW-3). Laboratory analysis of the soil samples collected from along the former product piping and at the former dispenser locations indicated that Total Petroleum Hydrocarbons-Diesel Range Organics (TPH-DRO) and Total Petroleum Hydrocarbons-Gasoline Range Organics (TPH-GRO) were present at concentrations which exceed the State Action Level of 10 mg/kg in each of the samples except one. Laboratory analysis of the soil sample collected from five feet below ground surface in the boring for monitoring well MW-2 detected C5-C8 aliphatics, C9-C18 aliphatics, and C9-C-22 aromatics at concentrations above their respective Residential Soil Cleanup Level, but below their respective Industrial/Commercial Soil Cleanup Levels. Groundwater samples were collected from the monitoring wells and a surface water sample was collected from Poga Creek. Laboratory analysis of the groundwater sample collected from monitoring well MW-1 detected various petroleum-related compounds at concentrations above their laboratory detection limits, but below their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS). Laboratory analysis of the groundwater sample collected from monitoring well MW-2 detected various petroleum-related compounds at concentrations above their respective NC2LGWQS, but below their respective Gross Contamination Levels (GCLs). Laboratory analysis of the groundwater sample collected from monitoring well MW-3 did not detect targeted compounds above laboratory detection limits. Laboratory analysis of surface water sample SW-1 collected from Poga Creek detected three Tentatively Identified Compounds (TICs) above laboratory detection limits. On January 13, 2015, ECS installed one permanent monitoring well (MW-4) upgradient of the former UST basins associated with UST #2 and UST #3. On January 14, 2015, ECS collected a groundwater sample from monitoring well MW-4 and groundwater samples from water-supply wells WSW-1 and WSW-2. In April 2015, well booms were installed in monitoring wells MW-1 and MW-2. In August 2015, ECS sampled monitoring well MW-2. Laboratory analysis of the groundwater sample detected benzene, chloromethane, methyl tert-butyl ether (MTBE), and naphthalene at concentrations above their respective NC2LGWQS, but below their respective GCLs. In addition, diisopropyl ether (IPE), ethylbenzene, isopropylbenzene, n-propylbenzene, toluene, 1,2,4-trimethlybenzene, 1,3,5-trimethlybenzene and total xylenes were detected at concentrations above the laboratory reporting limits, but below their respective NC2LGWQS. Upon completion of the groundwater sampling, the bio-sock was removed and an Adventus O- Sox was installed in the well in an effort to enhance the degradation of the constituents that have been detected since the well was installed in August of 2014. On March 8, 2016, ECS collected groundwater samples from monitoring wells MW-1 and MW- 2. Prior to sampling the monitoring wells, the bio-sock was removed from monitoring well MW-1 and the O-Sox was removed from monitoring well MW-2. The bio-sock and O-Sox were replaced following sampling. In addition, sec-butylbenzene, IPE, ethylbenzene, isopropylbenzene, n-proplybenzene, toluene, 1,2,4-trimethlybenzene, 1,3,5-trimethlybenzene, and total xylenes were detected at concentrations above the laboratory reporting limits, but below their respective NC2LGWQS. On August 22, 2017, ECS collected groundwater samples from monitoring wells MW-1 and MW-2. Prior to sampling the monitoring wells, the bio-sock was removed from monitoring well MW-1 and the O-Sox was removed from monitoring well MW-2. Laboratory analysis of the groundwater sample collected from monitoring well MW-1 indicated sec-butylbenzene, IPE, isopropylbenzene, MTBE, naphthalene, and n-propylbenzene at concentrations greater than the laboratory reporting limits, but less than their respective NC2LGWQS. Laboratory analysis of the groundwater sample collected from monitoring well MW-2 detected benzene, MTBE, naphthalene, n-propylbenzene, and 1,2,4-trimethylbenzene at concentrations greater than their respective NC2LGWQS, but less than their respective GCLs. In addition, n-butylbenzene, sec-butylbenzene, IPE, ethylbenzene, isopropylbenzene, toluene, 1,3,5-trimethylbenzene, and total xylenes were detected at concentrations greater than the laboratory reporting limits, but less their respective NC2LGWQS. On June 24, 2019, ECS gauged the liquid levels in and collected groundwater samples from monitoring wells MW-1 and MW-2. Prior to sampling the monitoring wells, the O-Soxs were removed from monitoring wells MW-1 and MW-2. Following the completion of sampling activities, the O-Soxs were placed back into the monitoring wells. Results of the laboratory analysis indicated benzene, chloromethane, and naphthalene at concentrations greater than their respective NC2LGWQS in the sample collected from monitoring well MW-2; however no concentrations were greater than their respective GCLs. Additional compounds were detected in the sample collected from monitoring well MW-2 greater than the laboratory method reporting limits, but less than their respective NC2LGWQS. No compounds were detected in the sample collected from monitoring well MW-1 at concentrations greater than the laboratory method reporting limits. FIELD ACTIVITIES On January 22, 2020, ECS gauged the liquid levels in and collected groundwater samples from monitoring wells MW-1 and MW-2. A summary of monitoring well construction details and liquid level data is presented in Table 2. The locations of the wells are shown on Figure 4. Prior to sampling the monitoring wells, the O-Soxs were removed from monitoring wells MW-1 and MW- 2. Purging and sampling of the wells were accomplished using a new disposable polypropylene bailer and new length of nylon cord. The wells were purged by evacuating a minimum of three well volumes using the bailer and cord in order to remove sand, silt and other fine sediments and to promote communication between the surrounding formation and the sand pack surrounding the well’s screened interval. After purging was completed, groundwater samples were collected from the wells and transferred into sample containers provided by the laboratory. Following the completion of sampling activities the O-Soxs were placed back into the monitoring wells. The Groundwater Sampling Data Sheets are attached. Letter Report Stansberry Grocery Sugar Grove, Avery County, North Carolina NCDEQ Incident: TF-41095 NCDEQ Contract: N17006 ECS Project 49:1485-D March 18, 2020 4 The sample containers were labeled, placed into protective packaging material, and placed into a cooler with ice to maintain the samples at approximately four degrees Celsius. The groundwater samples were submitted to Pace Analytical Services, LLC located in Huntersville, North Carolina (NC certification #12) for chemical analysis. The groundwater samples were analyzed for volatile organic compounds using Standard Method 6200B plus IPE, MTBE, and EDB. Chain-of-custody (COC) procedures were followed from sample collection through the transportation process. A copy of the COC is included is attached. LABORATORY ANALYTICAL RESULTS Results of the laboratory analysis indicated benzene, MTBE, and naphthalene at concentrations greater than their respective NC2LGWQS in the sample collected from monitoring well MW-2, but less than their respective GCLs. Additional compounds were detected in the sample collected from monitoring well MW-2 at concentrations greater than the laboratory method reporting limits, but less than their respective NC2LGWQS. Five compounds were detected in the sample collected from monitoring well MW-1 above laboratory reporting limits, but less than their respective NC2LGWQS. A summary of the laboratory analytical results are included in Table 3. Figure 4 depicts the contaminant concentrations from the laboratory analytical results. The laboratory data report and COC are attached. CONCLUSIONS Based on the results of the groundwater sampling, ECS concludes the following:  Compound concentrations detected in the sample collected from monitoring well MW-1 appear consistant with the results of the June 2019 sampling event. Five compounds were detected slightly above laboratory reporting limits.  Select compound concentrations detected in the sample collected from monitoring well MW- 2 have decreased since the June 2019 sampling event Concentrations of benzene, naphthalene, and MTBE exceed their respective NC2LGWQS, but are less than their GCLs. RECOMMENDATIONS Based on the results of this assessment, ECS recommends the following:  ECS recommends resampling MW-1 and MW-2 in six months, and;  ECS recommends that a copy of this Letter Report be provided to the property owner.
