PURPOSE OF SITE VISIT: Follow-up Facility Compliance Inspection

ADDITIONAL COMMENTS: 01 – Facility has locking gate for security. 02 – Signage is posted at the entrance. Need to add contact number in the event of an emergency. 03 – Roads are made of all-weather materials. All paved area. 04 – Compost is kept in windrows and temperatures were checked during this inspection using John College’s probe. 05 – Fire lanes are present for firefighting equipment in the event of a fire.
06 – Be sure to remove non-conforming waste (plastic & paper) before grinding debris. 07 – No temperature records were reviewed due to they are not being kept as required if compost is given to the public or used around public areas. Facility MUST PURCHASE A TEMPERTURE PROBE. Staff took pictures of John’s probe. 08 – John College met with Tarboro staff as noted on page 1 of this report. 09 – John College spent time on training the Tarboro Staff on using the probe to get temperatures on the windrows. New windrow that was being turned on the last inspection was at required temperature today. 10 – Information on the compost process was emailed to Jason Nichols by John College on 3/25/2020. 11 – This follow up meeting was with minimal staff due to the Covid-19 restrictions. All restrictions were adhered to.
12 – Overall finished product looked good.
13 – Digital pictures were not taken during this inspection.

Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
