No Permit required. PURPOSE OF SITE VISIT: Follow-up Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: CORRECTIVE ACTION NEEDED The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This facility has Fencing, Locking Gates and Video Surveillance for security. 02 - Signage is on the front gate. Need to add contact information to signage in the event of an emergency. 03 - GPS location was taken today at the facility entrance. 04 - This follow up meeting was scheduled to discuss issues noted during the inspection conducted on 3/24/2020 by John College. 05 - The scheduled meeting went well and corrective action to take place. 06 - It was noted on the 3/24/2020 inspection the debris were scattered over an un-determined area. 07 - After this inspection, John College measured the scattered debris area and found the approximant area of scattered debris was 4.5 acres. Information was gathered on Google Earth. A map was made and is attached to this inspection report. 08 -The rule for Yard Waster Notified Facilities requires a footprint of LESS THAN 2 ACRES. 09 -ALL of the debris MUST be moved back inside of the 2 acre footprint. Troy Lewis – Town Manager thinks that they may have a map designating the original footprint. Recommend that area is marked with Edge of Waste Markers to ensure compliance. 10 - No compost is being made at this site. Chipping/Grinding is done here. 11 - All debris for compost is taken to YWN 33-009 also owned and operated by The Town of Tarboro. 12 - No paper documents were reviewed today due to the COVID-19 issue. 13 - John College ask to be informed of progress made on bringing this facility back into compliance from Tarboro Staff. Send pictures to John College by email on any progress made. 14 - Site has stored clean concrete and soil onsite to be used as beneficial fill in low areas. 15 - Follow up inspections to be conducted by phone/email and in person when the COVID-19 travel ban is lifted. 16 - Digital pictures were taken and some attached to this report.
