(MESCO) is pleased to present this Semi -Annual Water Quality Monitoring Report for an event performed at the Surry County closed construction and demolition (C&D) and closed unlined municipal solid waste landfill (MSWLF) located in Elkin NC (SWS Permit No. 86-03) on November 26-27, 2019. The site is located at the end of Landfill Road off Joe Mill Lane (SR 1121), Elkin, Surry County, North Carolina. The site location topographic map is depicted as Sheet 1. NCDEQ Solid Waste Rule NCDEQ Solid Waste Rules 15ANCAC13B.1630 through .1637 require that Surry County provide this monitoring report to the SWS on a semi-annual basis. In general accordance with 15A NCAC 13B.16320), the SWS Environmental Monitoring Report Form and SWS memorandums this report contains sampling procedures, field and laboratory results, groundwater characterization and a brief discussion of the findings. Detection tables, a potentiometric map, field parameters and the laboratory analytical reports with quality assurance/quality control data and chains -of -custody (COC) are also included in this report. Laboratory analytical results indicate that volatile organic compound(s) (VOC) were found above their respective North Carolina Groundwater Standard in groundwater samples collected from MW-2, MW-3 and MW-3A. One or two total recoverable metals were also detected above its respective groundwater Standard in samples collected from MW-3A, MW-6, MW-7S and MW-7D. Background Prior to operating as a C&D landfill the site operated as an unlined sanitary MSWLF that consisted of two units. The first area was closed prior to October 1991 with a 24 inch final soil cover. The second area was closed with a cohesive cap of 18 inches of soil with a minimum permeability of less than 1 x 10-5 cm/sec, and 18 inches of erosive layer prior to December 31, 1998 in accordance with the Transition Plan. C&D was placed on top of the cohesive capped MSW unit until 2008. The transfer station that operated at the landfill closed around June 2010 and the site has remained vacant since. Water quality at this facility has been monitored at least semi. -annually since 1989 with historical data available since 1994. The landfill has been in assessment monitoring since 1997 in response to detections of VOCs. The SWS approved a modification to the assessment monitoring program on October 15, 2014 (DIN:21983) which entails a subset of wells to be sampled for Appendix II parameters once every three years which was last performed during the December 2017 event. Sampling Locations The groundwater monitoring network includes 12 locations; nine downgradient monitoring wells (MW-2, MW-3, MW-3A, MW-4, MW-5, MW-6, MW-7S, MW-7D and MW-8), a background monitoring well (MW-1) and two downstream surface water points (SW-1, SW-2). All locations were sampled during this event. Water monitoring locations are depicted on Sheet 2. A summary detailing the construction of the water monitoring wells is presented on Table 1. Semi -Annual Water Quality Monitoring Report -November 2019 Surry County Closed CDLF and Closed Unlined Landfill Page 1 Sampling Procedures Sampling was conducted utilizing portable methodologies outlined in the NCDENR SWS guidance document Solid Waste Section Guidelines for Groundwater, Soil, and Surface Water Sampling revised April 2008. The function and integrity of all monitoring locations were visually evaluated as documented on Table 2. The depth to water in each well was electronically gaged prior to purging to quantify the static water level elevation. Bailing or submersible pumping was utilized to purge the wells a minimum of three times the volume of standing water in the well or until dry. Surface water samples were dipped from the surface of Snow Creek at previously designated locations. Stabilized field parameters were recorded during purging. Samples were then placed into laboratory -prepared, pre -preserved containers. Samples were kept on ice and transported to a NC -certified laboratory under proper chain of custody (C- O-C) protocol within the specified hold times for each analysis. Field Parameter Data Stabilized field parameters recorded during purging included pH, specific conductance, temperature and turbidity. A summary of the field parameter data is presented in Table 3 and field data sheets are in Appendix A. In general field parameter results remain consistent with previously reported events. Laboratory Results Pace Analytical Laboratories (PACE) (NC Cert. #12 & 40) performed the laboratory analysis. Pace reported that their procedures conformed to the most current, applicable TNI/NELAC standards and the their Quality Assurance Manual, where applicable, unless otherwise noted in the body of the laboratory report. Groundwater and surface water samples were tested for constituents listed in 40 CFR 258 Appendix I and 1,4-dioxane. A sampling and analysis table summarizing the locations, targeted constituents and methods is presented as Table 4. Laboratory results and C-O-Cs are presented in Appendix B. Water samples were analyzed to the laboratory -established Method Detection Limits (MDL) and any value between the MDL and laboratory -established Reporting Limit (RL) is qualified by the laboratory as with a "J" which indicates an estimated concentration. "J-qualified" concentrations are considered non - quantifiable and discretion should be made prior to making decisions based on a value that the laboratory considers an estimate. Table 5 summarizes constituents detected in groundwater samples compared to Interim Maximum Allowable Concentrations (IMAC) and North Carolina Groundwater Standards (2L) which have been adopted by the NC SWS as groundwater compliance Standards. Although not applicable for regulatory compliance purposes the detections are also compared to the Maximum Contaminant Level (MCL) commonly referenced as the Federal Primary "Drinking Water Standard". Table 6 lists the constituents detected in surface water samples compared to the North Carolina Surface Water Standards (2B), NC Protective Values, EPA Nationally Recommended Water Quality Criteria and the MCL. Groundwater Characterization A single -day potentiometric map constructed from groundwater levels collected during this event is presented as Sheet 2. Groundwater flow rates and directions were calculated and are included in Table 7. Groundwater flows generally southwest, towards the Snow Creek discharge feature. Groundwater average linear velocity rates calculated from modified Darcy's equation indicate flow rates ranged from approximately 8 ft/yr (MW-5) to 730 ft/yr (MW-6). Findings The metal detections are believed to originate from erosion of natural deposits rather than anthropogenic. Groundwater samples collected from MW-2, MW-3 and MW-3A contained one or more VOC(s) in concentrations above 2L Standards. VOC concentrations remain within their respective historically identified range. The reduction in VOC concentrations over time and distance from the landfill and the prevalence of biodegradation byproducts indicate natural attenuation is occurring and groundwater quality is expected to continue to improve.
