OBSERVED VIOLATIONS:
1. Permit Condition 18. Field separations in the nutrient management plan and all pertinent setbacks shall be clearly
located on the site. Boundaries of the permitted septage land application fields shall be clearly marked on the
ground. The required 10 foot setback from the neighboring vegetation needs to be restablished along the
perimeter of Field 2 (west & south sides). Vegetation has encroached onto the permitted boundaries of
Field 2. The neighboring vegetation (grass, bushes etc) shall be cut back/removed for a distance of at least
10 feet from around each field post and from the permitted boundary between each field post. This
violation was previously noted on all site visits from October 2018. Maintaining this 10 foot setback is
required at all times in conjunction with the required setbacks from adjacent property lines.

ADDITIONAL COMMENTS
1. The winter cover crop is present on both fields. However, Field 2 has scattered thin or bare patches of
groundcover. Unsure if this is from past heavy applications or grease burns – ensure land application methods
are not causing any crop damage & repair any areas as needed. Implement weed control as needed in the
coming months.
2. It appears that Field 2 is currently in use. No recent or heavy application. No odors noted. Follow the field
rotation as per the approved nutrient management plan.
3. No sign of land application outside the permitted boundaries. It appears that the approved setbacks are being
met but were not measured at this time. Field markers appear accurate.
4. The required signs are posted. The access road is in fair condition at this time but needs regrading in the near
future.
5. Soil samples shall be taken by the permit holder this fall.

enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
