No Permit required. PURPOSE OF SITE VISIT: Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 – Facility has locking gate for security. 02 – Signage is posted at the entrance. 03 – Roads are made of all-weather materials. All paved area. 04 – Compost is kept in windrows and were being turned during this inspection. 05 – Fire lanes are present for firefighting equipment in the event of a fire. 06 – There was non-conforming waste (plastic & paper) that is in need of removal. Plastic was noted in last inspection also. 07 – No temperature records were reviewed during this inspection due to the inspection was un-announced. 08 – John College called Jason Nichols (Public Works Director) on 3/25/2020 to schedule an onsite meeting (3/30/2020) to discuss how the compost is required to be managed and where the finished product goes. 09 – John College informed Jason Nichols that compost MUST have temperature recordings. 10 – Information on the compost process was emailed to Jason Nichols by John College on 3/25/2020. 11 – The follow up meeting scheduled for 3/30/2020 will be minimal staff due to the Covid-19 restrictions. All restrictions will be adhered to. 12 – Overall finished product looked good. 13 – Digital pictures were taken during this inspection. 14 – Several pictures are attached to this inspection report with non-conforming waste.
