(2) Need to work on picking up materials that have surfaced on the inactive cell.
(3) Still need to place some more soil on the top of the inactive cell to prevent water impoundment.
(4) Need to mow the access paths to the monitoring wells.
(5) Noted impoundment of water in the active cell due to heavy rain.

(1) New cell being utilized for solid waste disposal:
(2) Groundwater issues being handled by Raleigh Central office.
(3) Monitoring wells were sampled in February 2005. The County does not yet have the results of this monitoring.
(4) County is placing intermediate cover over the completed landfill cell.
(5) Methane monitoring data indicates no methane gas present in monitoring probes.

15A North Carolina Administrative Code 13B.1626(4)(b) requires that methane gas monitoring be conducted
quarterly. Cherokee County was operating in violation of this rule in that methane gas monitoring was not done the last
quarter of 2004 (October — December). Cherokee County must immediately do methane gas monitoring and take steps
to ensure that this monitoring is done each quarter.

(1) A small amount of exposed refuse was observed where basic liner connections between cell 1 and cell 2 were
made. Cover this waste material.
(2) The yard waste collection location has been moved because of construction of cell 2. This area needs to be
designated on the landfill plan.
(3) New landfill cell has been completed. Contractor has moved off site.

OTHER COMMENTS /SUGGESTIONS:
(1) Landfill slope areas were being hydroseeded at the time of the inspection.
(2) Yard waste stockpile has been ground into mulch. A large portion of the mulch has been removed from the
landfill.
(3) The new cell is under construction. D.R. Phillips is the contractor.
(4) Groundwater records indicate monitoring well exceedences. Raleigh central office is handling these violations.
(5) Scrap tire certification forms look good. All required information is being completed.
(6) SewGral staff attended the operator training course in Asheville recently.
(7) Unable to detect objectionable odors around the perimeter of the MSW Landfill.
