NONE
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a Construction and Demolition (C&D) landfill on top of closed unlined Municipal Solid Waste
Landfill (MSWLF)..
2. The facility is permitted to receive C&D waste, inert debris, asphalt, and land-clearing debris generated within
Lenoir County.
3. The facility is fenced and is secured by a locking gate when it is not open for operation.
4. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency
contact information as well as materials accepted at the facility.
5. Personnel are onsite during operating hours. The C&D landfill is open to accept waste from 8:00 am until 5:00
pm Monday through Friday and 8:00 am until 12:00 pm on Saturday. The C&D debris landfill is normally closed
on Sunday and select County holidays.
6. The approved Facility Permit, Operations Plan, and Contingency Plan were complete, in order, and
reviewed during this Facility Compliance Inspection.
7. Random waste screenings records were up-to-date through 2/25/2020. The facility conducts waste screenings of 1
percent of truck loads received.
8. The following are facility certified personnel:
a. Hal Oliver, Manager of Landfill Operations(MOLO), expires 2/20/2020
b. Kim Hill, Manager of Landfill Operations(MOLO), expires 10/12/2020
9. The facility maintains semiannual groundwater and surface water monitoring records. Records for sampling
events conducted on September 2019 and July 2019 were verified.
10. The facility conducts quarterly methane monitoring. Methane monitoring records were verified for September
2019.
11. A perimeter road has been established around the entire footprint of the landfill. The perimeter road is being well
maintained.
12. The working face was appropriately sized for the expected waste. The exposed area was less than ½ acre and
appears that it is being covered at least once weekly. Six inches of earthen material should be properly applied
once weekly or when the working face reaches ½ acre.

13. No unacceptable wastes observed in the working face.
14. Side slopes are being stabilized with mulch and are well maintained.
15. Edge-of-waste markers have been installed and are being maintained around the landfill as required.
16. Windblown waste was being well managed
17. Monitoring wells were locked, capped and properly tagged.
18. Pallets and land clearing debris are stored off of the landfill and ground for use as boiler fuel.
19. Digital photos were taken during the inspection.
