OBSERVED VIOLATIONS:
.0838(j) Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of septage
onto the ground surface or exterior surface of the detention system, including septage in pipes used for transferring waste
to and from vehicles. Permit Condition 2 Leaks or spills are the responsibility of the Permittee and shall be immediately
contained, cleaned up, and treated to prevent any contamination of the surrounding area. Any solids from leaks or spills
shall be disposed of in a manner consistent with the NC Solid Waste Management Rules.
It appears that there is a septage spill (grayish residue) on the ground surface on the back side of the “left” storage
tank. Completely clean up this area, properly dispose of the waste & spread hydrated lime on the area. Implement
changes to prevent spills from the tanks or hoses as per Rule .0838(j). Any septage spills shall immediately cleaned
up as per Permit Condition 2. The storage tank area should be monitored daily. This residue was not “fresh”.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The two plastic tanks appear structurally sound.
2. The required “No Trespassing” sign is posted at the tanks.
3. The access road is adequate.
4. The approved setbacks are being met.
5. Maintain the required 5’ cleared radius (free of excess vegetation or debris) around the two tanks. Keep the
vegetation cut back during the coming months.
