PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This was an unannounced site inspection. 02 – As noted in the last inspection dated August08, 2018 and February 05, 2019, facility needed a sign with required contact information. This signage has now been added at the main entrance. 03 – Site is not open to the public. Only the Town of Kill Devil Hills has access to use this site. 04 – The gate was locked for security. 05 – The road was in fairly good condition. Could use some more rock/gravel in low areas. 06 – Composted material looked good. 07 – Compost is being removed as to make room for new vegetative debris. 08 – Temperature records were not reviewed. Will schedule a follow-up visit to review records when in the area on other inspections. 09 – The compost windrows have fire lanes. Not quite meeting the 25 ft. requirement. 10 – The compost windrows do not exceed the recommended size of 5-12 feet wide and 9-15 feet high. 11 – Please remember that only 6000 cu/yd (composted and raw material) can be stored per quarter. 12 – Some material is ground up as mulch. 13 – It appears that facility staff has been pulling out the non-conforming waste due to the windrows of compost/mulch do not have plastic waste all mixed into the product. GOOD JOB.
