Mr. Sullivan:
In accordance with 15A NCAC 13B .1626(4), owners or operators of all municipal solid
waste landfill (MSWLF) units must implement a permanent methane monitoring program on
or before October 9, 1994. Based on its preliminary review, the Section needs the following
additional information from Municipal Engineering Services.
1 . The facility contains an active gas extraction system but the transition plan
contains no information about the system. Incorporate this methane gas
collection system into the transition plan.
2. Detail a response plan. What will the landfill operator do if methane levels
exceed 25 percent of the lower explosive limit in structures or the lower
explosive limit at the property boundary?
3. Detail a monitoring procedure that includes calibration and use of the gas
monitor.
4. Show and explain location of wells.
5. Explain construction and depth of permanent wells.
6. Show diagram of proposed methane monitoring well or probe.
Please submit requested information or revisions to the Section within 30 days in order
to expedite review of the referenced transition plan application. If you have any questions

RE: Hydrogeologi.c Review Of The Site Study For The Tri-County
Solid Waste Management Facility In Cherokee County
A preliminary hydrogeologic review has been done of the Site Study
for the proposed Tri-County Solid Waste Management Facility in
Cherokee County. The following issues need to be addressed before
a full technical review can be completed:
In Section II of the report, there is no local area study map on a
scale of 1 inch equals 400 feet, as required by .1618(c)(2). The
well records submitted are not legible. Information should be
provided on the location of these wells.
Section III - SITE HYDROGEOLOGIC REPORT
- The report is not sealed by a licensed Professional Geologist.
Two large areas of the site have not been investigated. One
area is located on the eastern portion of the site. And the
other area is located between the borings located in the
central portion of the site and the borings located in the
western portion of the site.
- The report indicates that the borings were not converted to
piezometers or monitoring wells, as required by .1623(a)(3).
"Temporary standpipes" do not meet this requirement.
- In Table 2, no (total) porosity values are reported for each
lithologic unit, as required by .1623 (a) (4) (E) . The values
for effective porosity seem to be more representative of total
porosity values. Further discussion is needed on how the
effective porosity values were determined.

- In Table 4, no 24 hour water table readings are reported, as
required by .1623 (a) (7) (A) .
- - The —fracture trace diagram used to produce the Rose Diagram is
not included in the report, as required by .1623(a)(1).
The scale of Plate 3 makes interpretation difficult. A map
with a scale of 1 inch equals 100 feet would be helpful, even
if this makes it necessary to split the site near the central
stream tributary. Also the topographic lines and numbers are
difficult to read.
- Only two subsurface profiles were provided. An east -west
profile further upgradient through the proposed fill areas
would be useful. Also a couple of north -south profiles
through the proposed fill areas would be helpful. The
horizontal scale of the subsurface profiles should be adjusted
to make the information more easily interpreted.
In Piedmont and Mountain settings, generally all borings
should go to auger refusal or deeper if necessary to encounter
ground water, unless a boring is terminated at a more shallow
depth in order to characterize one of the distinct lithologic
(hydrogeologic) units. Several of the borings at this site
were not taken to auger refusal. Information should be
provided on why borings 2,5,7, and 9 were terminated at such
shallow depths.
- Under the location restrictions, the scale of the 100 year
flood map makes interpretation difficult. It would be helpful
to know the highest elevation reached by the 100 year flood.
- The facility plan does not indicate 300 foot buffers around
the full perimeter of the site. Even though the old Cherokee
County Landfill is across the Valley River from a portion of
the new proposed Tri-County facility, the new facility is
distinct from the old facility and the 300 foot buffer must be
maintained around the full perimeter of the site.

Both the Wildlife Resources representative and the wetlands
study representative recommended buffering the streams and
wetlands at least 100 feet in order to protect these natural
resources. It appears that the conceptual design for Proposed
-Ph-ase-s 4-&-5-do-e-s-not maintain the recommended-10-0 foot buffer --
from the stream tributary in the central portion of the site.
The additional information and clarifications on the issues
addressed in this letter must be provided before a full technical
hydrogeologic review of the Tri-County Site Study can be completed.
The engineering and geologic consultants can call me if they have
any questions regarding these comments.

RE: Interim Review Of Water Quality Monitoring Transition Plan
Cherokee County Landfill, Permit # 20-01
Dear Mr. Green,
There is limited time available for the Solid Waste Section to
review and evaluate the Water Quality Monitoring Plan submitted as
part of the Transition Plan. It is not possible to do a full
technical review of this plan in time to allow for the upgrading of
the monitoring system and the initial sampling episode of the
baseline sampling event.
Therefore the Solid Waste Section is giving interim authorization
for Cherokee County to proceed with the upgrade of the ground -water
monitoring system at the Cherokee County MSWLF facility in general
accordance with the proposal submitted in the monitoring plan
included as part of the Transition Plan. However, the monitoring
system upgrade must meet the following conditions:
Proposed monitoring well MW-6 should be relocated about 200
feet downgradient of the proposed location at the approximate
location indicated on the map attached with this letter.
Proposed well MW-7 should be relocated about 50 feet to the
north of the proposed location at the approximate location
indicated on the attached map. Proposed wells MW-4R and MW-5
may be constructed at the proposed locations.
The four old deep monitoring wells and existing shallow well
MW-4 are to be abandoned according to the state permanent well
abandonment requirements 15A NCAC 2C .0113(a)(2).
New monitoring wells should generally be installed about 100
to 150 feet from the waste boundary.
The monitoring wells are to be constructed according to the
specifications in the North Carolina Well Construction
Standards (15A NCAC 2C .0108).
The monitoring wells are to be constructed according to the
specifications in the "North Carolina Water Quality Monitoring
Guidance Document For Solid Waste Facilities" as illustrated
by the Typical Monitoring Well Schematic" diagram enclosed.

The monitoring wells are to be placed in the approved
locations in areas free of garbage, refuse, or debris, and in
areas not subject to flooding.
The monitoring wells are to be drilled to a depth, and the
screens placed at vertical locations, that will ensure that
future drought conditions, which may lower the water table,
-will n-at render -the -monitoring system ineffective. - -
Generally shallow monitoring wells shall be installed with a
15 foot screen, with the top of the screen set just above the
seasonal high water table, unless hydrogeologic conditions
justify changes in this design.
The sand pack should extend no more than 2 feet above the
screen and no more than 1 foot below the screen. A bentonite
seal of at least 1.0 foot should be installed above the
screened interval. The bentonite shall be allowed adequate
time to hydrate prior to grouting up the annular space of the
well above the bentonite seal.
Monitoring wells shall be thoroughly developed after
construction in order to reduce suspended solids, flush out
the well, and re-establish equilibrium.with the aquifer.
In addition to the water quality analytical data, the initial
baseline sampling report must include for each monitoring well the
following information: a Well Completion Record, Well Schematic
Diagram, boring log, hydraulic conductivity value, porosity value,
effective porosity value, and the direction and rate of ground-
water flow. This initial baseline sampling report must be received
in the Solid Waste Section office on or before October 9, 1994.
The technical review and determination of adequacy of the
Transition Plan Water Quality Monitoring Plan will not be completed
until after the initial baseline sampling document has been
received and reviewed by the Solid Waste Section.
The water quality sampling and analysis for the baseline sampling
must be done according to the directives in the June 24, 1994,
memorandum from the Solid Waste Section to MSWLF owners and
operators. If you have any questions or comments regarding this
conditional interim authorization to install monitoring wells as
necessary to upgrade the monitoring system at the Cherokee County

In accordance with 15A NCAC 13B .1626(4), owners or operators of all municipal solid
waste landfill (MSWLF) units must implement a permanent methane monitoring program on
or before October 9, 1994. The permanent methane monitoring plan in the referenced
transition plan includes the frequency of testing, test procedure, and a response plan for
situations in which methane gas levels are exceeded, in addition to, proposed well locations,
depth, and construction.
In accordance with North Carolina General Statute § 130A-294 and North Carolina Solid
Waste Management Rules, 15A NCAC 1313 .1603(d)(2)(B), partial transition plan approval of
Section VII - Operational Requirement #4 is hereby approved. This partial approval is valid only
until such time as the full transition plan is approved by the Division of Solid Waste
Management.

Cherokee County Landfill (Permit No. 20-01)
Dear Mr. Green:
Pursuant to North Carolina Statute §130A-22(a) and 15A North Carolina Administrative Code
13B, I conducted an inspection on October 26, 1994, of the Cherokee County landfill, Permit No. 20-
01, located on State Road 1515 near Marble, Cherokee County, North Carolina. The inspection
found the Cherokee County landfill to be in violation of certain requirements contained in the North
Carolina Solid Waste Management Rules, codified at 15A North Carolina Administrative Code 13B,
specifically:
(1) 15A North Carolina Administrative Code 13B.1626(1)(c) requires that spoiled foods,
animal carcasses, abattoir waste, hatchery waste, and other animal waste delivered to the
disposal site be covered immediately. The Cherokee County landfill was operating in
violation of 15A North Carolina Administrative Code 13B .1626(1)(c) in that uncov-
ered hatchery waste was noted at the time of the inspection.
(2) 15A North Carolina Administrative Code 13B. 1626(2)(a) requires that the owners or
operators of MSWLF units must cover disposed solid waste with six inches of earthen
material at the end of each operating day, or at more frequent intervals if necessary to
control disease vectors, fires, odors, blowing litter, and scavenging. The Cherokee
County landfill was operating in violation of 15A North Carolina Administrative Code
13B.1626(2)(a) in that solid waste over the entire landfill surface area was not being
covered at the end of each operating day with six inches of earthen material. This has
been a recurring problem at the Cherokee County landfill for a long period of time.
Based upon the foregoing, Cherokee County is hereby ordered to take the following actions by
November 7, 1994, to correct all violations as stated in this Notice of Violation and otherwise be in

compliance with the North Carolina Waste Management Rules, codified at 15A North Carolina

Carolina General Statute §130A-18 or North Carolina General Statute §130A-22.

It was a pleasure meeting with you, Andrews/Murphy Airport
Manager Richard Parker, NC Div. of Aviation Engineer Rick Barkes,
and Environmental Engineers Bill Sessoms and Susan Wright on
October 26, 1994 to discuss bird problems at the Andrews/Murphy
Airport. Mr. Parker told us that they had two bird/aircraft
strikes at the airport over the past two years, both of them
being "buzzards". Indeed, when we landed at the airport we noted
about 20 black vultures circling high in the air near the
airport.
We drove to the Cherokee County Landfill which is about two
miles from the airport and met with Mr. Robert Allen, Landfill
Manager. Mr. Allen reported that they occasionally get as many
as 50 black vultures using the landfill area. When we visited
the landfill we noted five black vultures on the ground,
apparently feeding on a large pile of dumped chicken eggs. Upon
further inquiry and a meeting with Andrew Reichman, D & R Farms,
we found that D & R began disposing of dead chickens (averaging
130/day) at the landfill about 18 months ago. Previous to this D
& R composted the carcasses and eggs at their facility.
The county landfill is attracting black vultures to the area
which puts them in close proximity to the airport. I would
recommend that either the landfill stop taking animal waste or do
a better job covering it immediately after dumping. A separate
pit specifically designated for animal waste only which could be
covered immediately would help. The best solution would be to
ban animal waste from the landfill all together. Also, keeping
the landfill working face to a minimum and covering as soon as
possible will lessen the attraction to vultures.
We also discussed cutting several trees that the vultures
use for loafing and roosting near the airport. This will also
help in discouraging birds from using the area.
By copy of this letter I would also urge airport manager
Parker to apply for a depredation permit with the U.S. Fish and
Wildlife Service for shooting birds posing a hazard to aircraft.

conducted inspections oil April 27, i994 and June i, i994 of the Cherokee County Sanitary
Landfil, Pellnllt 1Vo. 2�/-�1 on State Road 1515, near Marble, North Carolina. The inspection
found the Cherokee County Sanitary Landfill to be in violation of certain requirements contained
in the North Carolina Solid 'waste iviatiagement Rules, codified at 15A North Carolina
AU'rninistrative Code 113B, specifically:
15A North Carolina Administrative Code 13B.1626 (6)('0) requires that an
attendant shall be on duty at all times while the landfill site is open for public use
to ensure compliance with operational requirements. The Cherokee County

conducted inspections on April 27, 1994 and June 1, i994 of the Cherokee County Sanitary
Landfill, Permit No. 20-01 on State Road 1515, near Marble, North Carolina. T he hispeetion
found the Cherokee County Sanitary Landfill to be in violation of certain requirements contained
in the North Carolina Solid Waste iviatiagement Rules, codified at 15A North Carolina
Administrative Lode 1JB, specifically.
15A North Carolina Administrative Code 13B.1626 (6Nb) requires that all
attendant shall be on duty at all tidies while the landfill site is open for public use
to ensure compliance with operational requirements. The Cherokee County

Landfill Transition Plan, Permit No. 20-01
Mr. Greene:
The Solid Waste Section (Section) recently performed a technical review excluding the
Local Area Study and the Water Quality Monitoring Plan of the referenced transition plan
application submitted by Municipal Engineering Services on behalf of Cherokee County. The
Section hydrogeologist will review these aspects of the application and will request any
additional water monitoring information needed upon completion of his review.
The Section's preliminary review involved evaluating the Cherokee County Landfill's
Transition Plan against the N. C. Solid Waste Management Rules, 15A NCAC 13B. Based on
its preliminary review, the Section needs the following additional information from Municipal
Engineering Services.
Section II - Location Restriction Demonstration
1. The transition plan states that the landfill is located approximately 10,800 feet from
the closest airport. Please provide a demonstration for this. A demonstration could
include (1) a letter from the County to the Federal Aviation Agency (FAA) indicating the
landfill latitude and longitude and requesting the location of public -use airports within
5,000 feet from any airport runway used by only piston -powered aircraft or within
10,000 feet from any runway used by turbine -powered aircraft, (2) the response letter
from the FAA, and (3) a topographic map or State, regional, or local government
agency map indicating the closest distance from the end of a runway to the nearest
referenced landfill unit. Another demonstration could include (1) a NC Aeronautical
Chart and (2) a USGS quadrangle map indicating airports and showing distances from
the landfill.
2. The transition plan states that the Cherokee County landfill facility is not located in a
FEMA studied floodplain. Please include a FEMA Flood Insurance Rate Map with the
landfill area shown on it.

Section III - MSWLF Unit Capacity
3. Do the capacity calculations consider the tonnages from Clay and Graham counties?
4. The life expectancy as of February 1994 is shorter than of October 1994. Explain or
revise.
Section VII - Written Operation Plan
5. Page 1 of the Operation Plan states that the County of Cherokee will operate their
existing landfill until the end of 1997. Revise to read until October 9, 1996.
6. The first paragraph of the Operation Plan states that Cherokee County has been
operating under the trench method. Cherokee County has always used area type fill
with the exception of one small area utilized for wet weather dumping.
7. In accordance with Rule .16260)(e), wastewater treatment sludge may only be
accepted for disposal at an unlined landfill when utilized as a soil conditioner and
incorporated into or applied onto the vegetative growth layer but, in no case greater
that six inches in depth.
8. Address items in Rule .1626(1)(g).
9. In accordance with Rule .1626(2)(b), alternative materials of an alternative thickness
may be approved by the Division if the owner or operator demonstrates that the
alternative material and thickness control disease vectors, fires, odors, blowing litter,
and scavenging without presenting a threat to human health and the environment.

10. How will Cherokee County prevent the tracking of mud onto paved secondary roads
during rain events?
11. How is wood waste (i.e. pallets, tree limbs, etc.) managed?
12. Has the Land Quality Section of the Department of Environment, Health, and Natural
Resources approved the Erosion and Sedimentation Control Plan? Provide
documentation of approval.
13. The transition plan states that liquid waste that is leachate or gas condensate derived
from the landfill unit may be disposed of at the landfill. Rule .1626(9)(a)(ii) states that
a landfill must be designed with a liner and a leachate collection system in order to
receive leachate or gas condensate. Revise transition plan accordingly.
14. The Waste Screening Plan states that the inspector will be trained. What does this
entail?
15. The Waste Screening Plan refers to RCRA as regulating the disposal of PCBs. This is
incorrect. PCBs are regulated under the Toxic Substance Control Act.
16. The Waste Screening Plan states that inspection frequency can vary depending on the
nature of the waste. Inspections should include not less than one percent of the waste
stream.
17. The Waste Screening Plan states that waste should be carefully spread for observation
using a front end loader or other piece of equipment. The Section recommends that the
waste should be hand raked rather than using heavy equipment to spread the load.
. _ Heavy equipment may rupture a container and thus spill its contents resulting in a
cleanup action rather than just a disposal problem.
18. Figure 1 shows a waste screening pad. According to Jim Patterson, the Waste
Management Specialist for Cherokee County, there is not a pad at the landfill. Will one
be constructed? If so, when? If not, where will Cherokee County do their waste
screening?
19. Figure 3 is a waste screening check list. Screening should include liquid, hazardous,
and PCB wastes.
Section VIII - Written Closure Plan
20. The transition plan discusses the construction of the cohesive soil liner and mentions
a flexible membrane liner. Will the cap system have a flexible membrane liner? Revise
transition plan accordingly.
21. In accordance with Rule .1627(c)(3)(B), a gas venting or collection system must be
installed below the low -permeability barrier to minimize pressure exerted on the barrier.
Modify the transition plan to include a gas venting or collection system. Also, modify
the cost estimates to include the costs for installation and maintenance of gas controls.
22. The slope stability analysis in the transition plan refers to the critical section that was
selected based on the relationship between the slopes of the subgrade and the final
landfill configuration. Please submit this critical section on one of the plan sheets.
Also indicate side slopes analyzed (i.e. 2:1, 3:1, etc.)
23. The slope stability analysis refers to 6 inches of erosive soil cover but the closure plan
states that there will be 18 inches of erosive layer. Revise transition plan to be
consistent.
Section IX - Written Post Closure Plan
24. Address items in Rule .1627(d)(3).
Section X - Closure and Post -Closure Cost Analysis and Summary
25. A compaction factor of 15 percent was used for 18 inches of 1 X 10-5 cm/sec soil
cover. This compaction factor seems low, explain or revise.
26. Include a cost estimate for mobilization/demobilization.
27. An estimate of $50,000 is included for cap monitoring and repairing any problems for
30 years. Is this estimate to include inspections, mowing, reseeding, fertilizing, filling
in for settlement and erosion, and any other problems for 30 years? If so, this estimate
seems low.
Operational Drawings
28. Rule .1625(b)(1)(C) requires a drawing to illustrate the progression of operation,
29. The Final Topography Soil Erosion Control drawing shows an area labeled Future
Demolition Area. Revise to read Proposed Future Demolition Area.
Please submit requested information or revisions to the Section within 45 days to
expedite review of the referenced transition plan application. Requested information or
revisions should be submitted in accordance with Rule .1 CO3(b). The Section reserves the
right to request any additional information during the technical review process. If you have

submitting applications and construction of the above referenced facility. The Section concurs
that it is more desirable to have a schedule that facilitates the submission of credible and
substantially complete applications. The Section is therefore agreeable to the schedule
proposed in your letter of March 31, 1994 with the exception that the site study will be due
on or before October 9, 1994.
Failure to submit a complete site study by October 9, 1994 will result in the immediate
revocation of our approval of September 21, 1993 granting an expanded service area to
Cherokee County. In addition, other compliance action may be imposed and penalties
assessed in accordance with North Carolina General Statute 130A-23.
It is imperative that Cherokee County complete construction and begin operation of a lined
facility on or before October 9, 1996. Failure to comply with this date may result in revocation
of the expanded service area as well as other compliance action.

Pursuant to North Carolina Statute §130A-22(a) and I5A North Carolina Administrative Code
13B, I conducted an inspection on October 26, 1994, of the Cherokee County landfill, Permit No. 20-
01, located on State Road 1515 near Marble, Cherokee County, North Carolina. The inspection
found the Cherokee County landfill to be in violation of certain requirements contained in the North
Carolina Solid Waste Management Rules, codified at I5A North Carolina Administrative Code 13B,
specifically:
(1) ISA North Carolina Administrative Code 13B.1626(1)(c) requires that spoiled foods,
animal carcasses, abattoir waste, hatchery waste, and other animal waste delivered to the
disposal site be covered immediately. The Cherokee County landfill was operating in
violation of 1 SA North Carolina Administrative Code 13B .1626(1)(c) in that uncov-
ered hatchery waste was noted at the time of the inspection.
(2) ISA North Carolina Administrative Code 13B.1626(2)(a) requires that the owners or
operators of MSWLF units must cover disposed solid waste with six inches of earthen
material at the end of each operating day, or at more frequent intervals if necessary to
control disease vectors, fires, odors, blowing litter, and scavenging. The Cherokee
County landfill was operating in violation of I5A North Carolina Administrative Code
13B.1626(2)(a) in that solid waste over the entire landfill surface area was not being
covered at the end of each operating day with six inches of earthen material. This has
been a recurring problem at the Cherokee County landfill for a long period of time.
Based upon the foregoing, Cherokee County is hereby ordered to take the following actions by
November 7, 1994, to correct all violations as stated in this Notice of Violation and otherwise be in

In accordance with 15A NCAC 13B .1626(4), owners or operators of all municipal solid
waste landfill (MSWLF) units must implement a permanent methane monitoring program on
or before October 9, 1994. The permanent methane monitoring plan in the referenced
transition plan includes the frequency of testing, test procedure, and a response plan for
situations in which methane gas levels are exceeded, in addition to, proposed well locations,
depth, and construction.
In accordance with North Carolina General Statute § 130A-294 and North Carolina Solid
Waste Management Rules, 15A NCAC 13B .1603(d)(2)(B), partial transition plan approval of
Section VII - Operational Requirement #4 is hereby approved. This partial approval is valid only
until such time as the full transition plan is approved by the Division of Solid Waste
Management.

Mr. Greene:
The Solid Waste Section (Section) recently performed a technical review excluding the
Local Area Study and the Water Quality Monitoring Plan of the referenced transition plan
application submitted by Municipal Engineering Services on behalf of Cherokee County. The
Section hydrogeologist will review these aspects of the application and will request any
additional water monitoring information needed upon completion of his review.
The Section's preliminary review involved evaluating the Cherokee County Landfill's
Transition Plan against the N. C. Solid Waste Management Rules, 15A NCAC 13B. Based on
its preliminary review, the Section needs the following additional information from Municipal
Engineering Services.
Section II - Location Restriction Demonstration
The transition plan states that the landfill is located approximately 10,800 feet from
the closest airport. Please provide a demonstration for this. A demonstration could
include (1) a letter from the County to the Federal Aviation Agency (FAA) indicating the
landfill latitude and longitude and requesting the location of public -use airports within
5,000 feet from any airport runway used by only piston -powered aircraft or within
10,000 feet from any runway used by turbine -powered aircraft, (2) the response letter
from the FAA, and (3) a topographic map or State, regional, or local government
agency map indicating the closest distance from the end of a runway to the nearest
referenced landfill unit. Another demonstration could include (1) a INC Aeronautical
Chart and (2) a USGS quadrangle map indicating airports and showing distances from
the landfill.
The transition plan states that the Cherokee County landfill facility is not located in a
FEMA studied floodplain. Please include a FEMA Flood Insurance Rate Map with the
landfill area shown on it.

Section III - MSWLF Unit Capacity
3. Do the capacity calculations consider the tonnages from Clay and Graham counties?
4. The life expectancy as of February 1994 is shorter than of October 1994. Explain or
,revise.
Section VII - Written Operation Plan
5,,; Page 1 of the Operation Plan states that the -County of Cherokee will operate their
r`= existing landfill until the end of 1997. Revise to read until October 9, 1996.
The first paragraph of the Operation Plan states that Cherokee County has been
'z,�Qpergt ng _under the trench method. Cherokee County has always used area type fill
4Hl4e'"''2XCeption of one small area utilized for wet weather dumping.
7. In accordance with Rule .16260)(e), wastewater treatment sludge may only be
accepted for disposal at an unlined landfill when utilized as a soil conditioner and
incorporated into or applied onto the vegetative growth layer but, in no case greater
that six inches in depth.
8. Address items in Rule .1626(1)(g).
9. In accordance with Rule .1626(2)(b), alternative materials of an alternative thickness
may be approved by the Division if the owner or operator demonstrates that the
alternative material and thickness control disease vectors, fires, odors; blowing litter,
and scavenging without presenting a threat to human health and the environment.

10. How will Cherokee County prevent the tracking of mud onto paved secondary roads
during rain events?
11 . How is wood waste (i.e. pallets, tree limbs, etc.) managed?
12. Has the Land Quality Section of the Department of Environment, Health, and Natural
Resources approved the Erosion and Sedimentation Control Plan? Provide
documentation of approval.
13. The transition plan states that liquid waste that is leachate or gas condensate derived
from the landfill unit may be disposed of at the landfill. Rule .1626(9)(a)(ii) states that
a landfill must be designed with a liner and a leachate collection system in order to
receive leachate or gas condensate. Revise transition plan accordingly.
14. The Waste Screening Plan states that the inspector will be trained. What does this
entail?
15. The Waste Screening Plan refers to RCRA as regulating the disposal of PCBs. This is
incorrect. PCBs are regulated under the Toxic Substance Control Act.
16. The Waste Screening Plan states that inspection frequency can vary depending on the
nature of the waste. Inspections should include not less than one percent of the waste
stream.
17. The Waste Screening Plan states that waste should be carefully spread for observation
using a front end loader or other piece of equipment. The Section recommends that the
waste should be hand raked rather than using heavy equipment to spread the load.
__Heavy equipment may rupture a container and thus spill its contents_ resulting in_a ____
cleanup action rather than just a disposal problem.
18. Figure 1 shows a waste screening pad. According to Jim Patterson, the Waste
Management Specialist for Cherokee County, there is not a pad at the landfill. Will one
be constructed? If so, when? If not, where will Cherokee County do their waste
screening?
19. Figure 3 is a waste screening check list. Screening should include liquid, hazardous,
and PCB wastes.
Section VIII - Written Closure Plan
20. The transition plan discusses the construction of the cohesive soil liner and mentions
a flexible membrane liner. Will the cap system have a flexible membrane liner? Revise
transition plan accordingly.
21. In accordance with Rule .1627(c)(3)(B), a gas venting or collection system must be
installed below the low -permeability barrier to minimize pressure exerted on the barrier.
Modify the transition plan to include a gas venting or collection system. Also, modify
the cost estimates to include the costs for installation and maintenance of gas controls.
22. The slope stability analysis in the transition plan refers to the critical section that was
selected based on the relationship between the slopes of the subgrade and the final
landfill configuration. Please submit this critical section on one of the plan sheets.
Also indicate side slopes analyzed (i.e. 2:1, 3:1, etc.)
23. The slope stability analysis refers to 6 inches of erosive soil cover but the closure plan
states that there will be 18 inches of erosive layer. Revise transition plan to be
consistent.
Section IX - Written Post Closure Plan
24. Address items in Rule .1627(d)(3).
Section X - Closure and Post -Closure Cost Analysis and Summary
25. A compaction factor of 15 percent was used for 18 inches of 1 X 10' cm/sec soil
cover. This compaction factor seems low, explain or revise.
26. Include a cost estimate for mobilization/demobilization.
27. An estimate of $50,000 is included for cap monitoring and repairing any problems for
30 years. Is this estimate to include inspections, mowing, reseeding, fertilizing, filling
in for settlement and erosion, and any other problems for 30 years? If so, this estimate
seems low.
Operational Drawings
28. Rule .1625(b)(1)(C) requires a drawing to illustrate the progression of operation,
29. The Final Topography Soil Erosion Control drawing shows an area labeled Future
Demolition Area. Revise to read Proposed Future Demolition Area.
Please submit requested information or revisions to the Section within 45 days to
expedite review of the referenced transition plan application. Requested information or
revisions should be submitted in accordance with Rule .1603(b). The Section reserves the
right to request any additional information during the technical review process. If you have
