ADDITIONAL COMMENTS 1. David Powell met with Bobby Knowles onsite to inspect corrective actions from previous inspection. 2. The current working face is covered with soil, graded and sloped correctly.
3. Cell 2 working face and Cell 1 have had soil added, been graded and sloped. Cell 1 has grass established, but be sure perennial grasses take root and hold soil for long term soil erosion reduction. Also, the area which had the drillers mud has been covered. Be sure unacceptable wastes are not accepted.
4. Cell 1 still had a leachate seep at EOW marker near entrance road but was not leaving. While onsite Mr. Knowles and his crew moved additional soil around and on this area. Please monitor and repair the area as needed. Your permit states, “Leachate must be properly managed on site using best management
practices.” 5. Road has been regraded and holes fixed all the way around the LCID. 6. Moving forward it is important to cover and layer the waste with soil monthly or when working face reaches one acre in size, as the rules states, but also to reduce risk of fire in the LCID in the future and to conserve space. 7. After rain events, check for leachate seeps, the road for washouts, previous closed cells and working face on open cell for erosion and proper covering/slope on all cells. Fix eroded areas with soil cover and reestablish perennial grass cover as needed.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
