1.0 Introduction and Background
Hart & Hickman, PC (H&H) has prepared this Brownfields Assessment Report on behalf of
Wilkinson Steel Yard LLC (Prospective Developer or PD) for the industrial property located at
3015 Wilkinson Boulevard in Charlotte, Mecklenburg County, North Carolina (Site). A Site
location map is provided as Figure 1.
The Site consists of one parcel of vacant land (Parcel Identification Number 11701118) that is
approximately 5.2 acres. A Norfolk Southern railroad right-of-way is present along the southern
portion of the Site. The nearby surrounding area of the Site consists of predominantly
industrial/commercial facilities including gas stations, an automotive salvage yard, a school bus
maintenance facility, a railroad maintenance facility, a restaurant, and a liquor store. The Site and
surrounding area are depicted on Figure 2.
The Site consisted of predominantly vacant land with a small structure in the north-central portion
of the Site as of at least 1938. By 1943, an industrial building associated with the former Southern
Steel facility (structural steel fabrication) was present in the western portion of the Site, and several
unpaved paths appear to have been present along the central and eastern portions of the Site. The
Southern Steel facility expanded until the late 1970s or early 1980s. From approximately 2002 until
2009, the Southern Steel facility was utilized for warehousing steel. The Site has consisted of
predominantly vacant land since the Southern Steel facility was demolished in the early 2010s.
H&H conducted Phase II Environmental Site Assessment (ESA) soil and groundwater sampling
activities at the Site in March 2019 to evaluate potential impacts from historical steel fabrication
operations and to provide updated soil and groundwater data for areas where potential impacts

were previously identified by others in 2011. The results of the Phase II ESA are summarized as
follows:
Soil Assessment
• Lead was detected in samples SB-1 (2-4 ft), SB-3 (1-3 ft), SB-5 (1-3 ft), and SB-8 (2-4 ft)
at concentrations ranging from 826 mg/kg to 1,240 mg/kg, which exceed the North
Carolina Department of Environmental Quality (DEQ) industrial/commercial Preliminary
Soil Remediation Goal (PSRG) of 800 mg/kg and published regional background levels.
Lead was also detected at a concentration above the unrestricted use PSRG and published
regional background levels in one additional soil sample (SB-2) collected at a depth
interval of 1-3 ft below ground surface (bgs). These five soil samples were collected
from the western and central portions of the Site.
• Barium was detected at a concentration above the protection of groundwater PSRG in
one soil sample (SB-9) collected at 1-3 ft bgs in the eastern portion of the Site.
• Volatile organic compounds (VOCs) were not detected above the laboratory method
detection limits (MDLs) in the soil samples.
Groundwater Assessment
• Cobalt and manganese were detected at concentrations above the Site-specific
background concentration and the North Carolina 2L Groundwater Standard (2L
Standard) or Interim Maximum Allowable Concentration (IMAC) in samples TMW-1,
TMW-2, and TMW-3.
• Chromium was detected slightly above the 2L Standard in background sample TMW-4,
but was not detected above the 2L Standard in the non-background wells.
• Trace concentrations of lead were detected in groundwater samples TMW-1 through
TMW-4 at concentrations well below the 2L Standard.
• No VOCs were detected above the MDLs in the groundwater samples.
In September and October 2019, H&H performed soil characterization sampling at the Site to
further evaluate soil conditions in areas that may be disturbed during proposed grading activities

and for potential soil export and disposal purposes. A summary of the results of the assessment
is provided below.
• Laboratory analytical results indicated the presence of lead in leachate from composite
soil samples B1-A (13.5 mg/L), B1-B (26.0 mg/L), Comp-1 (11.4 mg/L), and Comp-3
(5.8 mg/L) at concentrations above the Environmental Protection Agency (EPA) Toxicity
Characteristic Leaching Procedure (TCLP) regulatory level of 5.0 mg/L.
• Based on the TCLP lead data and recent civil engineering plans which depict the
proposed warehouse buildings, characteristically hazardous soil may be present in an
approximate 0.3-acre area to a depth of at least 4 ft within and adjacent to the west, north,
and east of the proposed Building 1 in the western portion of the Site. Please note that
the soil characterization sampling was generally limited to the areas of proposed
Building 1, Building 2, Building 3, and the area between proposed Buildings 1 and 2.
During soil characterization sampling in October 2019, field screening results of soil in the
southeastern portion of proposed Building 1 showed potential impacts (i.e., elevated
photoionization detector (PID) readings and odor). The results of analysis of a soil sample
collected from that area (soil sample SS-1, 2-4 ft) indicated the presence of chloroform, a
common laboratory contaminant, at an estimated “J-flag” concentration of 0.81 mg/kg, which
exceeds the unrestricted use PSRG of 0.34 mg/kg but is below the industrial/commercial PSRG
of 1.5 mg/kg. The remaining VOC detections were below PSRGs, and no SVOCs were detected
above the MDLs. Metals concentrations in sample SS-1 were generally consistent with
published regional background levels.
The Site received a letter of eligibility for entry into the DEQ Brownfields Program (Brownfields
Project No. 23052-19-060) on October 3, 2019. As noted above, the PD, Wilkinson Steel Yard
LLC, plans to construct three industrial warehouse buildings on the Site.
On January 30, 2020, a kick-off/data gap meeting was held with the PD, DEQ Brownfields
Program personnel, and H&H to discuss Site history, previous environmental assessment
activities at the Site, proposed redevelopment plans, data gaps, and the proposed schedule for

completing the Brownfields Agreement. During the kick-off meeting, DEQ recommended that
the presence of hexavalent chromium in soil be evaluated at the Site. H&H submitted a
Brownfields Assessment Work Plan (Work Plan) for additional assessment activities, and DEQ
approved the Work Plan in a letter dated February 17, 2020.
Subsequently, on February 19, 2020, Ms. Carolyn Minnich of DEQ requested that the location of
previous soil sample SS-1 (2-4 ft) be re-sampled for VOC/semi-VOC (SVOC) analysis due to high
laboratory dilution factors and field screening results.
In February 2020, H&H conducted soil assessment activities and a sensitive receptor survey in
accordance with the DEQ-approved Work Plan and email correspondence with Ms. Carolyn
Minnich of DEQ. The methods and results of the assessment activities are summarized in the
following sections.

2.0 Brownfields Assessment Activities
On February 15 and 24, 2020, H&H completed soil assessment activities at the Site to evaluate
the presence of hexavalent chromium in soil at the Site and to assist in the development of an
Environmental Management Plan (EMP) for use during future redevelopment of the Site. The soil
sample locations are depicted on Figure 2.
Prior to conducting assessment activities, H&H contacted North Carolina 811, the public utility
locator, to mark subsurface utilities on the Site. Due to the completion of private utility locating
during multiple prior assessment events at the Site, H&H did not contract a private utility locator
during the February 2020 assessment.
The assessment activities were conducted in general accordance with the DEQ Inactive Hazardous
Sites Branch (IHSB) Guidelines for Assessment and Cleanup dated October 2015 and the most
recent version of the U.S. Environmental Protection Agency (EPA) Region IV Science and
Ecosystem Support (SESD) Field Branches Quality System and Technical Procedures guidance.
The results of the soil assessment are provided in Section 3.0; the receptor survey results are
provided in Section 4.0; and conclusions and recommendations based on the results of the
assessment activities are provided in Section 5.0.

3.0 Soil Assessment Activities
3.1 Soil Sampling Methodology
H&H advanced six soil borings (SB-10 through SB-15) to a depth of approximately 3 ft bgs
using a decontaminated stainless-steel hand auger. Soil boring locations were near former steel
fabrication areas and proposed warehouse buildings in the western (SB-10 and SB-11), central
(SB-12 and SB-13), and eastern (SB-14 and SB-15) portions of the Site. H&H also advanced
boring SS-1A to approximately 3 ft bgs adjacent to previous sample SS-1, which was collected
in the southeastern portion of proposed Building 1. Boring locations are depicted on Figure 2.
Continuous soil samples were collected from each boring, logged for lithologic description, and
screened for the presence of staining, odors, and volatile organic vapors using a calibrated PID.
Based upon field screening results, no obvious indications of potential soil impacts were
observed. Therefore, one soil sample was collected from each boring at a depth of 1 to 3 ft bgs.
Boring logs including PID readings are provided in Appendix A.
Due to elevated dilution factors for previous soil sample SS-1 (2-4 ft), H&H collected a follow-
up sample from approximately the same location for analysis to further evaluate the presence of
VOCs and SVOCs. Field screening of boring SS-1A indicated the presence of an unusual odor,
potential treated wood fragments, and elevated PID readings at 2-3 ft bgs. Hand auger refusal
was encountered at approximately 3 ft bgs; therefore, follow-up sample SS-1A was collected
from 2-3 ft bgs.
Soil samples selected for laboratory analysis were placed directly into dedicated laboratory-
supplied sample containers; labeled with the sample identification, date, and requested analysis;
and placed in a laboratory-supplied sample cooler with ice. The samples were delivered to Pace
Analytical Laboratory (Pace), a North Carolina-certified laboratory, under standard chain of
custody protocols. Samples SB-10 through SB-15 were analyzed for hexavalent chromium by
EPA Method 7199, and sample SS-1A was analyzed for VOCs by EPA Method 8260D and
SVOCs by EPA Method 8270E.

For quality assurance purposes, a duplicate soil sample was collected from the SB-12 parent soil
sample and submitted to Pace for analysis of hexavalent chromium by EPA Method 7199.
3.2 Soil Analytical Results
A tabular summary of soil analytical results is presented in Table 1. The laboratory analytical
reports and chain of custody records are provided in Appendix B. The soil analytical results were
compared to the DEQ IHSB unrestricted use and industrial/commercial PSRGs dated
December 2019.
Analytical data indicate that hexavalent chromium was detected in samples SB-10 (3.76 mg/kg),
SB-11 (2.48 mg/kg), SB-13 (3.58 mg/kg), and SB-14 (4.01 mg/kg) at concentrations above the
Unrestricted Use PSRG of 0.31 mg/kg but below the Industrial/Commercial PSRG of 6.5 mg/kg.
Hexavalent chromium was not detected at concentrations above the MDLs in samples SB-12 and
SB-15.
Results of VOC analysis of sample SS-1A (2-3 ft) indicate the presence of naphthalene at a
concentration of 0.981 mg/kg, which is below unrestricted use and industrial/commercial PSRGs
of 4.1 mg/kg and 18 mg/kg, respectively.
Multiple polynuclear aromatic hydrocarbons (PAHs) were detected in sample SS-1A (2-3 ft).
Benzo(a)anthracene (4.05 mg/kg), benzo(a)pyrene (1.76 mg/kg), and benzo(b)fluoranthene
(2.73 mg/kg) were detected above the unrestricted use PSRGs of 1.1 mg/kg, 0.11 mg/kg, and
1.1 mg/kg, respectively. None of the detected PAH concentrations exceed the
industrial/commercial PSRGs.
Analytical data for the duplicate soil sample (SB-Dup-1) are generally consistent with the data for
the parent sample (SB-12). This result indicates good quality control with regard to data
repeatability.

4.0 Receptor Survey Activities
On February 24, 2020, H&H performed receptor survey activities at the Site and in the nearby area.
The receptor survey included a pedestrian and vehicular survey to obtain information about land
use, water supply, basements, underground utilities, drains, and surface water bodies located within
a 1,500-ft radius of the Site in accordance with the DEQ-approved Work Plan. H&H also utilized
the online Mecklenburg County Groundwater & Wastewater Services (GWS) Well Information
System to check for water supply wells located within a 1,500-ft radius of the Site. In addition,
H&H identified land use, zoning, and underground utilities using other Mecklenburg County online
resources. The Brownfields Property Receptor Survey Form is included as Appendix C, and a
Receptor Survey Map is provided as Figure 3. The results of the receptor survey are summarized
below.
Zoning
The subject Site and nearby surrounding properties are zoned “general industrial” (I-2).
Municipal Water Availability
Municipal water supplied by Charlotte Water is available to the Site and surrounding area. H&H
did not identify sources of public drinking water within 1,500-ft of the Site based on the DEQ
Source Water Assessment Program’s geographic information system (GIS) map. The City of
Charlotte and Mecklenburg County obtain their water from Lake Norman and Mountain Island
Lake. Mountain Island Lake is the closest drinking water source and is located approximately 8.5
miles northwest of the Site. Additionally, H&H observed municipal water meters for the Site and
surrounding properties.
Water Supply Wells
H&H conducted a pedestrian and vehicular survey of properties within a 1,500-ft radius of the Site
to identify potential water supply wells. H&H also utilized the online Mecklenburg County GWS
Well Information System to identify potential water supply wells located within a 1,500-ft radius of
the Site. The nearest active water supply wells that were identified during the receptor survey are
private industrial process wells located approximately 725 ft and 1,000 ft southwest and

topographically cross-gradient of the Site at the Southern Metals facility (2200 Donald Ross Road).
The identified water supply well locations are depicted on Figure 3.
Surface Water Bodies
An unnamed tributary of Irwin Creek is located in the southwestern portion of the Site. Based on
the DEQ classification system, Irwin Creek is classified as a Class C surface water body. A Class C
surface water body is defined as “waters protected for uses such as secondary recreation, fishing,
wildlife, fish consumption, aquatic life including propagation, survival and maintenance of
biological integrity, and agriculture. Secondary recreation includes wading, boating, and other uses
involving human body contact with water where such activities take place in an infrequent,
unorganized, or incidental manner.”
Subsurface Structures
H&H conducted a visual reconnaissance in the Site area to identify potential subsurface structures
within 1,000 ft of the subject Site. H&H observed evidence of subsurface utilities, including
sanitary sewer, storm sewer, municipal water, electricity, and natural gas, on and adjacent to the
subject Site. Existing utility lines are generally located along the northern and western Site
boundaries and along access roads to the north and northwest of the Site. H&H did not observe any
basements during receptor survey activities.

5.0 Conclusions and Recommendations
H&H has completed Brownfields assessment activities on the Southern Steel Brownfields Property
located at 3015 Wilkinson Boulevard located in Charlotte, Mecklenburg County, North Carolina
(Brownfields Project No. 23052-19-060). The assessment activities were conducted in
accordance with the DEQ-approved Work Plan and included a receptor survey and soil sampling
to evaluate potential environmental risks associated with redevelopment of the Site. A summary
of the assessment results is provided below.
Receptor Survey
H&H conducted a Brownfields receptor survey for the Site and nearby area. The results of the
receptor survey indicate that municipal water is available to the Site and area within a 1,500-ft
radius of the Site. No sources of public drinking water are within 1,500 ft of the Site. H&H
identified two active industrial process/fire suppression wells located approximately 725 ft and
1,000 ft southwest and topographically cross-gradient of the Site. An unnamed tributary of Irwin
Creek (Class C surface water body) is located in the southwestern portion of the Site. H&H
observed evidence of subsurface utilities, including sanitary sewer, storm sewer, municipal
water, electricity, and natural gas, on the Site and nearby properties. H&H did not identify
basements within a 1,500-ft radius of the Site.
Soil
H&H collected six soil samples for laboratory analysis from three soil borings to evaluate the
presence of hexavalent chromium in shallow soil (1-3 ft) at the Site. Analytical data indicate that
hexavalent chromium was detected in samples SB-10 (3.76 mg/kg), SB-11 (2.48 mg/kg), SB-13
(3.58 mg/kg), and SB-14 (4.01 mg/kg) at concentrations above the unrestricted use PSRG of
0.31 mg/kg but below the industrial/commercial PSRG of 6.5 mg/kg.
During soil characterization sampling in October 2019, field screening results for soil in the
southeastern portion of proposed Building 1 showed potential impacts (i.e., elevated PID
readings and odor). The results of analysis of a soil sample collected from that area (soil sample
SS-1, 2-4 ft) indicated the presence of chloroform, a common laboratory contaminant, at an

estimated “J-flag” concentration of 0.81 mg/kg, which exceeds the unrestricted use PSRG of
0.34 mg/kg but is below the industrial/commercial PSRG of 1.5 mg/kg. No obvious SVOC or
metals impacts were identified.
Due to elevated laboratory dilution factors and at the request of DEQ, H&H collected a follow-
up soil sample (SS-1A) from the approximate location of sample SS-1. Results of VOC analysis
of sample SS-1A (2-3 ft) indicate the presence of naphthalene at a concentration of 0.981 mg/kg,
which is below unrestricted use and industrial/commercial PSRGs of 4.1 mg/kg and 18 mg/kg,
respectively. The PAHs benzo(a)anthracene (4.05 mg/kg), benzo(a)pyrene (1.76 mg/kg), and
benzo(b)fluoranthene (2.73 mg/kg) were detected above the unrestricted use PSRGs of
1.1 mg/kg, 0.11 mg/kg, and 1.1 mg/kg, respectively. None of the detected PAH concentrations
exceed the industrial/commercial PSRGs.
