Dear Mr. Boring:
Ronald H. Levine, M.D., M.P.H.
STATE HEALTH DIRECTOR
April 23, 1982
This will confirm the Cherokee County Landfill inspection and meeting with you on
April 14, 1982. Inspection participants were Gordon Layton, J. W. Moore, Jr.,
and Julian Foscue, N.C. Division of Health Services; Buell Carringer, Solid Waste
Supervisor; and Mr. Jack Wimpy, Contractor. The purpose of the inspection was
to evaluate piping and filling over a spring fed stream at the landfill. This
evaluation was requested by the County.
It was agreed during our meeting that piping of the stream is not desirable from
an environmental viewpoint and would not be beneficial in extending the life of
the landfill. All on -site cover material can be utilized without filling over
this stream.
Our recommendation is that the County continue -to follow the approved plan by
properly closing out area I and moving to area II. 'As this is done the following
should be accomplished:
1. Area I must; be closed -in accordance with DHS Rule .0505(5) Page 17, by covering
with at least two feet of suitable compacted earth, adequately sloped to allow
surface water runoff in a controlled manner without excessive on -site erosion
or off -site siltation, and seeded with native grasses or other suitable vege-
tation. Slope drains or other drop structures will be required to remove
surface water runoff in a controlled manner.
2. A sediment basin or other erosion control structure must be provided to prevent
silt from leaving the site. (DHS Rule a0505(8) Page 17)_ This structure can
be located so as to serve the remainder of the site.
The two items mentioned above were discussed with the solid waste supervisor and
contractor on site. We suggest you consult the local soil conservation service
office concerning details.
