A complete permit review request for the next five-year phase of construction and/or operations is due on or before 8 February 2021. This application must comply with the rules and regulations in effect at the time of the application. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Land Clearing and Inert Debris (LCID) Landfill. 2) This Facility is recorded with the Craven County Register of Deeds at: Book #0960; Page #0788 and Book #2005; Page #0350. 3) This Facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block. 4) Proper signage has been posted and is being maintained at the entrance to the landfill indicating the permit number, list of acceptable waste types, and the Facility emergency contact number. One located at the property entrance and another at the Facility entrance and has controlled access for safety. The property access gate was unlocked and open upon my arrival and an attendant was on-site during this Facility Compliance Inspection. 6) The access road to the Facility is of all-weather construction and is being managed properly at this time. 7) This Facility has permanent, highly visible, edge-of-waste markers in place delineating the landfill waste disposal footprint. 8) This Facility maintains erosion control fencing around the toe of the active areas of the landfill to prevent off site erosion. 9) The soil sedimentation and erosion control measures were reviewed, and no off-site erosion was noted during this Facility Compliance Inspection. 10) The surface water ditches were clear of sedimentation and excess vegetative growth. 11) The on-site stormwater basins were reviewed. The basins were free of excess brush, had stable sideslopes, and no visible signs of erosion. 12) Overall, the Facility sideslopes have a well-established cover crop of native warm season grasses and are being maintained at a slope not greater than 3:1. However, areas of sparse cover and erosion were observed on the eastern sideslope (please see the aerial photograph on the final page of this report for the approximate location). *Within thirty days of receipt of this Facility Compliance Inspection Report, please repair these areas by filling and grading and then seeding and mulching to establish a groundcover suitable to prevent erosion of your landfill cap system. 13) An area of seeping leachate was observed on the southeastern sideslope approximately 150’ south of the southeasternmost corner of the landfill approximately 20’ up from the toe of the slope (please see the aerial photograph on the final page of this report for the approximate location). No leachate was observed leaving the permitted disposal boundary. *Within thirty days of receipt of this Facility Compliance Inspection Report, please repair this area of your cap to prevent the release of leachate. All repaired areas should be graded at a slope not greater than 3:1, seeded, and mulched to establish a cover crop suitable to prevent erosion of your landfill cap system. 14) Soil is stockpiled adjacent to the landfill and on the top lift in an area adjacent to the active working face for use as cover. 15) The active working area is being maintained in a compact and manageable size. 16) The active working area is being compacted and covered as required. *Please continue to ensure that the active working area is being covered monthly or when it reaches one acre in size, whichever occurs first. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 25I_INSP_20200312 Page 3 of 5 17) The waste type being disposed is landclearing and inert debris only and there were no unacceptable waste streams noted during this Facility Compliance Inspection. 18) This Facility maintains a Hyundai HX220L Excavator and a John Deere 850C widetrack Crawler on site for use in managing waste and for cover and grading activities. 19) The top lift and the western outside slopes of the landfill expansion area have recently been covered and graded. *Please continue to ensure that all Facility sideslopes are compacted, covered, and graded at a slope not greater than 3:1. 20) Inert debris consisting of asphalt, scrap concrete, and concrete block is being stockpiled for reuse in an area to the west of landfill. *Please note that the State rules regarding recovered materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within twelve months. 21) This Facility maintains a Hyundai Robex 380 LC-9 Excavator with crusher attachment on site for use in crushing/recycling activities. 22) All metal reinforcement bar is recovered from the crushed concrete and separated for recycling. 23) Crushing/recycling activities were underway during this Facility Compliance Inspection.
