Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On March 12, 2020, Chuck Kirchner conducted a comprehensive inspection of the City of Graham Land Application Program (Farm) YWN Site on Swepsonville-Saxapahaw Road in Graham, Alamance County. 1. The yard waste notification (YWN) is located (in a designated area) on land used by the City for its residual biosolids land application program. It is located ~ 200 feet past field No. 4. 2. The area used for the YWN is < 2 acres. 3. The facility is used by the City of Graham exclusively and is not open to the public. 4. The facility has three small piles/windrows of compost on the property. 5. Windrows had good access all around. 6. Continue to ensure no water ponds on or in between the windrows. 7. Temperature records from 2017 through 2019 were verified demonstrating 3 days at a minimum of 55 degrees Celsius/131 degrees Fahrenheit, aerated to maintain elevated temperatures. 8. 15A NCAC 13B .1406 (10)(b) states in part that “Onsite thermometers shall be calibrated annually and records of calibration shall be maintained.” Ensure all thermometers are calibrated and submit results to the Solid Waste Section as soon as reasonably possible. 9. The City of Graham receives ~ 3000 cubic yards of leaves annually. 10. Ensure processed and unprocessed material on site is less than 6000 cubic yards quarterly. Records should be maintained of the amount of leaves accepted. 11. Finished compost may be removed from the site and stored accordingly for future use. 12. The City of Graham has conditional approval to use Field No. 4 as a temporary disaster debris staging site (TDDSS). The TDDSS number is: DS01-013. 13. Open burning of waste is prohibited. 14. Fires shall be reported to the Division orally within 24 hours of the incident and in writing within 15 days of the incident. 15. Access roads are of all-weather construction. 16. The facility is secured by a locked gate.
