On behalf of Avery County (County), Smith Gardner, Inc. (S+G) is pleased to present this
report regarding the operation and maintenance (O&M) of the Avery County Closed MSW
Landfill (Permit No. 06-01) Landfill Gas Collection and Control System (LFGCCS), and the
perimeter monitoring probes for January 2020. Site details are provided below.

During the January monitoring event the following upgrades were made:
oo Upgrade of wellheads on W-1, W-2, and W-3 with QED orifice plate wellheads to
replace aging wellheads;
oo Replaced ultraviolet damaged flexible hoses for W-1, W-2, W-3, W-9, and W-10; and,
oo Repl aced W-9 and W-10 wel I heads with pitot tube wel I heads removed from W-1 and
W-3 to have the wel I head oriented properly.

Wel I field and flare station data are provided in the attached Tables 1 through 6.
LFG Extraction Well Field
cc W 1 through W 10: S+G performed methane (CH4), oxygen (a), carbon dioxide
(Ca), and pressure monitoring. S+G observed several wellheads, including W-4
through W-8, which may require repair or replacement in the future, including
new flexible hose and/or new control valves or wellheads. S+G is working with
the County on a plan for this work.
Flare Station
cc Condensate Tank: The condensate tank liquid level was observed and was at an
acceptable level during this site visit.

S+G performed monitoring of the perimeter LFG monitoring network during this event.
Results of the monitoring event are included in Attachment 1, and the data indicates probes
P-3 and P-7 had exceedances of the LEL during the monitoring time period. These probes
have historically shown exceedances, and were connected to the LFG system in 2014 and
2015, respectively, as part of remedial efforts. It is assumed the spike in methane
concentration in these probes is a result of maintenance work during wellhead replacement
as discussed previously. However, no methane was detected in off -site probes P-9, P-10, or
P-11. Attachment 2 provides a CH4 concentration graph over time for monitoring wells that
have historically had methane present. Monitoring of the current well network will continue,
and data will be reported to NCDEQand the County.

In general, the landfill gas extraction system continues to operate nominally. S+G will
continue to monitor the methane concentrations at the site monthly, and advise the County
on repairs required to maintain an effective collection system.
