On behalf of Avery County (County), Smith Gardner, Inc. (S+G) is pleased to present this
report regarding the operation and maintenance (O&M) of the Avery County Closed MSW
Landfill (Permit No. 06-01) Landfill Gas Collection and Control System (LFGCCS), and the
perimeter monitoring probes for February 2020. Site details are provided below.

Well field and flare station data are provided in the attached Tables 1 through 6.
LFG Extraction Well Field
cc W 1 through W 10: S+G performed methane (CH4), oxygen (a), carbon dioxide
(CO2), and pressure monitoring. S+G previously identified several wellheads, W-4
through W-8, during the January 2020 monitoring event requiring repair or
replacement in the near future. S+G planned to replace damaged flexible hose
during this monitoring event, but was unable to due to unforeseen circumstances.
S+G continues to work with the County to identify wellfield maintenance issues,
and make repairs as necessary.
Flare Station
cc Condensate Tank: The condensate tank liquid level was observed and was at an
acceptable level during this site visit.
S+G performed monitoring of the perimeter LFG monitoring network during this event.
Results of the monitoring event are included in Attachment 1, and the data indicate only P-3
had an exceedance of the LEL. The concentration is approximately half the value it was in
January, indicating that the LFGCCS may be reducing migration in this area. It is believed the

methane concentration is dropping as a result of the reconnection of active collection at P-3,
following system maintenance performed during the January 2020 monitoring event. S+G
was unable to monitor probe P-7 during this event due to elevated liquid levels within the
well casing. S+G was unable to repair at the time of monitoring, but intends to correct the
issue during the March 2020 monitoring event. Attachment 2 provides a CH4 concentration
graph over time for monitoring wells that have historically had methane present. Monitoring
of the current well network will continue, and data will be reported to NCDEQ and the
County.

In general, the landfill gas extraction system continues to operate nominally. S+G will
continue to monitor the methane concentrations at the site monthly, and advise the County
on repairs required to maintain an effective collection system.
