(Terracon) is pleased to submit this Limited Site Investigation (LSI) report for the above referenced property located at 1415 North Wendover Road in Charlotte, North Carolina. This report has been prepared in accordance with Terracon Proposal No. P71207006.1, dated January 29, 2020. The purpose of the report is to evaluate the current groundwater conditions at an existing monitoring well (identified as MW-1) located on the site. The purpose of the monitoring well is presently unknown; however, Terracon assumes the well was installed to evaluate the environmental impacts associated with a documented release incident located on an adjacent property. Terracon personnel mobilized to the site on February 3, 2020 to sample the monitoring well identified in the Phase I Environmental Site Assessment report completed by Terracon on January 24, 2020. Depth to groundwater was measured at 29.77 feet below ground surface (bgs). The total depth of the well was measured at 35 feet bgs. The location of well MW-1 is depicted on Figure 1. Prior to sampling, a minimum of three well volumes was purged from monitoring well MW-1 to remove stagnant water in the well and provide a representative sample from the groundwater. While purging the well, petroleum odors were prevalent in the well. The groundwater sample obtained from the well was placed in laboratory provided containers, packed in ice and delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of volatile organic compounds (VOCs) by Standard Method 6200B and semi -volatile organic compounds (SVOCs) by EPA Method 8270. Based on the laboratory results, naphthalene (11 micrograms per liter [pg/L]), tetrachloroethene (13.4 lag/L), bis(2-ethylhexl)phthalate (71.9 pg/L), 1-methyl naphthalene (238 pg/L) and 2- methyl naphthalene (424 pg/L) were detected in the well at concentrations that exceed their respective 15A NCAC 2L groundwater standards. A summary of the laboratory data is provided in Table 1 and a copy of the laboratory report is provided as Appendix A. To evaluate the health risks associated with potential vapor intrusion as a result of the constituents detected in the groundwater, Terracon compared the identified constituent concentrations to the 2018 Vapor Intrusion Screening Levels (VISLs) for a non-residential scenario established by the North Carolina Department of Environmental Quality (NCDEQ). None of the detected VOC constituents exceeded the VISLs; therefore, vapor intrusion is not likely to occur at the site as a result of identified groundwater contamination. Based on the site history and a lack of evidence regarding previous assessment activities, it is Terracon's opinion that the on -site well was installed to assess an off -site release incident. As such, the source(s) of the identified contaminants in the groundwater likely originated on an up -gradient, off -site property. The groundwater contamination detected on the site would be the responsibility of the up -gradient responsible party; therefore, no further assessment of the site is recommended at this time. In accordance with NCDEQ regulations the owner of the property has an obligation to report exceedances of the 2L groundwater standard. Terracon recommends that the results be shared with the current property owner so that regulatory reporting obligations can be fulfilled. When you click on the symbols, site information will be displayed. Scroll down through the site information. Clicking on the DOCUMENTS LINK at the bottom will take you to available electronic site files for viewing and downloading on Laserfiche (pdf format, free to the public). The Division has a site locator tool that combines the different groups on one map. The combined map is good for a general locator for UST sites and for a link to available electronic files. Not all UST sites have electronic files. Many files are only available in paper format at the Mooresville Regional Office (address below). If you would like to view paper files for a site, open file reviews are on Mondays for the public (no appointment, 8:00am- 4:00pm). I am working for a client who has a piece of property (former Rite Aid) on Wendover Road at Monroe Road in Charlotte, NC. There is a monitoring well located on their site and there is some question as to why it is on the property. I think you may have spoken to someone at Terracon not long ago about a nearby site - Building #4 - City of Charlotte - Incident # 11209. I have reviewed some files on the internet that are from the time period 1993 & 1994. I spoke with Geologic Exploration who installed the well in June 1999. They installed the well for Aware Environmental and their client was the City of Charlotte (owner of the well). I did not see any documents from Aware; do you know if there would be another file or other records for the site. Feel free to give me a call at 704-232-0152 if I can provide any other information.
