Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. Proper signage was observed at the entrance of the facility. 2. The facility is permitted to receive solid waste generated within Iredell County. Operations Inspection of the MSW Landfill Unit: 3. On January 3, 2020 Mr. Lambert notified the section of operational changes. Facility staff moved a portion of their daily landfilling operations to Phase 1 and 2 that have been semi -inactive (yellow highlighted area). This decision was based on wet weather condition and shrinking space on Phase 5 which have made it difficult for tractor trailers to access and turn around. This is a temporary area during the construction of Phase 6. 4. All waste is currently being disposed of in Phase 1 and 2. During the month of January Phase 5 was closed with temporary cover till the completion of Phase 6. 5. The working face was small and compact. 6. No unacceptable waste streams were observed in the MSWLF. 7. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover. 8. Windblown waste was being collected during the inspection. Operations Inspection of the White Good Collection Area: 9. This area was well managed at the time of the inspection. 10. White goods containing Freon are separated from other metals and stored in an upright manner. 11. Freon is extracted by landfill staff. Facility staff opened up two (2) containers in the white good collection area for the collection of yard waste for the general public to minimize public traffic in the construction zone. Once containers are full facility staff empty the containers in the mulching and grinding area. Operations of the Electronic and Paint Collection Area: 13. This area was well managed at the time of the inspection. 14. Latex paint collected in five (5) gallon containers is mixed with the Posi-Shell. 15. F Division of Waste Management Solid Waste Section Operations Inspection of the Tire Collection Area: 16. Tires are stored on the ground. When enough tires have accumulated for a load landfill staff contact New River to deliver a trailer. A load of tires was picked up on February 24, 2020 and New River was scheduled to pick up another load by the end of the week. 17. Landfill staff load the open top trailer. Operations Inspection of Mulching and Grinding/Yard Waste/Type 1 Small Composting Area. 18. This area was well managed at the time of the inspection. 19. Land clearing waste and pallets are kept separate from yard waste that is required to be composted. 20. Painted pallets are removed to be used in the electronic collection area. Operations Inspection of the Asphalt Shingle Recycling Area: 21. The asphalt shingle recycling area was well managed at the time of the inspection. 22. At the time of the inspection Bunker A (left side) contained shingles. Bunker B (right side) was empty. 23. Asphalt shingles are collected by Maymead Asphalt for recycling.
