This cover letter was prepared by Nova Group, GBC (Nova), on behalf of Tar Heel Capital
Corporation No. 2, to provide municipal officials and adjacent or nearby property owners to
the above site with an introduction to the attached "Notice of Residual Petroleum". This
notice is provided as part of the regulatory closure of Incident Number 15621. The
groundwater at the site is not suitable as drinking water in the State of North Carolina, and
therefore public notice is required. This area of Cabarrus County does not use this aquifer
for municipal drinking water.
The attached notice shows residual groundwater contamination on the former Al's Auto to
be within the bounds of the southern parcel of the former gas station, near the building. This
is indicated by a rectangular box on the last page of the attached notice. This area is over
250 feet to the nearest irrigation well.
As you are likely aware, this facility has not sold petroleum in 40 years. Nova did not
encounter contaminated soils above the residential screening levels during our site
assessment. In other words, in 40 years, the contamination has not migrated off -site, and is
not expected to do so in the future.
The only restriction on the Al's Auto property is that groundwater cannot be withdrawn
while the residual groundwater contamination remains in place. Nova and the North
Carolina Department of Environmental Quality (DEQ) consider the risk of groundwater
contamination migrating off the above site to be low.
Please note, there are no restrictions applied to your use of your property based on this
notice.

documentation associated with closure of the above referenced site. A copy of the Conditional
Notice of No Further Action for the above site, was sent to the adjacent property owners, local
health director, the mayor of Harrisburg, and the Cabarrus County Manager on January 30, 2020.
The Conditional Notice of No Further Action and a cover letter were sent out by certified mail,
with return receipt required. Copies of the returned receipts are attached. Please note that in
addition to the adjacent Property owners; two additional notices were sent out to property owners
on Morris Avenue. They were not accepted. Copies of the sent notices, and receipts are attached.
NCDEQ has already received a certified copy of the Notice of Residual Petroleum which was filed
with the Register of deeds.
