North Carolina Department of Environmental Quality 610 East Center Avenue, Suite 301 Mooreville, North Carolina 28115 Mr. Matthew Storosh Charlotte -Mecklenburg Storm Water Services 2145 Shuttle Avenue Charlotte, North Carolina 28208-5237 Re: Petroleum Release from Former Non -Commercial, Non -Regulated Heating Oil Underground Storage Tank at 4043 Arborway in Charlotte, North Carolina NCDEQ Incident No. 40989 Project No. 842-01 Ms. Beverly and Mr. Storosh: Harmon Environmental, PA has been retained by Mr. Michael Schulte, the owner of the property at 4043 Arborway to assist in addressing the petroleum release from the former non-commercial, non - regulated heating oil tank recently removed from the site. On February 10, 2020 the Charlotte - Mecklenburg Stormwater Services issued a Notice of Violation letter outlining the discovery of a petroleum -release from the referenced property. On February 11, 2020 the North Carolina Department of Environmental Quality issued Notice of Regulator Requirements letter. As indicated in these correspondences on February 9, 2020 a petroleum -release was documented at 4043 Arborway. This release apparently originated from a formerly undocumented underground heating oil tank. Storm water apparently flooded the former underground storage tank basin, floating petroleum into the surface water drainage system. The impacted storm water was transported via sub -grade piping to a surface ditch located on 4033 Arborway and subsequently flowing across the back yard of 4040 Abington Road before entering a subgrade pipe ad discharging into McMullen Creek in the backyard of 4042 Abington Road. On February 9, 2020 Carolina Environmental Response Team (CERT) addressed the subgrade piping from 4040 Abington Road to McMullen Creek. Following cleaning the pipe, hydrophobic adsorbent booms were installed at the inlet and outlet of this pipe. On February 10, 2020 DeBruhl Environmental Excavating, Inc. removed the former underground storage tank from 4043 Arborway. Mr. Schulte is in the process of retaining DeBruhl Environmental Excavating, Inc. to excavate and remediate the petroleum -impacted soil from the drainage feature on 4033 Arborway and 4040 Abington Road. In preparation for these activities, Harmon Environmental, PA has prepared and submitted Access Agreements to both property owners. Following approval of these access agreements, sub -grade utilities will be located. Ms. Trudy Beverly, P.G. and Mr. Matthew Storosh. March 2, 2020 Page 2 When weather permits, DeBruhl Environmental Excavating, Inc. personnel will visit the site and excavate petroleum -impacted soil from the two properties. As excavated, Harmon Environmental, PA personnel will screen samples from the bottom and side walls of the excavations, for the presence of petroleum vapors using a MultiRae Organic Vapor Analyzer, or equivalent, calibrated to an isobutylene standard. Following completion of the excavation activities, up to five samples will be collected for laboratory analysis. These samples will be analyzed for the presence of volatile organic compounds by SW-846 Method 826013; Semi -volatile organic compounds by SW-846- Method 8270D BN/A and; volatile and extractable petroleum compounds by Massachusetts Methods. If feasible, the tank basin will be excavated in conjunction with these activities. In the event further excavation in the vicinity of the former tank is not viable, samples will be collected to assist in preparing a Notice of Residual Petroleum. Upon receipt of the analytical results, an Initial Abatement Report will be completed and submitted. We will keep you appraised of the progress on this project.
