Active – Issued August 09, 2016. Expires August 09, 2021. Pursuant to 15A NCAC 13B .0201(g), no later than April 27, 2021, the owner or operator must submit a request to the Section for permit review and must submit updated facility plans meeting the requirements of Rule 0.565 and .0566.
PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – Facility has required signage. 02 – Locking gates and fencing are used for security. 03 – Roads are constructed of all-weather materials.
04 – Edge of waste markers present. 05 – Cover logs were not reviewed during this inspection but, LCID has been covered recently. 06 – Adequate cover material on-site. 07 – Facility now has one working face and is keeping it contained in a small area. 08 – Some LCID waste has been uncovered for over 30 days on the East side slope. 09 – Keith Bryant and John College discussed this uncovered waste must be covered within 30 days. This area has been wet for this winter. Take advantage of any dry times to accomplish this task. 10 – A small amount of non-conforming needs to be removed. 12 – Overall good management has gotten this facility in to compliance. 11 – Digital pictures taken and some attached to this report.
